BACKGROUND & HISTORY:
The City of Corona (“the City”), as an urban water supplier, is required under the Urban Water Management Plan Act of 1983 (“the Act”) to update and submit an Urban Water Management Plan (UWMP) to the California Department of Water Resources (DWR) every five years.
The 2025 UWMP is a comprehensive resource planning tool that provides an assessment of the present and future water supply sources and demands within the City’s service area. It presents an update to the 2020 UWMP on the City’s water resource needs, wateruse efficiency programs, water reliability assessment, and strategies to mitigate watershortage conditions, to ensure adequate water supplies are available to meet both existing and future water needs.
The requirements for the UWMP are found in two sections of the California Water Code (§10610-10656) and (§10608). The Act mandates that all water suppliers providing water for municipal purposes to more than 3,000 customers prepare a UWMP. The primary purpose of the UWMP is to ensure the efficient use of water, promote conservation programs and policies, ensure sufficient water supplies are available for future promote conservation programs and policies, ensure sufficient water supplies are available for future beneficial use and provide a mechanism for response during drought conditions.
The last UWMP adopted by the City of Corona was the 2020 UWMP (2020 UWMP). The 2025 UWMP must be filed with the DWR by July 1, 2026.
In accordance with Section 10642 of the California Water Code, the City provided the sixty-day notice to appropriate agencies on May 6, 2026. In addition, a notice of public hearing was published via Sentinel Weekly on May 6, 2026, and May 13,2026 encouraging the involvement of its customers as part of the UWMP process.
ANALYSIS:
The 2025 UWMP is organized as directed by the Department of Water Resources 2025 Urban Water Management Plans Guidebook for Urban Water Suppliers (Guidebook), including chapter topics and content, delineation of mandatory statutes, and standardized Water Use Efficiency (WUE) tables. The 2025 UWMP is specific to the Utilities Department’s (Department) Water Service Area, which encompasses approximately 39 square miles, including the City and portions of unincorporated Riverside County within the City’s sphere of influence.
A complete copy of the 2025 UWMP is available at the City Clerk’s office for review. The 2025 UWMP is presented in draft form to allow for modifications based on public comments during the public hearing portion of the Council meeting. After adopting Resolution No. 2026-071, the 2025 UWMP will be finalized and submitted to DWR as a final document.
FINANCIAL IMPACT:
There is no financial impact associated with adopting the City of Corona 2025 Urban Water Management Plan Update.
ENVIRONMENTAL ANALYSIS:
The preparation and adoption of the Urban Water Management Plan pursuant to the provisions of Section 10652 of the California Water Code are statutorily exempt from environmental analysis as set forth in the California Environmental Quality Act (CEQA) Section 15282 (v).
