Background
1. What is the purpose for the request i.e. what you are trying to achieve or do? When making the change to a councilmember representing the city on the WRCRWA board in 2022. The decision to specify a member, was supposed to be two-fold. A councilmember not staff represent the city with a backup. Then designating myself as the primary and Tony Daddario, then serving as Mayor and Vice Mayor respectively. The Ordinance was written that the representative was the Mayor and Vice Mayor not a councilmember appointed by the mayor as is all the other regional positions.
Rotating this position is not fair to the other members of WRCRWA board and doesn't build continuity with role.
2. What is the scope of the work you wish to see done?
Amend ordinance to make it like every other regional board that the mayor appoints a councilmember.
3. Does this request align with the City’s Strategic Plan? How? #6 High Performing Government- Having consistent representation is a good thing for City and its relationships with WRCRWA board members
4. What is the desired timeline to have the issue considered by Council? By March
5. Is the issue urgent requiring action before the next priority setting session of Council (Spring Workshop)?
