1. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Richins.
2. CONVENE OPEN SESSION
Mayor Richins called the meeting to order at 9:05 a.m.
3. COMMUNICATIONS FROM THE PUBLIC

4. AGENDA ITEMS
Jacob Ellis, City Manager, provided welcoming remarks.

4.1 COMMUNITY EVENT CO-SPONSORSHIP POLICY
Jason Lass, Recreation Services Manager, provided a report.
4.2 ATHLETIC FACILITY ALLOCATION POLICY
Donna Finch, Community Services Director, provided a report. The Council provided comments and had inquiries, Ms. Finch provided clarification.
Joe Morgan, resident, addressed the Council and expressed concerns with the proposed item.
4.3 RENT STABILIZATION ORDINANCE
Donna Finch, Community Services Director, introduced the item and Cynthia Lara, Community Assistance Manager, and Consultant, provided a report.
The following addressed the Council and expressed concerns with the proposed item: Maddy Paxton, Julie Paule, Kelly Tayler, Vickie Talley, Jerel Robinson, Bobby Spiegel, and Joe Morgan.
The Council provided comments and had inquiries. The consultant and Ms. Lara provided clarification.

4.4 FEDERAL LEGISLATIVE REPORT & UPDATE
Greg Burns and Jim Davenport from Thorn Partners provided a report. The Council had inquiries and Mr. Burns provided clarification.
4.5 STATE & LOCAL LEGISLATIVE REPORT & PLATFORM UPDATE
Aminah Mears, Assistant to the City Manager, and Sharon Gonsalves from CPPG provided a report. The Council provided comments.
REVENUE AND FINANCES (11:45 AM – 12:10 PM *Approximate)
4.6 ARPA UPDATE
Luis Navarro, Budget Supervisor, provided a report. The Council provided comments and had inquiries, Mr. Navarro, Kim Sitton, Finance Director, and Jacob Ellis, City Manager, provided clarification.
5. ADJOURNMENT
Jacob Ellis, City Manager, provided closing comments.
The next meeting of the Council is on Wednesday, October 2, 2024. Mayor Richins adjourned the meeting at 1:12 p.m.
