This funding is awarded to the Grantee to carry out the Project set forth in the Project Description and the terms and conditions set forth in this Grant Agreement.

2. The funding for this Grant Agreement is allocated pursuant to California Revenue and Taxation Code Section 34019(f)(3)(B). The Grantee agrees that the State’s obligation to pay any sum under this Grant Agreement is contingent upon availability of funds disbursed from the California Cannabis Tax Fund to the State. If there is insufficient funding, the State shall have the option to either: 1) terminate this Grant Agreement; whereby, no party shall have any further obligations or liabilities under this Grant Agreement, or 2) negotiate a Grant Agreement Amendment to reduce the grant award and scope of work to be provided under this Grant Agreement.

3. The Grantee is not to commence or proceed with any work in advance of receiving notice that the Grant Agreement is approved. Any work performed by the Grantee in advance of the date of approval by the State shall be deemed volunteer work and will not be reimbursed by the State.

Any modification or alteration of this Grant Agreement, as set forth in the Grant Application submitted by the Grantee and on file with the State, must be submitted in writing thirty (30) calendar days in advance to the State for approval.

If the Project is terminated for the reasons described in this paragraph, the State will have no obligation to reimburse the Grantee for any additional costs once the Grant Agreement has been terminated.

Schedule A
City of Corona Police Department
All grant awards, including any adjustments to requested funding, were made by the Cannabis Grants Unit based on the merits of the Grant Application, scale of operation, and in accordance with the Request for Application (RFA) requirements and associated regulations. As a result, not all Project activities and items detailed in Schedule A are applicable. Refer to Schedule B - Detailed Budget Estimate for approved Budget line items and Project activities. Project activities and items that are not clearly identified/specified in the Grant Agreement must be submitted to and approved by CGU prior to purchase.

Project Description
There are currently eight cannabis dispensaries operating in the City of Corona, with five more in the permitting process expected to open by the end of the year. This expansion could lead to an increase in impaired driving incidents. In response, the Corona Police Department is seeking grant funding to tackle and reduce impaired driving, DUI-related accidents, and injuries. Enforcement efforts will be data-driven, focusing on areas with the highest occurrence of these issues, and will be carried out on an overtime basis.

Problem Statement & Proposed Solution
The City of Corona currently has eight cannabis dispensaries in operation, with an additional 5 in the permitting process expected to open by the end of the year. This expansion can lead to an increase in impaired driving incidents. To address this, the Corona Police Department is seeking grant funding to reduce impaired driving, DUI-related accidents, and injuries. Enforcement efforts will be data-driven, focusing on areas with the highest concentrations of these issues. As a major transit hub at the crossroads of I-15 and SR-91, Corona plays a key role in regional commuting. While the city's population has grown, the number of police officers has remained consistent.

Between 2022 and 2024, there were approximately 125 crashes involving alcohol and/or drugs. These crashes resulted in 168 injuries and 10 fatalities, accounting for 24% of traffic fatalities in the City of Corona.

Securing grant funds for public awareness campaigns and enforcement efforts will enable law enforcement to enhance their presence and more effectively address impaired driving in the area.

Performance Measures/Scope of Work
60 DUI Saturation Patrols (Q1= 15, Q2= 15, Q3= 15, Q4= 15):

Goal/Objective: Conduct 60 saturation patrols strategically deployed based on data analysis and during peak risk times.

Estimated Timeline: Quarterly (15 patrols per quarter).

Quantitative Measurement: Complete 60 saturation patrols within the project period, with a focus on reducing DUI/DUID incidents by at least 10% based on post-patrol data.

Justification: These saturation patrols will be strategically deployed in areas identified as high-risk through data analysis, focusing on peak times when impaired driving incidents are most likely to occur. Each patrol will consist of two officers, operating for shifts of 4-7 hours, with an average target of 6 hours per shift. By maintaining a visible and concentrated police presence, the goal is to deter impaired driving and improve public safety.

Project Performance Evaluation
All operations, including both enforcement and educational initiatives, will be scheduled and organized before the start of the upcoming grant quarter, based on data analysis. After each operation, whether enforcement or education-related, relevant statistics and information will be collected, including:

Enforcement Saturation Patrols: Date, times, duration, number of stops, number of Field Sobriety Tests (FSTs) conducted, number of alcohol-related arrests, number of drug-related arrests, and total number of arrests.

Social Media Posts: Date of post and topic covered.

Schedule A
Program Sustainability
The Corona Police Department (CPD) recognizes the importance of sustaining efforts to reduce impaired driving and DUI-related incidents, even when grant funding may not be available or is significantly reduced.

To minimize reliance on grants, we will aim to do the following:

1. Diversifying Funding Sources (ongoing): CPD will actively seek alternative funding opportunities - this diversification ensures that funding does not rely solely on one source and increases long-term financial stability for the program.

2. Enhancing Community Engagement (ongoing): CPD will work to foster stronger community partnerships that support education and awareness efforts. Community involvement and local sponsorships can help fund or offset the costs of educational campaigns, awareness programs, and events aimed at preventing impaired driving.

3. Developing Long-Term (3+ years) Sustainability Plans: A sustainability plan could possibly be developed to incorporate impaired driving prevention as a core part of regular operations. This will involve ongoing data analysis to identify high-risk areas and times, ensuring targeted enforcement without heavy reliance on external funding.

Administrative Support
The Corona Police Department actively leverages several grants to address community concerns related to alcohol violations. Both department and city leadership fully support these initiatives, with the department’s continued use of grants reflecting this ongoing commitment.

The Traffic Bureau has effectively managed the current Office of Traffic Safety (OTS) grant for many years and has also overseen the California Highway Patrol (CHP) CTFGP grant over the past three years. Officers in the patrol bureau have received training in Standardized Field Sobriety Testing (SFST) and Advanced Roadside Impaired Driving Enforcement (ARIDE) and are actively engaged in DUI saturation patrols funded by the OTS grant. These officers are also ready to support enforcement efforts under the current grant by conducting impaired driving saturation patrols.

In addition, the Corona Police Department’s public relations team plays a key role in community education and outreach, utilizing various platforms such as social media, in-person events, and other media channels.

With expertise in social media management, the team ensures that effective messages reach the intended audiences, promoting awareness and education on impaired driving.
