REQUEST FOR CITY COUNCIL AND

CORONA UTILITY AUTHORITY ACTION
SUBJECT:

SECOND UPDATE ON EMERGENCY SEWER MAIN LINE AND PARKING LOT REPAIRS AT 3915 GREEN RIVER ROAD
EXECUTIVE SUMMARY:

This staff report provides the City Council with a second update, pursuant to the Corona Municipal Code, on contracted emergency repairs for a sewer main line repair running through the property at 3915 Green River Road. As required by Public Contracting Code for projects of more than $75,000, a report on the emergency and work performed shall be provided at the next regular meeting of the City Council, and then at every meeting thereafter until terminated.

RECOMMENDED ACTION:

That the City Council receive and file the second update to contracted emergency sewer main line and parking lot repairs at 3915 Green River Road.

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

During a routine preventive maintenance inspection on December 5, 2025, the Utilities Department (UD) identified required repairs to a sewer main line behind the commercial property at 3915 Green River Road. The UD, in coordination with Sewer Main Rehabilitation Services contractor, Sancon Technologies (Sancon), developed a plan to install Cured-In-Place Pipe (CIPP) to complete the repair. This plan was ultimately terminated after the pre-lining Closed-Circuit Television (CCTV) inspection showed that the exterior liner was actively collapsing into the pipe from the pre-lining hydrowashing.

The 55-foot segment of pipe was too damaged to complete CIPP lining, and immediate pipe replacement of the affected segment would be required. This repair of this line began on Wednesday, February 11, 2026, through Sunday morning, February 15, 2026.

On March 4, 2026, the City Council was formally notified of the contracted emergency repairs for the sewer main line running through the property at 3915 Green River Road.

On March 18, 2026, the City Council was formally notified of the necessary asphalt repairs related to the completed emergency sewer main pipeline repairs.

ANALYSIS:

The City’s On-Call Contractor, Augustine General Engineering, Inc. (Augustine), was contacted to perform repairs on an emergency basis. Augustine is experienced in sewer main repairs and equipped to respond to a repair and excavation of this magnitude.

Augustine was able to mobilize resources, possessed the proper excavation equipment, and had experience with similar emergency repairs at this depth and proximity to the railroad tracks. The scope of work was as follows:
 Trenched 5- to 8-feet wide, 28- to 30-feet deep, and 50- to-60 feet long to access the damaged 10-inch Ductile Iron Pipe Gravity Sewer Main Line  Installed approximately 55 linear feet of 10-inch SDR-35 sewer pipe  Removed and reinstalled an 18-inch Storm Drain concrete lateral  Placed 60 tons of gravel
 Backfilled the excavated area with 550 to 600 tons of Class II Base  Placed 15 tons of temporary asphalt cold mix
Sancon completed the installation of the CIPP lining per their original scope for the remaining sections of the line, and Augustine placed temporary asphalt over the trench.

The pipeline repairs and rehabilitation efforts began on Wednesday, February 11, 2026, and were completed Sunday morning, February 15, 2026.

The trench and asphalt repair at the parking lot at 3915 Green River Road was scheduled to begin Tuesday, March 24, 2026. The UD will present, at a future City Council meeting, details on the total costs incurred for the repair of the sewer main, remediation, and restoration, including cost information for labor, materials, and equipment. Termination of this item is expected to occur at the April 15th meeting.

BASIS FOR EXCEPTION TO COMPETITIVE BIDDING:

An exception to competitive bidding was warranted for this action pursuant to Corona Municipal Code (CMC) Section 3.08.130(A), which states as follows:
(A) Emergencies. In situations determined by the City Manager to constitute an emergency for a public project pursuant to § 22035 of the Act and Cal. Public Contract Code § 22050. The City Council hereby delegates to the City Manager the power to declare a public emergency and take any directly related and immediate action required by the emergency, up to a total of $500,000, pursuant to § 22035 of the Act and Cal.

Public Contract Code § 22050. Emergency expenditures of more than $500,000 shall first be approved by the City Council. Work shall be performed without the benefit of competitive bidding, either formal or informal, only so long as necessary under those sections.

For projects of more than the amount provided for in § 22032(a) of the Act (currently $75,000), a report on the emergency and work performed shall be provided at the next regular meeting of the City Council, and then at every meeting thereafter required by § 22050. At such meetings, the City Council shall determine, by a four-fifths vote, that there is a need to continue the action without the benefit of informal or formal competitive bidding in accordance with § 22035 of the Act and Cal. Public Contract Code § 22050.

The City Council shall terminate the emergency action at the earliest possible date that conditions warrant, so that the remainder of the emergency action may be completed pursuant to a formal bidding procedure.

Staff believes this situation meets the definition of an emergency, as the immediate repair of the damaged sewer main line and parking lot repairs at 3915 Green River Road were essential to prevent a sanitary sewer overflow and to restore the affected parking lot as soon as possible, limiting the impact on the business.

FINANCIAL IMPACT:

Funding for the recommended action is available in the Sewer Line Infrastructure Operating and Maintenance Project No. 71950 within the Sewer Utility Fund 572.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15302 (c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety. Therefore, is exempt from the requirements of CEQA, and no environmental analysis is required.
