REQUEST FOR CITY COUNCIL AND
CORONA UTILITY AUTHORITY ACTION
SUBJECT:
PROFESSIONAL SERVICE AGREEMENTS FOR CITYWIDE TEMPORARY
STAFFING SERVICES
EXECUTIVE SUMMARY:
This staff report requests that the City Council approve three Professional Services Agreements with Resource Logistics, SoftHQ, and AppleOne for Citywide as-needed temporary staffing services in order to provide staff support to maintain service levels and operational continuity while accommodating short-term projects and workload increases across departments.
RECOMMENDED ACTION:
That the City Council:
a. Approve Professional Service Agreements with Resource Logistics, SoftHQ, and Apple One for Citywide as-needed temporary staffing services. b. Authorize the City Manager, or his designee, to execute Professional Services Agreements with Resource Logistics for $750,000, SoftHQ for $500,000 and AppleOne for $500,000 per fiscal year and authorize the extension of each agreement with two (2) additional two (2) year optional renewal periods. c. Authorize the City Manager, or his designee, to issue purchase orders to Resource Logistics for $750,000, SoftHQ for $500,000, and AppleOne for $500,000 per fiscal year.
d. Make a determination under Corona Municipal Code Section 3.08.125(A), that competitive bidding has been satisfied based upon reasons provided in the “Basis for determination of competitive bidding” section of this report. e. Authorize the City Manager, or his designee, to approve amendments/change orders necessary for the execution of the work, including any rate and/or total compensation increases negotiated by the parties made in accordance with and not to exceed the percentage of change in the United States Bureau of Labor Statistics Consumer Price Index All Urban Consumer for Riverside, California, Area (CPI-U), for the most recent twelve (12) months for which statistics are available.
f. Authorize the City Manager, or his designee, to approve and execute any documents necessary to implement change orders, up to the lesser of either $100,000 or 10% of the original contract amount as authorized by Corona Municipal Code Section3.08.070 (G) with respect to the total compensation provided for the aforementioned agreements.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.
BACKGROUND & HISTORY:
The City periodically experiences increased workload demands due to short-term projects, grant-funded initiatives, and special assignments that require additional administrative or technical support. While core staffing levels are structured for routine operations, temporary staffing services provide flexibility to maintain productivity and service quality without long-term commitments. These as-needed services will enable departments to supplement staff resources during peak activity periods, project implementations, or temporary vacancies, ensuring continuity of operations and timely completion of priority projects.
ANALYSIS:
Staff believe that Competitive Bidding has been accomplished for this purchase pursuant to Corona Municipal Code Section 3.08.125(A), which states as follows:
(A) Competitive bidding already completed. When the purchasing agent and the authorized contracting party, with the approval of the City Manager, determines that:
(1) A competitive bid procedure has been conducted by another public agency including, but not limited to, another local agency, the state through the California Multiple Award Schedule (CMAS), the federal government through the General Services Administration (GSA), the U.S. Communities Government Purchasing Alliance, or the Western States Contracting Alliance (WSCA); and
(2) The price to the city is equal to or better than the price to that public agency.
Competitive Bid Procedure Already Conducted by Another Agency:
On January 30, 2023, the City of Ontario issued Request for Proposals (RFP) #1615 for Temporary Staffing Services. The RFP was published on PlanetBids and notifications were sent to all vendors registered in the category of Personnel/Employment Consulting.
A total of 104 prospective bidders downloaded the bid document, and 42 proposals were received through PlanetBids bidding service by the due date of March 1, 2023, demonstrating a competitive and open process that allowed for multiple vendors given the scale and scope of the procurement. Following evaluation, the City of Ontario awarded agreements to six vendors, including AppleOne, Resource Logistics, and SoftHQ, for the contract term of April 15, 2024, through April 15, 2026, with two (2) optional one (1) year renewals.
Pricing to the City is Equal or Better:
The markup rates proposed to the City are consistent with those established under the original City of Ontario contract. Under that contract structure, hourly rates are derived directly from the employee compensation schedule, with each vendor offering a fixed percentage markup. This pricing model eliminates arbitrary cost differences and promotes transparency across vendors. All three vendors have agreed to these same terms, using the City’s compensation schedule as the basis for hourly rates and applying the same markup percentages as in their City of Ontario agreements.
Awarding agreements to three consultants provides the City with flexibility and ensures sufficient candidate coverage to meet temporary staffing needs across all departments.
The City of Ontario’s original contract term runs through April 15, 2026, with extensions available through April 15, 2028. Staff recommends establishing the City’s agreements through 2031 to align with long-term operational needs, provided that the current markup rates remain consistent throughout the term.
FINANCIAL IMPACT:
Funding for the recommended actions is available within the respective departments, utilizing various departmental operating budgets. There is no fiscal obligation or guarantee service levels associated with the award of these three (3) temporary staffing professional services agreements. Actual expenditures will depend on departmental workload demands and unforeseen vacancies that may arise throughout the fiscal year.
Each department will be responsible for managing its operating budget to ensure that costs related to temporary staffing remain within its approved appropriations. If additional appropriations are necessary, departments will return to the City Council to request their required budget adjustment.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to approve on-call professional services agreements with temporary staffing agencies, and there is no possibility that approval of the recommended actions will have a significant effect on the environment. Therefore, no environmental analysis is required.
