Hello Brandy and Kenny!
We have official approval for this time extension. You can proceed as if you have the extension. We will just need to document this in an official amendment at some point, for documentation purposes, but for now, please proceed as if you have the extension.

Brandy, once you are feeling better, let’s talk about how to prepare the official amendment.

Best,
Emily

Denise and I reviewed the attached time extension request letter with Gretchen. She is generally okay with it, but she’s wondering how they can avoid down-scoping the project, if their grant amount request was 5 mil and the lowest bid they got is about 7.5 mil. In other words, how are they going to ensure that when they go out to bid again, they are not going to get super high bids again that are more than their grant amount request? Can you please ask them that and let us know what they say? Let me know if that makes sense. Thanks for your help! Best regards,
Emily Gibson

What are your thoughts on the letter? Denise and I can bring this one up at our meeting with Gretchen next Tuesday too. If there’s anything we want to know from the agency before talking to Gretchen, we should ask them before Tuesday.

Hello!
Nice to meet you all. Below are the notes/action items from our meeting. If you have any questions, please let Brandy know, and we’ll work together to get back to you ASAP.

Caltrans is only considering providing up to 6 month time extensions at this point. If this is enough time the complete the project, we need the following from you, hopefully by Monday, in order to determine whether we can officially provide a time extension:

Letter with justification for why you need a time extension, with a focus on the extenuating or unforeseen circumstances that resulted in needing a time extension.

Updated schedule showing that construction can be completed by Dec 31, 2024 (you would then have an additional 6 months for project closeout/invoicing). Below is the original schedule submitted with application.

If you end up needing to reduce scope, please provide an updated version of the below Project Outcomes table, which was submitted with the original application, and we’ll let you know if the scope reductions are acceptable. At this time only minor scope reductions are acceptable.

After we receive the above, we’ll all review it with our management and let you know if we have any more questions or if we can approve the extension. If we can approve it, we’ll document the extension through an official Amendment to the grant agreement.

Best regards,
Emily Gibson

Where: Microsoft Teams Meeting
City’s Request: “Project construction advertisement was extended until January 9 to include the new California Air Resources Board (CARB), which is in effect for all contracts awarded after 1/1/2024 and has new requirements for off-road diesel powered vehicles, including well drilling rigs, and affects both construction contractors and awarding bodies. This new guideline may potentially contribute to the increase in construction price and eliminate certain small contractor from bidding public contracts now until further guidance is provided. When the construction bids were opened on January 9, only two contractors (Pub Construction and All American Asphalt) submitted bids at $7.4 million and $9.3 million, respectively. However, Pub Construction reached out to the City the next day to withdraw their bid. Therefore, the City currently has only one responsive, responsible contractor (All American Asphalt) to consider, which may not meet the “competitive” bid requirement. Additionally, All American Asphalt (AAA) bid amount of $9.3 million is double the budget for this project. If we proceed with the award to AAA, the construction will barely complete by the deadline of June 30, 2024. Therefore, the City would like to explore options if we can extend the grant funding deadline to re-advertise to obtain the necessary competitive bids to evaluate.” ________________________________________________________________________________ Microsoft Teams meeting
