ST-2015-01 to the Traffic Signal Installation at Bedford Canyon / Georgetown, Capital Improvement Project No. ST-2019-02 within the Street and Traffic Signals Fund 211.

BACKGROUND & HISTORY:

In September 2018, City Council appropriated $480,585 from the Development Impact Fees received by the New Home Company to fund a new traffic signal at Bedford Canyon Road and Georgetown Drive. The new traffic signal at Bedford Canyon and Georgetown will improve traffic circulation in the area and was included as a traffic mitigation measure for the Arantine Hills Development to enhance traffic flow and safety in the region.

The Traffic Signal Installation at Bedford Canyon Road and Georgetown Drive Project No. ST-2019-02 will include installing a new traffic signal at the intersection of Bedford Canyon Road and Georgetown Drive, as shown in Exhibit 2. The project also includes improvements to the existing pedestrian curb ramps to meet Americans with Disabilities Act (ADA) compliance, pavement rehabilitation, and roadway striping within the project limits and connection to the City’s Advanced Traffic Management System.

ANALYSIS:

The Plans and Specifications for the project were completed and reviewed by City staff and are ready for adoption and award. As specified in the notice of inviting bids package, the City shall award the contract for the Project to the lowest, responsive, responsible bidder as determined by the lowest total for the base bid.

The project was advertised on December 10, 2025, to solicit bids pursuant to Corona Municipal Code section 3.08.90, Public projects - formal bidding procedure, and purchasing policy, through the City’s PlanetBids bidding portal. Three hundred fifty-five (355) prospective bidders were notified of the project via the PlanetBids bidding portal, and fifty (50) downloaded the bid documents. On January 15, twelve (12) bids were received through the City’s PlanetBids bidding portal for the Project as shown in the table below.

As stated in the contract and bid documents, Instructions to Bidders, “No bidder shall be allowed to make, submit, or be interested in more than one bid.” Therefore, Crosstown Electrical & Data, Inc. was deemed a non-responsive bidder since they submitted a bid as a prime and are listed as a subcontractor on other submitted bids.
