That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

During a routine preventive maintenance inspection on December 5, 2025, the Utilities Department (UD) identified required repairs on a sewer main line situated behind the commercial property located at 3915 Green River Road. The UD, in coordination with our Sewer Main Rehabilitation Services contractor, Sancon Technologies (Sancon), developed a plan that included installing Cured-In-Place Pipe (CIPP) to complete the repair. This plan was ultimately terminated after the pre-lining Closed-Circuit Television (CCTV) inspection showed that the exterior liner was actively collapsing into the pipe from the pre-lining hydrowashing. The 55-foot segment of pipe was too damaged to complete CIPP lining, and immediate pipe replacement of the affected segment would be required.

The repair of this line began on Wednesday, February 11, 2026, and continued through Sunday morning, February 15, 2026.

As required by Public Contracting Code for projects of more than $75,000, a report on the emergency and work performed shall be provided at the next regular meeting of the City Council, and then at every meeting thereafter until terminated. Therefore, on March 4, 2026, the City Council was formally notified of the contracted emergency repairs for the sewer main line running through the property at 3915 Green River Road.

On March 18, 2026, the City Council was formally notified of the necessary asphalt repairs related to the completed emergency sewer main pipeline repairs.

On April 1, 2026, the City Council was notified of the scheduled asphalt repairs related to the emergency sewer main pipeline repair.

ANALYSIS:

Due to the emergency nature of the situation, staff contacted Augustine General Engineering, Inc. (Augustine), the UD’s on-call contractor with experience in deep sewer main repairs and their immediate availability to deploy the proper equipment, including an excavator capable of reaching the damaged sewer main line located 25-30 feet underground.

Augustine successfully completed the emergency repairs between February 11, 2026, and February 15, 2026, and provided the following costs to the City after the completion of the work:

BASIS FOR EXCEPTION TO COMPETITIVE BIDDING:

An exception to competitive bidding was warranted for this action pursuant to Corona Municipal Code Section 3.08.130(A) which states as follows:
(A) Emergencies. In situations determined by the City Manager to constitute an emergency for a public project pursuant to § 22035 of the Act and Cal. Public Contract Code § 22050. The City Council hereby delegates to the City Manager the power to declare a public emergency and take any directly related and immediate action required by the emergency, up to a total of $500,000, pursuant to § 22035 of the Act and Cal. Public Contract Code § 22050. Emergency expenditures of more than $500,000 shall first be approved by the City Council.

Work shall be performed without the benefit of competitive bidding, either formal or informal, only so long as necessary under those sections.

For projects of more than the amount provided for in § 22032(a) of the Act (currently $75,000), a report on the emergency and work performed shall be provided at the next regular meeting of the City Council, and then at every meeting thereafter required by § 22050. At such meetings, the City Council shall determine, by a four-fifths vote, that there is a need to continue the action without the benefit of informal or formal competitive bidding in accordance with § 22035 of the Act and Cal. Public Contract Code § 22050. The City Council shall terminate the emergency action at the earliest possible date that conditions warrant, so that the remainder of the emergency action may be completed pursuant to a formal bidding procedure.

Staff believed this situation met the definition of an emergency, as the immediate repair of the damaged sewer main line and parking lot repairs at 3915 Green River Road were essential to prevent a sanitary sewer overflow and to restore the affected parking lot as soon as possible, limiting the impact to the business.

Additional pipeline repairs are planned at this location on a non-emergency basis to complete rehabilitation of the western section of the sewer line.

FINANCIAL IMPACT:

Funding for the recommended action is available in the Sewer Line Infrastructure Operating and Maintenance Project No. 71950 within the Sewer Utility Fund 572.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15302 (c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety. Therefore, this item is exempt from the requirements of CEQA, and no environmental analysis is required.
