BACKGROUND & HISTORY:

The Citywide ADA and Sidewalk Improvements Program, Capital Improvement Project No. ST-2025-05 reflects the City of Corona’s ongoing commitment to providing accessible public infrastructure in compliance with federal and state accessibility mandates. The City is primarily responsible for compliance with Title II of the Americans with Disabilities Act (ADA) of 1990, which governs public services and facilities, and is further guided by evolving federal and state standards that specify technical requirements for accessible routes, curb ramps, sidewalks, and related features.

A key component of the City’s strategy has been the systematic assessment and inventory of existing sidewalks, curb ramps, and related facilities. In 2023, the City engaged Infrastructure Management Services to conduct a comprehensive citywide assessment, resulting in a detailed program for maintenance, repair, and compliance with ADA standards. This assessment has provided the foundation for prioritizing repairs and allocating resources to locations with the greatest need or highest public impact.

The Citywide ADA and Sidewalk Improvements Program is closely coordinated with other major infrastructure initiatives, such as the annual street pavement rehabilitation program and the citywide concrete repair program. This integrated approach ensures that accessibility upgrades are implemented efficiently and in conjunction with broader efforts to maintain and enhance the City’s transportation network.

In summary, the Citywide ADA and Sidewalk Improvements Program represents a sustained, multi-year effort to address both longstanding and emerging accessibility needs throughout Corona. The program’s evolution reflects a combination of legal mandates, strategic planning, community input, and a commitment to delivering ethical and equitable services. The current phase, as advanced through Project No. ST-2025-05 builds upon this foundation, leveraging updated assessments, best practices, and regulatory guidance to further the City’s accessibility and mobility goals.
