REQUEST FOR CITY COUNCIL ACTION
SUBJECT:

ATHLETIC FACILITY ALLOCATION POLICY UPDATE
EXECUTIVE SUMMARY:

This staff report asks City Council to review and approve cleanup revisions to the Athletic Facility Allocation Policy.

RECOMMENDED ACTION:

That the City Council:
a. Approve and authorize the execution of clean up revisions to the Athletic Facility Allocation Policy.
b. Authorize the City Manager, or designee, to review, approve, and execute any future non-substantive changes to the Athletic Facility Allocation Policy.

BACKGROUND & HISTORY:

The Athletic Facility Allocation Policy was originally established in 2011 to address the growing demand for public athletic fields, improve the overall user experience, and clearly define user group classifications. In October 2024, the policy underwent its first major revision, which included updates to group classifications and prioritization, the allocation process, documentation requirements, athletic facility rules, and disciplinary procedures.

In November 2025, the Community Services Department further revised the policy to provide additional clarification regarding application procedures and required documentation.

ANALYSIS:

During the recent sports facility allocation process, staff engaged with various sports organizations and identified new frequently asked questions from user groups that require further clarification in the Athletic Facility Allocation Policy. The proposed policy revisions are intended to address these questions and enhance clarity within the sports facility allocation process.

The proposed cleanup revisions to the Athletic Facility Allocation Policy include clarification regarding eligibility for residents located in unincorporated areas of Corona, clarification of documentation requirements for Priority II “Everyone Plays” user groups, and additional language distinguishing everyone plays recreational programs from competitive play organizations.

To further improve policy clarity and usability, staff also expanded related sections of the policy, including fee payment timelines and permit modification procedures, and regrouped all Priority II user group requirements into clearly labeled sections. All proposed policy changes are identified in Exhibit 1, with cleanup revisions and additions highlighted in red and formatting changes highlighted in blue.

FINANCIAL IMPACT:

There is no financial impact associated with the approval of the recommended actions, as the items involve policy revisions only. User fees associated with athletic facility use are reviewed and established through the City’s User Fee Study update and reflected in the City’s Master Fee Schedule.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action seeks approval of a revised Athletic Facility Allocation Policy. Therefore, no environmental analysis is required.
