4.1 FY 26 ANNUAL GOAL SETTING
Jacob Ellis, City Manager, provided a presentation on FY Annual Goal Setting and City Priorities.
The Council provided comments and had inquiries. Mr. Ellis provided clarification.
4.2 FY 26 STRATEGIC PLAN IMPLEMENTATION SCHEDULE
Jacob Ellis, City Manager, provided an update on the FY Plan Implementation Schedule.

2 4.4 AMERICAN RESCUE PLAN ACT (ARPA) FUNDING UPDATE
Luis Navarro, Budget Supervisor, provided an update on the American Rescue Plan Act (ARPA) Funding.

4.5 FY 2026 PRELIMINARY REVENUE ESTIMATES
Julie Kennicutt, Deputy Finance Director, provided a presentation on the FY 2026 Preliminary Revenue Estimates.
The Council provided comments and had inquiries. Ms. Kennicutt and Tom Moody, Utilities Director, provided clarification.

4.6 FY 2026 EXPENDITURES AND GENERAL FUND FORECAST
Julie Kennicutt, Deputy Finance Director, and Kim Sitton, Finance Director, provided an update on the FY 2026 Expenditures and General Fund Forecast.
The Council had inquiries and Ms. Kennicutt provided clarification.
The Council discussed the item and provided direction.
The Council took a break at 11:17 a.m., the Council returned at 12:00 p.m.
4.7 FY26 CAPITAL IMPROVEMENT PLAN (CIP)
Javy Luna, CIP Manager/Assistant City Engineer, provided an update on the Fiscal Year 2026 Capital Improvement Plan.
The Council provided comments and had inquiries. Mr. Luna, Jacob Ellis, City Manager, Savat Khamphou, Public Works Director, Rosalva Ureno, City Traffic Engineer, and Donna Finch, Community Development Director, provided clarification.
4.8 FY 2026 SERVICE LEVEL CHANGE REQUESTS
Julie Kennicutt, Deputy Finance Director, provided an update on the FY 2026 Service Level Change Requests.
The Council provided comments and had inquiries. Ms. Kennicutt, Donna Finch, Community Development Director, and Jacob Ellis, City Manager, provided clarification.
The Council discussed the item and provided staff direction.
5. ADJOURNMENT
The next scheduled meeting of the Council is on April 16, 2025. Mayor Steiner adjourned the meeting at 12:43 p.m.
