Future Agenda Item Request Form
Future agenda items should be limited to new issues that emerge during the course of the year that are urgent and cannot wait until the next priority setting session of Council before requiring action.
Name: Jim Steiner
Date: 01-27-2025
Title Name/Topic: Panhandling
Background
1. What is the purpose for the request i.e. what you are trying to achieve or do? The purpose is to discourage panhandling on freeway offramps and throughout Corona.
2. What is the scope of the work you wish to see done?
The installation of “SAY NO TO PANHANDLING Real Change Not Spare Change- Soliciting is Unlawful” signage with our CPD non-emergency line 951-736-2330. The City of Riverside has installed similar signs and there are plenty of examples of verbiage that other cities use. The signage would be placed at freeway off-ramps and at “hot spot” locations throughout the city.
3. Does this request align with the City’s Strategic Plan? How? This request aligns with Stategic Goal #4 Safe Community. Citizens can be intimidated to frequent certain businesses if there are panhandlers nearby, especially aggressive ones. This is a quality of life issue and a safety issue for our residents and businesses.
It is also dangerous to the panhandler who may be soliciting at busy freeway offramps and parking lots.
4. What is the desired timeline to have the issue considered by Council? It can wait until the Spring Workshop but I’d prefer to address it before then.
5. Is the issue urgent requiring action before the next priority setting session of Council (Spring Workshop)? No
