BACKGROUND:

Dynamic message signs are electronic roadway signs used to communicate real-time traffic and roadway information to motorists. Typical messages may include notifications regarding traffic collisions, roadway construction, lane closures, travel delays, or other traffic conditions. By providing timely information to drivers, DMS improve roadway communication, support traffic operations, and enhance the City’s ability to manage congestion and incidents throughout the transportation network.

The Citywide Dynamic Message Sign Retrofit, Capital Improvement Project No. ST-2023- 04 originated from the City’s ongoing efforts to maintain and modernize existing traffic management infrastructure. Over time, the existing DMS display panels experienced progressive deterioration, resulting in reduced visibility, reliability, and operational effectiveness. The replacement of the aging display panels was identified as a need within the City’s Capital Improvement Plan.

The project consists of the removal and replacement of eight existing dynamic message signs (DMS) display panels mounted on existing roadside sign structures at five locations throughout the city. These locations include West Sixth Street (2), Main Street (2), Ontario Avenue (2), East Sixth Street (1), and Magnolia Avenue (1). The project also includes integration with the City’s Traffic Management Center and associated system upgrades necessary to support continued operation of the signs. Upon completion, the project will improve the reliability and effectiveness of the City’s dynamic messaging system and enhance the City’s ability to provide timely traffic information to motorists.

ANALYSIS:

The Plans and Specifications for the project were completed by Iteris Inc. and reviewed by City staff and are ready for adoption and award. As specified in the notice inviting bids package, the City shall award the contract for the project to the lowest, responsive, responsible bidder, as determined by the lowest total for the base bid.

Three hundred fifty-five (355) prospective bidders were notified of the project through the PlanetBids bidding portal, and fifty (50) prospective bidders downloaded the bid document files.
