Please include marketing and bus wraps cost in this section. Total costs must correspond to the Funding Information section above. No more than 14 lines.
The funds requested, $264,972 of Cycle A plus $49,083 in Cycle B can support approximately 128,627 rides for the twelve-month period. CCTS plans to use the funds to provide free fares to students, seniors, and persons with disabilities. The free fares for the senior and persons with disabilities categories will be valid on both the Corona Cruiser and the Corona DAR, while the free fares for students will be valid only on the Corona Cruiser. CCTS expects an average year-over-year increase of 10,730 in systemwide ridership based on year-to-year data. CCTS is estimating the following ridership and LCTOP revenues over the twelve-month period:
Corona Cruiser: Student 49,910 riders X $1.75 fares = $87,343; Senior/disabled 48,370 riders X $.75 fare = $36,278. Total for Cruiser $123,620
Corona Dial-A-Ride: 54,410 riders X $3.50 fare = $190,435 TOTAL request: $123,620 + $190,435 = $314,055
This request will apply $264 972 in Cycle A and remaining 49 083 in Cycle B LCTOP FY 2025-2026 Allocation Request Cycle A
Project Information
1) Project Description - Provide a comprehensive project description. For operations projects, include: #of trips, span, frequency improvements, days of operation and marketing component (if applicable). For capital projects, include:
product specifications and identify all LCTOP funded components. No more than 14 lines.
City of Corona Transit Service (CCTS) provides fixed routes and Dial-A-Ride (DAR) Services. Corona Cruiser is a network of two fixed routes: the Red Line and the Blue Line. Service is provided on weekdays from 6:30 a.m. to 7:05 p.m., Saturday service is from ~9 a.m. to 5 p.m. Service is provided approximately 255 days per year. CCTS does not operate on the following holidays: New Years, Memorial, Independence, Labor, Thanksgiving, and Christmas Day.
DAR Service operates the same days and hours with extended hours for those certified under ADA. DAR provides service within the City of Corona, incorporated county areas of Coronita, Home Gardens and El Cerrito, and satellite locations in the City of Norco. This project will not affect the overall operations as the project intends to use the LCTOP funds for operating assistance in the form of fare subsidy as follows:
1.Free fares for students on the Corona Cruiser (fare subsidy of $1.75)
2.Free fares for seniors and persons with disabilities on both the Corona Cruiser and DAR (fare subsidy of $.75 on Cruiser and $3.50 on DAR)
This program will support the City’s efforts to increase ridership and reduce GHG emissions. 2) Project Planning - Provide a detailed explanation of the project planning process and how it was designed to avoid substantial burden on any low- income, disadvantaged, and vulnerable populations. Include any public outreach, events, workshops or community input. No more than 14 lines.
This project aims to reacquaint and promote the continued use of public transportation. City of Corona Transit Service does not expect to burden any low-income or disadvantaged community. Instead, this project will provide the public with opportunities to utilize public transit at low or no cost, thereby increasing ridership.
Based on an onboard rider survey performed in March 2022, 12% surveyed felt it was too expensive, and another 35% responded that they don't have access to a vehicle. Seventy-eight percent answered that they were retired, indicating a fixed income, with the majority responding with a household income of less than $25,000. In addition, according to the community-wide transit survey, 21% responded that it was too expensive, while another 21% answered that they didn’t have access to a vehicle. Both surveys included comments to provide low or free-fare options.
Further, City of Corona's Council directed to find means to provide free or reduced fares to reduce the burden on lowincome, disadvantaged communities.
The current fare subsidy ends on June 30, 2026 and the City has receive multiple requests to continue the fare subsidy.
The overall goal of this project is to increase ridership and promote public transportation.

5) Agency Service - Describe the transit service provided and how the project plays into the overall operations. . No more than 2450 characters.
Corona Cruiser is a network of two fixed routes known as the Red Line and the Blue Line. Service is provided weekdays from 6:30 a.m. to 7:05 p.m., Saturday service is from 9:07 00 a.m. to 5:09 p.m. for the Red Line, and 8:52 a.m. to 3:50 p.m. for the Blue Line. Corona DAR operates the same days and hours as fixed route. This project will not affect the overall operations plan as the intent of the project is to promote use of public transportation by offering free fare program for constituents to participate in. CCTS provides vitals services to those that are transit dependent and that includes seniors/disabled and student population who either don’t have access to a vehicle or are unable to drive.
The fare subsidy program provides an opportunity to increase ridership and promote public transit. 6) AB 680 Workforce Standards to Support Job Quality -As part of your FY 25-26 LCTOP Allocation Request Packet please include an electronic copy of your agency's most recently approved procurement manuals.

Co-Benefits - Describe benefits selected above and other benefits not listed.
Staff will coordinate with the local school district to promote the free student fare and educate on the use of public transit. Recently, during this school year, the district changed the start time of many schools in the area which may have resulted in parents having to rely on different modes of transportation. In addition, as a result of free/reduced fare, this project decreases the overall cost to travel via public transit when connecting to other transit systems in the area. Further, this project promotes active transportation. Based on an onboard survey in March 2022, 90% of the riders accessed and completed their fixed route trip by walking or riding a bicycle.
