BACKGROUND & HISTORY:
The City of Corona Utilities Department (UD) is responsible for maintaining and repairing the City’s water, sewer, and reclaimed water infrastructure. The City’s Water Reclamation Facilities operate continuously, 24 hours per day, to collect and treat all sewage generated within the service areas.
Temporary bypass systems are needed for diverting sewer flows to allow for repairs, upgrades, or rehabilitation of pipelines, lift stations, and treatment facilities without service interruptions or regulatory non-compliance. As the City’s infrastructure has expanded and aged, the need for temporary bypass pumping is critical during both routine maintenance and unplanned emergency events.
Historically, the City has relied on a combination of in-house resources and external contractors to address both routine and emergency maintenance needs. The City has recognized the necessity of securing on-call agreements with qualified vendors capable of rapid mobilization and 24/7 response. The issuance of a Request for Proposals for AsNeeded Bypass Pumping Services is consistent with this strategic approach, supporting the City’s ongoing efforts to preserve the integrity and reliability of its utility systems in a cost-effective and responsive manner.
ANALYSIS:
On February 5, 2026, the City issued Request for Proposals (RFP) 26-030AS for AsNeeded Bypass Pumping Services on the City’s PlanetBids bidding portal per Corona Muncipal Code (CMC) Section 3.08.110 Non-Public Projects - Formal Bidding Procedure.
A total of 162 vendors were notified through the PlanetBids portal. Of those, six prospective proposers downloaded the bid document. Three contractors attended a virtual non-mandatory meeting.
The following addendums were issued:
• Addendum No. 1 issued on February 26, 2026, to address vendor questions and amend certain sections of the RFP document.
• Addendum No. 2 issued on March 5, 2026, amended certain sections of the RFP document and extended the proposal due date and time to 2:00 p.m. March 17, 2026, to allow more time for vendors to download the document and ensure a more competitive bid.
The City received one proposal through the PlanetBids bidding service by the proposal due date of March 17, 2026, from the following vendor:
The proposal evaluation team consisted of three Utilities Department (UD) staff members.
The evaluation was based on six essential criteria:
1. Completeness of Response (Pass/Fail);
2. Work Plan/Work Organization
3. References
4. Qualifications of Company and Personnel (Experience)
5. Approach to Safety Measures
6. Price, Billing, Response Time & Equipment Availability Rates provided by Charles King Company align with the scope of work and include all necessary labor, materials, equipment, and incidentals required to furnish, install, operate, and remove temporary High-Density Polyethylene (HDPE) Bypass piping systems, as detailed Exhibit A of the Maintenance/General Services Agreement with Charles King Company:
Pump sewage flow from a designated location to a City-specified discharge point as requested by authorized City personnel.
Be prepared to provide On-Call services 24 hours per day, 7 days per week, 365 days per year.
Install, operate, and remove all bypass equipment for emergency and scheduled services.
Operate bypass equipment on an as-needed basis for emergency response; the City reserves the right to take over operation if deemed necessary. Ensure all equipment is insured and provide Certificate of Insurance for equipment.
The evaluation team determined that Charles King Company exhibits the essential skills, experience, and staffing required for the successful execution of the scope of work. UD recommends award of RFP 26-030AS for As-Needed Bypass Pumping Services to Charles King Company for $400,000 per fiscal year.
FINANCIAL IMPACT:
Funding for the recommended action is available in the Fiscal Year 2026 Utilities Department operating budget within Sewer Utility Fund 572 and Capital Improvement Project budgets. Funding for future fiscal years’ service will be recommended through the annual budget process.
