REQUEST FOR CITY COUNCIL ACTION
SUBJECT:
AWARD A MAINTENANCE AND GENERAL SERVICES AGREEMENT TO RAM PLUMBING, INC. FOR ON-CALL PLUMBING SERVICES
EXECUTIVE SUMMARY:
This staff report asks the City Council to approve a Maintenance and General Services Agreement with RAM Plumbing, Inc. for on-call plumbing maintenance services through June 30, 2025, for $250,000. The Community Services Department solicited bids via Notice Inviting Bids (NIB) 25-009SB for plumbing maintenance services, and Muscle Plumbing was identified as the lowest responsive, responsible bidder; however, that contract has since been terminated due to non-responsiveness to emergency service requests. RAM Plumbing, Inc was the next lowest responsible bidder.
RECOMMENDED ACTION:
That the City Council:
a. Award NIB 25-009SB for on-call plumbing maintenance services to RAM Plumbing Inc. in the amount of $250,000 through June 30, 2025, with two additional two-year optional renewal periods, and waive all minor irregularities in the proposal.
b. Authorize the City Manager, or his designees, to execute the Maintenance and General Services Agreement with RAM Plumbing, Inc., in the amount of $250,000 per fiscal year, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.060(J), which is equivalent to 10% or $25,000.
BACKGROUND & HISTORY:
The City of Corona utilizes contractual services for plumbing at city facilities. These contractual services supply the equipment, materials, professional staff, and expertise needed to conduct this work safely and effectively while providing clean and functional plumbing throughout the City.
The City of Corona operates several facilities, some of which operate 24/7, such as Fire Stations and the Police Department. Having these on-call plumbing services is essential to keeping the buildings operational. The City has made a large investment and commitment to keeping its facilities in good working order to serve the community and provide excellent service.
Plumbing maintenance services for citywide facilities have been provided since 2016 by RAM Plumbing. Their contract expired on June 30, 2023, and all renewal terms have been exhausted. On November 6, 2024, Muscle Plumbing was awarded an agreement for on-call plumbing services; however, they have not been responsive nor demonstrated the knowledge to perform commercial plumbing services, and the work requested was beyond their capabilities. It is recommended that the agreement for on-call plumbing services is awarded to the second lowest bidder, RAM Plumbing, Inc.
ANALYSIS:
Notice Inviting Bids (NIB) 25-009SB for on-call plumbing services was posted on Planet Bids on August 23, 2024. The Purchasing Division solicited 700 plumbing contractors with a copy of the bid. Three (3) vendors downloaded the bid, and the City received three bids on the bid due date of September 23, 2024. The following is a summary of the bid results:
Staff reviewed the bids submitted by all vendors and recommended awarding a Maintenance and General Services Agreement to Muscle Plumbing, Inc. as the lowest responsive, responsible bidder. However, due to their lack of responsiveness and expertise, the staff is recommending recommends awarding the agreement to the second lowest responsive, responsible bidder, RAM Plumbing, Inc. All licenses and references for RAM Plumbing Inc. have been reviewed and verified by City staff, and all other documentation is in order.
FINANCIAL IMPACT:
Funding for the recommended actions is available in the Fiscal Year 2025 Community Services Department Building Maintenance and Parks Maintenance Operating Budgets..
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment.
