BACKGROUND & HISTORY:
Tract Map 31373 subdivided 18.10 acres into 26 single-family residential lots in the A14.4 (Single Family Residential, 14,400 square foot minimum lot size) Zone. The tentative map was originally approved by the City Council on December 6, 2006, and the final map was approved by the City Council on July 18, 2018.
On July 18, 2018, Corona-Upper Drive 25, LLC entered into Improvement and Survey Monumentation Agreements with the City and posted securities for the construction of the street and public improvements, and survey monumentation required for the project.
On June 19, 2019, Corona-Upper Drive 25, LLC, entered into Grading and Improvement Agreements with the City and posted securities for the development of Tract Map 31373.
On September 2, 2020, the City Council approved the reduction of both the Faithful Performance and the Labor and Material Securities by thirty percent (30%) for the NonMaster Planned Public Improvement secured by Bond 0733866. The action also reduced both the Faithful Performance and Labor and Material Securities by fifty percent (50%) for the off-site Public Improvement secured by Bond 1155938. At that time, the master developer had constructed a portion of the improvements secured by the securities.
ANALYSIS:
The project site was graded according to City standards and the approved grading plans.
Therefore, it is appropriate for the City to release the grading and erosion control securities posted for the properties by the applicant. Additionally, the improvements secured by these agreements have been completed and inspected to ensure conformity with City specifications.
Twenty-five percent (25%) of the Faithful Performance Security for the public improvements will be retained for a period of one year to guarantee repair or replacement of any improvements that fail before the end of the one year. Any written claims against the performance security must be made before the end of the one-year guarantee period, which is set to expire on January 15, 2026. City Staff will release the Faithful Performance Security one year after acceptance of the improvements by the City Council, pursuant to California Government Code Section 66499.9 (c).
It is necessary to retain the Labor and Material Security for a period of six months, according to the State Subdivision Map Act.
The survey monumentation has been set; therefore, it is appropriate to release the survey monumentation security at this time.

ENVIRONMENTAL ANALYSIS:
This specific action before the City Council is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action merely reduces the securities posted for Tract Map 31373.
Since there is no possibility that this action will have a significant effect on the environment, no environmental analysis is required.
