Kristian Duarte
Deputy City Clerk
May 20, 2026
That the City Council
approve the proposed
policy on Procedures for
Loss of Remote Access
Services During City
Council Meetings.
• Establish consistent procedures for handling telephone or internet service disruptions
• Ensure compliance with the Ralph M. Brown Act (Gov.

Code § 54953.4)
• Maintain transparency and public access during hybrid meetings
• Signed by Governor Newsom on October 3, 2025
• Requires local bodies to provide two-way hybrid meeting access
• Mandates a formal disruption policy by July 1, 2026
• Aims to increase public engagement and standardize
remote access rules
• Corona City Council already holds hybrid meetings via Microsoft Teams • No formal written policy currently exists for disruptions • Policy will codify best practices already followed by staff • Mayor or Clerk immediately announces the loss of service to the public • Mayor may call a recess of open session or convene the body in closed session (Brown Act Compliant)
• Staff begins efforts to diagnose and restore the disrupted remote access service
• Meeting remains in recess for at least one hour or until service is restored – whichever is sooner. May be extended if restoration is ongoing.
• Troubleshoot platform or teleconferencing software
• Reset or replace audiovisual equipment
• Attempt alternative connection methods
• Contact support staff or service providers
• Switch to back-up equipment or platforms
City Clerk staff shall document all restoration efforts undertaken during the recess period.

After a minimum of 1 hour from time of disruption, or
when service is restored – whichever is earlier

SERVICE RESTORED
Meeting continues
as normal
No special action
required by the
City Council

SERVICE NOT RESTORED
City Council may reconvene and
take any of these actions:

1. Adjourn the meeting.

2. Extend the recess to allow City
staff more time to continue its good
faith efforts to restore Remote
Access Services.

3. Continue by Roll
Call Vote.

Adopting a finding
that: Good faith efforts
were made to restore
service, and the public
interest in continuing
outweighs the interest
in remote access
Even if remote access is not restored, the public can still view meetings via these platforms Platforms Links
