REQUEST FOR CITY COUNCIL AND

CORONA UTILITY AUTHORITY ACTION
SUBJECT:

CHANGE ORDER FOR CIS INFINITY VERSION 5 UPGRADE PROJECT EXECUTIVE SUMMARY:

This staff report asks City Council approval of a change order with Advanced Utility Systems, a division of N. Harris Computer Corporation, for the ongoing upgrade of CIS Infinity from Version 3 to Version 5 and an appropriation to fund this Change Order. This change order is necessary to address schedule adjustments resulting from extended Integration Testing and to perform additional data refresh prior to User Acceptance Testing. These changes are essential to ensure a successful system conversion and implementation without any discrepancies.

RECOMMENDED ACTION:

That the City Council:
a. Authorize an appropriation in the amount of $72,112 to the Utility Billing Software System Upgrade Capital Improvement Project TC-2022-03 and increase estimated revenue by the same amount in the Information Technology Fund 681. b. Authorize an appropriation in the amount of $72,112 to the Utilities Department’s operating budget for additional allocation costs incurred as a result of an increase to the Information Technology Fund 681, an Internal Service Fund. c. Approve Change Order No. 2 with Advance Utility Systems, a division of N. Harris Computer Corporation, for the CIS Infinity Version 5 upgrade in the amount of $71,789.
d. Authorize the City Manager, or his designee, to execute Change Order No. 2 and any non-substantive extensions, amendments, and change orders up to 10 percent of the revised contract amount.

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above action.

BACKGROUND & HISTORY:

On February 7, 2024, the City Council approved the Master Subscription Agreement with Advanced Utility Systems, a division of N. Harris Computer Corporation, to upgrade the Utility Billing Software System from Version 3 to Version 5. This action was necessary because Version 3 has reached End-of-Life, causing performance issues, slower operations, and limited vendor support.

The Version 5 system provides modern architecture, cloud hosting, improved integration capabilities, enhanced report multiple-browser functionality, improved processing speed, and stronger security. These improvements support long-term system resiliency and operational efficiency.

As part of the implementation, Advanced Utility Systems and City staff have been conducting a phased upgrade including project management, discovery sessions, data conversion, interface redesign, configuration, and testing. These project phases and responsibilities are defined in the approved Scope of Work.

In December 2025, Change Order No. 1 for $5,000 was processed to add configurations needed to integrate with the California Department of Water Resources to retrieve evapotranspiration factor data for outdoor budget calculations.

ANALYSIS:

Integration Testing was originally scheduled to close on March 27, 2026. Due to unforeseen circumstances, difficulties completing system testing, and delivery delays for critical tickets the project milestones were adjusted. The project has a new go live date of July 27, 2026. Updated milestones include:
 Integration Testing was moved from March 27, 2026, to June 18, 2026  Data Refresh June 22-26, 2026
 User Acceptance Testing was moved from April 24, 2026, to July 13, 2026  Go-Live was moved from May 11, 2026 to July 27, 2026
 Post Go-Live Date was moved from June 11, 2026 to August 28, 2026 Due to the extended timeline, an additional data refresh is required before User Acceptance Testing to ensure data accuracy and successful conversion. The testing extensions were unavoidable and directly tied to ensuring the system functions properly.

Data refreshes are essential for validating conversion accuracy prior to User Acceptance Testing and go-live. CIS Infinity Version 5 is a critical platform required for the City’s utilities billing, customer service, meter data, and financial processes. Proceeding without these adjustments risks project success, data inconsistencies, billing errors or conversion failure. The City has an established long-term relationship with Advanced Utility Systems, and continuity is essential for technical success and schedule management.

FINANCIAL IMPACT:

Approval of the recommended actions will result in an additional appropriation in the amount of $72,112 to the existing Utility Billing Software System Upgrade CIP No. TC2022-03 and an estimated revenue increase by the same amount in the Information Technology Fund 681.

Original contract Amount 351,350
Change Order No. 1 5,000
Contract Amount to Date 356,350
Change Order No. 2 71,789
Total Contract Amount Needed 428,139
10% Contingency 42,814
CISv5 CIP Budget 398,841
Additional Funds Needed 72,112
Information Technology Fund is an Internal Service Fund. This fund is used to improve the management of resources and generally provides goods and services to departments on a cost reimbursement basis. Approval of the recommended actions will also result in a total appropriation in the amount of $72,112 ($721 from Reclaimed Water Utility Fund 567, $36,057 from the Water Utility Fund 570, $32,450 from the Sewer Utility Fund 572, $1,442 from the Direct Access Electric Utility Fund 576, and $1,442 from the Greenfield Electric Utility Fund 578).

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to upgrade the utility billing software to a new version and there is no possibility that approving this Change Order to the Master Subscription Agreement will have a significant effect on the environment. Therefore, no environmental analysis is required.
