SCOPE OF SERVICES
Contractor promises and agrees to furnish to the City all labor, materials, tools, equipment, services, and incidental and customary work necessary to fully and adequately supply the professional Storm Drain Catch Basin Maintenance services necessary for the Project. The Services are more particularly described herein.

The City of Corona is seeking proposals from qualified Contractors to inspect and clean 1,215 catch basin/storm drain inlets containing CPS devices (trash excluders) up to four times per calendar year. The City will install approximately 220 CPS devices in fiscal year (FY) 2024-25 and approximately 245 devices in each subsequent FYs through 29-30 until all 1,215 devices have been installed. Approximately 15 devices have already been installed by developers.

APPROXIMATE QUANTITIES OF WORK
The approximate total number of storm drain catch basins containing trash capture devices to be inspected, and cleaned as needed:

FY 2025-26 is: 235
FY 2026-27 is: 480
FY 2026-27 is: 725
FY 2028-29 is: 970
FY 2029-30 is: 1,215
The City reserves the right to modify the number of catch basins needed as well as adding additional catch basins not containing trash CPS devices each FY.

The City reserves the right to modify the inspection/cleaning schedule as needed.

WORK SPECIFICATIONS
The Contractor shall inspect and clean catch basin inlets, underground vaults, catch basins, and concrete inlets of debris, sediment, and miscellaneous obstructions. Structures will be cleaned until all debris is removed from the sides, bottom, and trash excluder screen. Prior to cleaning the catch basin, the Contractor will estimate the type of debris in the basin as well as the quantity in pounds. All debris quantities and related work will be entered into the City’s work order management system by the Contractor immediately following the completion of each inspection and cleaning. Work can be performed by hand, vacuum truck (Vactor or equal) or by other method to be approved by the City. Catch basins will be field checked by the City and will be recleaned by contractor if debris removal is unsatisfactory. The City will not be charged for this supplementary cleaning.

All debris, trash, sediment, roots, rocks, sand, solids, or semi-solids resulting from the cleaning operations shall become the property of the Contractor, shall be removed from the site at the end Docusign Envelope ID: 10335D7F-A666-4DE1-B6BB-7DCCA9831F28 Docusign Envelope ID: AF87F391-37A3-44EF-969E-6B3560FD6F60 Docusign Envelope ID: E260603F-426D-4D44-A3ED-D93761ADEE8B CA\DD\02000.50102\10151745.3

Any sampling and testing required or necessary to secure a disposal site for the removed material will be the Contractor’s responsibility and expense. Trucks hauling solids or semisolids from the site shall be watertight so that no leakage or spillage will occur.

The Contractor shall keep his haul route and work area(s) neat, clean, and reasonably free of odor, and shall bear all responsibility for the cleanup of any spill.

Contractor shall enter zero (0) for amount of debris retrieved in the City’s work system. The Contractor shall take no less than two (2) photos documenting the condition of the catch basin. The Contractor shall inspect all CPS devices for noticeable damage as well as missing stenciling and provide no less than two (2) photos if found. The Contractor shall mark yes for damages to CPS device in the City’s work order system. The photos will then be immediately uploaded to the work order system and attached to the specific work order for the catch basin. Failure to follow all inspection procedures will result in non-payment for the specific catch basin.

Catch Basin Cleaning Example:

A catch basin cleaning occurs when the Contactor observes debris in a catch basin and makes a best faith effort to estimate the amount and type of debris. In this example, the Contractor notes approximately the amount of debris in pounds as well as the type of debris. These quantities are entered for this catch basin to the work order system. The Contractor shall take no less than two (2) photos documenting the before condition of the catch basin. The Contractor cleans the basin, deck, bicycle grate, trash excluder and invert and removes all debris. The Contractor shall take no less than two (2) photos documenting the after condition of the catch basin from the same vantage points. The Contractor will immediately upload the before and after photos to the work order system and attached to the specific work order for the catch basin.
