BACKGROUND & HISTORY:
The City Council adopted Resolution No. 2020-112 on August 5, 2020, establishing the Capital Improvement Project, Galloway Lane Sewer Extension Project, to extend the public sewage main 313 linear feet on Galloway Lane. In addition, it established the proportionate fair share cost agreement for cost recovery from the five (5) benefited parcels on Galloway Lane.
Mr. Adamson purchased the existing single-family home at 1764 Galloway Lane, and shortly thereafter, the existing septic system on the property began to fail. In accordance with Corona Municipal Code Section 13.12.060, the property owner was not permitted to reconstruct the failed septic system since the existing public sewer line was within two hundred feet of the property. Therefore, Mr. Adamson was required to connect to the public sewer system. Corona Municipal Code section 13.12.100, requires that prior to connecting to the City’s sewer collection system, the person requesting such connection pay a construction charge to cover the proportionate cost of constructing the public sewer in the amount, manner, and time of payment established by resolution of the City Council.
Resolution 2020-112, approved by City Council on August 5, 2020, established the Capital Improvement Project titled Galloway Lane Sewer Extension Project to extend the public sewer main approximately 313 lineal feet on Galloway Lane from the existing terminal manhole just east of 1764 Galloway Lane, up to Howe Street, to connect the private property located at 1764 Galloway Lane, to serve the four (4) additional properties in the same vicinity in the future, and established construction charges to cover the proportionate share for such project for all benefitted parcels.
To coincide with the State and County’s legislation and regulations to protect groundwater quality and public health, it is the goal of the City of Corona Utilities Department to eventually provide all existing homes currently on septic systems with a public sewage system.
