That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

BACKGROUND:

The Utilities Department’s Supervisory Control and Data Acquisition (SCADA) wireless system provides radio communications between remote sites and treatment facilities to improve the Department’s operational efficiency and effectiveness. All wireless communications systems require regular maintenance to function properly. The radio network system consists of nine main radio towers located throughout the City. These radio towers range in height from 40 feet to 100 feet. They have both licensed and unlicensed radio equipment installed to provide the necessary telecommunication links to automated controls and data monitoring at remote sites.

The Utilities Department operates more than 100 remote sites that rely on radio telemetry to monitor and report system data to the SCADA network. Reliable and consistent radio communications are critical to ensuring staff have accurate system information to make informed decisions in managing Corona’s drinking water and water reclamation systems while maintaining compliance with applicable laws and regulations. City Council awarded a contract for wireless services in September 2021 and the contract expired requiring a new procurement.

ANALYSIS:

On February 26, 2026, Request for Proposals (RFP) 26-022SB Wireless Network and System Maintenance was issued. Four firms downloaded the RFP: Applied Technology Group, Associated General Contractors of America, Ceragon Networks, and DataGear.

The City received one proposal by the submission date of March 9, 2026. Staff evaluated the proposal based on the following criteria:

Criteria Maximum Points
Qualifications of Firm 25 pts
Qualifications of Personnel 25 pts
Work Plan / Project Understanding and Approach 25 pts
Value 25 pts
Total 100 pts
While multiple proposals are always preferred over a single proposal, Applied Technology Group (ATG) rated high in all areas of the listed criteria. In addition, they have an established track record of responsiveness, employing an adequate number of staff to support the City’s needs and requests, and have considerable knowledge of the City’s SCADA having designed and developed existing radio network communication architecture. However, prior knowledge of the City’s systems was not a requirement to bid on this on contract nor used as an evaluation criterion.

FINANCIAL IMPACT:

Funding for the recommended actions is included in the Proposed Fiscal Year 2027 Utilities Department Operating Budget. Funding in future fiscal years will be recommended through the budget process.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Act (CEQA), which states that operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination is exempt from CEQA. This action involves maintenance, repair and replacement of existing radio equipment. Therefore, no environmental review is required.
