REQUEST FOR CITY COUNCIL AND
CORONA UTILITY AUTHORITY ACTION
SUBJECT:
PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL ENGINGEERING AND
CONSULTING SERVICES
EXECUTIVE SUMMARY:
This staff report asks the City Council to approve Professional Services Agreements with multiple consulting firms for on-call engineering and professional consulting services that will support capital improvement projects and ongoing operational and maintenance needs for the Utilities and Public Works Departments.
RECOMMENDED ACTION:
That the City Council:
a. Award Request for Proposals No. 25-070AS for On-Call Engineering and Professional Consulting Services to the firms identified in Exhibit 2 for the not-toexceed fiscal year amount noted herein. b. Approve the Professional Services Agreements with the firms identified in Exhibit 2 (and attached as Exhibit Nos. 3 through 37) for the not-to-exceed fiscal year amounts noted herein.
c. Authorize the City Manager, or his designee, to negotiate and execute the Professional Services Agreements and one additional three-year agreement amendment for subsequent fiscal years in amounts not-to-exceed those noted in Exhibit 2 per fiscal year, per agreement, and to approve necessary change orders and/or amendments up to the amount provided by Corona Municipal Code Section
3.08.070(G).
d. Authorize the City Manager, or his designee, to issue purchase orders to the firms identified in Exhibit 2 for the not-to-exceed fiscal year amounts noted therein.
That the Corona Utility Authority review, ratify, and, to the extent necessary, direct that the City Council take the above actions.
BACKGROUND & HISTORY:
The Utilities and Public Works Departments utilize professional service contractors across multiple disciplines to plan and design Capital Improvement Projects (CIP). CIP’s are handled in two ways. Major CIPs (new or major plant rehabilitations) are handled by the Public Works CIP Division, and smaller maintenance-style CIPs are handled directly by the Utilities Department.
When project needs fall within the scope, cost thresholds, and professional services defined in the approved On-Call Agreements, these contracts provide a streamlined and cost-effective mechanism to deliver services while remaining consistent with the City’s procurement policies and best practices. On-call contracts provide flexibility and faster response when projects are time-sensitive. There are several ongoing projects, and professional, qualified expertise is needed to support the efficient delivery of these projects.
ANALYSIS:
RFP 25-070AS for On-Call Engineering and Professional Consulting Services was advertised on the City’s bidding portal, PlanetBids, on May 15, 2025, pursuant to Corona Municipal Code (CMC) Section 3.08.110, Non-Public Projects-Formal Bidding Procedure.
On July 8, 2025, seventy-one (71) proposals from forty-five (45) firms were received through the PlanetBids bidding service. Proposals were evaluated and scored by multiple staff from various divisions based on discipline. Firms were evaluated based upon the following criteria: Completeness of Response (pass/fail), Qualifications of Firm (20 points), Qualifications of Personnel (30 points), Related Experience (30 points), Feasibility of Oversight (10 points), and Reasonableness of Cost and Price (10 points).
A summary of all proposals received, including individual reviewers and totals, is provided in Exhibit 1.
Staff recommends awarding agreements to twenty-four (24) professional consulting firms listed in Exhibit 2. The Agreement amounts recommended for award, by discipline, vary by department and range from $200,000 to $1,000,000 per fiscal year. Under the previous on-call contracts, the Public Works Department expended approximately $7,791,058 across 35 vendors, while the Utilities Department expended approximately $4,806,380 across 27 vendors.
Award of RFP 25-070AS does not obligate the City financially. The City will be charged only for services when needed and used. The City may issue independent competitive RFPs for services not covered under this request, such as projects that fall outside the cost threshold.
FINANCIAL IMPACT:
Funding for the recommended actions is available within the Fiscal Year 2026 Operating and Capital Improvement Project budgets. Consultants will be used on as-needed basis for projects. Funding for the future fiscal years will be requested through the annual budget process.
ENVIRONMENTAL ANALYSIS:
These actions are categorically exempt from the California Environmental Quality Action (CEQA), as the actions are not a “project” as defined by CEQA (PRC Section 21065 and CEQA Guidelines Section 15378), guidelines which define a “project” as the whole of an action which has a potential for resulting in either a direct physical change in the environment, or reasonable foreseeable indirect physical change in the environment, and that is an activity directly undertaking by any public agency including public works construction and related activities. These actions involve the approval of various on-call professional services agreements. Therefore, no environmental analysis is required at this time.
