RECOMMENDED ACTION:

That the City Council:
a. c. Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Paveco Construction, Inc., for a total contract of $1,500,000 per fiscal year for the initial contract term ending June 30, 2028, with two (2) optional two (2) two-year extensions including the ability to negotiate and execute non-substantive changes and extensions, purchase orders and amendments up to $150,000 or 10% of the contract amount. d. Authorize the City Manager, or his designee, to issue a Purchase Order to Paveco Construction, Inc. in the amount of $1,500,000 per fiscal year.

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

The Utilities Department is responsible for maintenance and repairs of the water, sewer, and reclaimed water infrastructure. Repairing infrastructure often results in disturbance to the roadway which requires repair after the infrastructure repairs have been completed.

Asphalt repairs are usually 4-to-6 inches thick, most commonly under 100 feet per patch, though patch sizes can vary. Additionally, City Standard 150 Trench Backfill and Roadway Repair Note 12, revised in October 2019, requires any work on areas paved within the last 3 years to meet the following minimum restoration limits: 100 feet minimum,

0.10 feet grind and overlay with like material from curb-to-curb or median when applicable. This work is collected and scheduled monthly for efficiency for the contractor and the City.

ANALYSIS:

On January 28, 2026, the City issued Notice Inviting Bids (NIB) 26-013AG As-Needed Asphalt Repair Services through the City’s PlanetBids bidding portal according to formal bidding requirements governed by the Corona Municipal Code. The bidding opportunity was also advertised in the Sentinel Weekly on January 30, 2026. Bids were due on March 3, 2026. A total of 14 vendors downloaded the bidding documents. The City received four bids by the submission deadline.

The scope of work consists of all necessary labor, materials, equipment, tools, traffic control, and mobilization to perform asphalt pavement repairs including, but not limited to:
 Removal and disposal of damaged asphalt pavement
 Replace pavement surface to match existing
 Subgrade preparation per City compaction standards
 Compaction and surface finishing
 Replace any striping and pavement markings
Because the bid was issued for on-call repair services with no guarantee of usage, the bid pricing schedule required bidders to submit pricing based on estimated costs for 14- line items including, but not limited to, repair of various asphalt thicknesses, crack sealing, striping, manhole adjustments, etc.

The low bidder was determined based on the summation of those estimated quantities.

Using this methodology, the lowest responsive, responsible bidder was Paveco Construction, Inc. as summarized in the following table. The full bid results are shown in Exhibit 1.

Vendor City Bid Amount
Paveco Construction, Inc. Baldwin Park, CA $2,287.50
Onyx Paving Company, Inc. Yorba Linda, CA $3,963.00
A and Y Asphalt Contractors Norco, CA $4,258.00
Gentry General Engineering Colton, CA $645,575.00
Staff recommends City Council award the bid and Maintenance/General Services Agreement for $1,500,000 per fiscal year to Paveco Construction, Inc., as the lowest responsive, responsible bidder. The requested $1,500,000 award amount is based on historical repair data and estimated quantities for patch jobs on recently paved roadways to comply with Standard 150, Note 12 (estimated at a quantity of 2 per month). For example, a waterline repair on a newly paved 30-foot-wide road would require 3,000 square feet (30 feet wide x 100 feet long) of 1/10 foot grind with overlay at $12.50/square foot in Paveco’s bid amounting to a minimum of $37,500 for the repair.

FINANCIAL IMPACT:

Funding for the recommended actions is available in the Operating and Maintenance Projects, Waterline Infrastructure, Project No. 71930 within Water Utility Fund 570, Sewer Line Infrastructure Project No. 71950 within Sewer Utility Fund 572, and Reclaimed Waterline Infrastructure Project No. 73900 within Reclaimed Water Utility Fund 567.

Future funding will be recommended through the annual budget process.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15302 (c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action consists of the repair of existing asphalt and roadways. This Council item is exempt from the requirements of CEQA, and no environmental analysis is required.
