REQUEST FOR CITY COUNCIL ACTION
SUBJECT:
CONTRACT WITH EVERON LLC FOR LIBRARY SECURITY CAMERAS UPGRADE EXECUTIVE SUMMARY:
This staff report asks the City Council to approve a contract for the Library Security Camera Upgrades in the amount of $148,971.26. This project will upgrade and expand the library’s security camera system, including installing new interior and exterior cameras. The Community Services Department solicited bids for these services via Notice Inviting Bids (NIB) 25-063AT, and Everon LLC was identified as the lowest responsive, responsible bidder. Funding is provided by the California State Library’s Building Forward Grant.
RECOMMENDED ACTION:
That the City Council:
a. Award NIB 25-063AT to Everon LLC, for the Library Security Camera Upgrades in the amount of $148,971.26 and waive all minor irregularities in the proposal. b. Authorize the City Manager, or his designee, to execute the construction contract with Everon LLC, in the amount of $148,971.26, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.050(H), which is equivalent to 10% or $14,897.12
BACKGROUND & HISTORY:
In 2022, the California State Library announced the Building Forward Library Facilities Infrastructure Grant program, which awarded over $312 million in grants to 246 local libraries to address some of the most pressing life-safety and critical maintenance needs.
The grant opportunity identified the need to improve safety in and around the library, as several existing cameras were outdated and no longer met current security needs. As such, Corona Library staff applied for this grant to upgrade and expand the security camera system throughout the library, both inside and outside.
As part of the camera upgrades, new network cabling is required to support the enhanced technology and ensure the system's reliable, effective operation. The installation of upgraded and additional security cameras will strengthen safety measures and improve security for library patrons, staff, and surrounding areas.
On September 12, 2022, the Library was awarded the Building Forward Facilities Infrastructure Grant in the amount of $216,992.

Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is a financial transaction between the California State Library and the City of Corona, and there is no possibility that adopting this resolution will have a significant effect on the environment.
