REQUEST FOR CITY COUNCIL AND

CORONA UTILITY AUTHORITY ACTION
SUBJECT:

SEWER MAIN LINE AND PARKING LOT REPAIRS NOTIFICATION AND

RATIFICATION OF MAINTENANCE/GENERAL SERVICES AGREEMENTS WITH

CONTRACTORS
EXECUTIVE SUMMARY:

This staff report notifies the City Council of emergency repairs for a sewer main line repair on Green River Road, asks the City Council to grant the City Manager, or his designee, the authority to execute the City’s model agreements relating to this emergency for a total not to exceed amount of $360,000 and subsequently terminate the emergency action.

RECOMMENDED ACTION:

That the City Council:
a. Receive and file the notification of emergency sewer main line and parking lot repairs at 3915 Green River Road.
b. Make a determination under Corona Municipal Code Section 3.08.130(A) that competitive bidding is not required for this purchase based upon the reasons provided in this agenda report.
c. Authorize the City Manager, or his designee, to execute the City’s model Maintenance/General Services Agreements relating to the emergency sewer main line repairs at 3915 Green River Road for an amount not to exceed $360,000. d. Terminate the emergency action for contracted emergency sewer main repair and sewer lining at 3915 Green River Road pursuant to Corona Municipal Code Section 3.08.130(A).

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

The Utilities Department (UD) identified additional repairs required on a sewer main line situated behind the commercial property at 3915 Green River Road. UD, in coordination with a Sewer Main Rehabilitation Services contractor, Vortex Services, LLC dba Sancon Technologies (Sancon), developed a plan to install Cured-In-Place Pipe (CIPP) lining within the remaining pipe segments in connection to the sewer main repaired and CIPPlined back in March 2026. After Sancon conducted the pre-lining hydro-washing and Closed-Circuit Television (CCTV) inspection, the footage revealed the crown of the 10- inch ductile iron pipe was severely deteriorated and confirmed the exterior liner/wrap was actively collapsing into the pipe. The CCTV camera could not travel any further down the sewer line from either manhole point due to the collapsing liner at two points about sixtyseven linear feet apart.

The corroded line posed an immediate risk of failure, requiring urgent action to prevent pipe collapse and potential sewer overflows and environmental contamination in the commercial and surrounding areas.

As required by Public Contract Code for projects of more than $75,000, a report on the emergency and work performed shall be provided at the next regular meeting of the City Council, and then at every meeting thereafter until terminated. This report serves as notification of the emergency, authorization to ratify the City’s model Maintenance/General Services Agreements associated with this action, and termination of the emergency action.

ANALYSIS:

Due to the nature of the situation, staff contacted Augustine General Engineering, Inc. (Augustine), UD’s on-call contractor, with experience in deep sewer main repairs and immediate availability to deploy the proper equipment, including an excavator capable of reaching the damaged sewer main line located 25-30 feet underground.

Augustine successfully completed the emergency repairs and construction clean-up between April 14, 2026, and April 17, 2026. Sancon provided sewer bypass services during the emergency repairs and completed the installation of the CIPP lining for the remaining sections of the line between April 16, 2026, and April 17, 2026. RE Chaffee Construction Inc. (RE Chaffee) conducted spoils removal for the duration of the project.

The trench and asphalt repair at the parking lot at 3915 Green River Road will be completed by Paveco Construction under an existing Maintenance/General Services Agreement issued following formal bidding for asphalt repairs and awarded by City Council April 15, 2026.

Service Contractor Estimated Cost*
Pipeline Repair Augustine $183,475
CIPP Liner/Bypass Service Sancon $92,800
Spoils Removal RE Chaffee $50,000
10% Contingency $32,627
Total Cost $358,902
*Pricing based on quoted work, final values may vary.

BASIS FOR EXCEPTION TO COMPETITIVE BIDDING:

An exception to competitive bidding was warranted for this action pursuant to Corona Municipal Code Section 3.08.130(A) which states as follows:
(A) Emergencies. In situations determined by the City Manager to constitute an emergency for a public project pursuant to § 22035 of the Act and Cal. Public Contract Code § 22050. The City Council hereby delegates to the City Manager the power to declare a public emergency and take any directly related and immediate action required by the emergency, up to a total of $500,000, pursuant to § 22035 of the Act and Cal. Public Contract Code § 22050. Emergency expenditures of more than $500,000 shall first be approved by the City Council.

Work shall be performed without the benefit of competitive bidding, either formal or informal, only so long as necessary under those sections.

For projects of more than the amount provided for in § 22032(a) of the Act (currently $75,000), a report on the emergency and work performed shall be provided at the next regular meeting of the City Council, and then at every meeting thereafter required by § 22050. At such meetings, the City Council shall determine, by a four-fifths vote, that there is a need to continue the action without the benefit of informal or formal competitive bidding in accordance with § 22035 of the Act and Cal. Public Contract Code § 22050. The City Council shall terminate the emergency action at the earliest possible date that conditions warrant, so that the remainder of the emergency action may be completed pursuant to a formal bidding procedure.

Staff believed this situation met the requirements of Section 3.08.130(A) as the immediate repair of the damaged sewer main line and parking lot repairs at 3915 Green River Road were essential to prevent a sanitary sewer overflow and to restore the affected parking lot as soon as possible, limiting the impact to the business.

Staff recommends City Council authorize the City Manager to execute the City’s model Maintenance/General Services Agreement with Augustine for underground/pipeline work, Sancon for CIPP lining, and RE Chaffee for spoils removal. The total amount for all three contracts will not exceed $360,000.

FINANCIAL IMPACT:

Funding for the recommended action is available in the Sewer Line Infrastructure Operating and Maintenance Project No. 71950 within the Sewer Utility Fund 572.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15302 (c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety. Therefore, this item is exempt from the requirements of CEQA, and no environmental analysis is required.
