REQUEST FOR CITY COUNCIL AND
CORONA HOUSING AUTHORITY ACTION
SUBJECT:
RESOLUTIONS DECLARING THE PROPERTIES AT 1043, 1061, AND 1065 CIRCLE CITY DRIVE AND 416 GRAND AVENUE, IDENTIFIED AS ASSESSOR’S PARCEL NUMBERS 117-320-036, 117-320-032, 117-320-030, AND 117-163-009,
RESPECTIVELY, ARE EXEMPT SURPLUS LAND
EXECUTIVE SUMMARY:
This report asks the City Council and Corona Housing Authority to adopt a resolution declaring that the parcels located at 1043, 1061, and 1065 Circle City Drive and 416 Grand Avenue are exempt surplus land.
RECOMMENDED ACTION:
That the City Council adopt a Resolution No. 2026-029 of the City Council of the City of Corona, California, declaring that certain parcel of real property located at 416 E. Grand Boulevard and identified as Assessor’s parcel numbers 117-163-009 is no longer necessary for the City’s use and are exempt surplus land under the surplus land act.
That the Corona Housing Authority:
a. Adopt a Resolution No. 2026-001 of the Board of Commissioners of the Corona Housing Authority declaring that certain real property located at 1043, 1061 and 1065 Circle City Drive and identified, respectively, as assessor’s parcel numbers 117-320-036, 117-320-032, and 117-320-030 are no longer necessary for the Housing Authority’s use and are exempt surplus land under the surplus land act. b. Authorize the City Manager, or his designee, to follow applicable procedures related to the disposition of exempt surplus properties pursuant to the Surplus Land Act.
BACKGROUND & HISTORY:
The three subject properties on Circle City Drive were acquired between early 2009 and late 2010 as a part of speculative land assembly by the Corona Redevelopment Agency for possible redevelopment with affordable housing, although this effort was ultimately unsuccessful. The East Grand parcel was a speculative purchase of a property that had defaulted on its property tax payment. This parcel is in an established residential neighborhood, and no additional acquisitions were pursued to assemble a larger project site.
These parcels were eventually transferred to the Corona Housing Authority with the termination of the Corona Redevelopment Agency. These three parcels are noncontiguous, and no additional acquisitions were completed to assemble a larger project site.

416 Grand Avenue SF 6,534 s.f. Vacant 6/20/2014
ANALYSIS:
The City is not pursuing additional property acquisitions on Circle City Drive, and there is no current need to retain these parcels. Section 2.37.060(B) of the Corona Municipal Code states the Planning and Housing Commission shall serve in an advisory capacity to the Housing Authority for the city and shall review and make recommendations on matters to come before the Housing Authority.
Before selling these properties, the City Council and Corona Housing Authority must declare them exempt and instruct staff to proceed with the sale. The Surplus Lands Act exempts parcels under half an acre that are not next to state or local agency land used for open-space or low- and moderate-income housing (Government Code Section 54221(f)(1)(B)).
As required, proceeds from the sales will be directed to future affordable housing development elsewhere in the City. The Housing and Homeless Solutions and the Economic Development Department are collaborating to achieve these objectives.
COMMITTEE ACTION:
The Planning & Housing Commission, at its March 9, 2026 meeting, reviewed this proposal and, by a vote of 4-0 recommended that the Corona Housing Authority and City Council declare 1043, 1061, and 1065 Circle City Drive as exempted surplus land under the Surplus Land Act. The East Grand parcel, which is owned by the City, did not require a review or recommendation by the Housing Commission prior to the City Council review.
FINANCIAL IMPACT:
There is no financial impact associated with approval of the recommendation or the possible declaration of exempt surplus that the City Council is being asked to consider.
This surplus declaration, if approved, will facilitate the sale, reuse, and development of these parcels. Proceeds from the sale of these properties will be reinvested in future affordable housing development.
ENVIRONMENTAL ANALYSIS:
This action before Council is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the Guidelines for CEQA, which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action recommends the sale of land and declaration of land as exempt surplus land. There is no possibility that this action will have a significant effect on the environment. Therefore, no environmental analysis is required.
