REDUCING WILDFIRE RISK IN OUR COMMUNITIES
TARGETED
UNDERGROUNDING
Temporarily shutting off power during
dangerous weather to prevent wildfires
▪ Reduces risk of wind and debris damaging power lines
and equipment
▪ Guided by science — fire scientists & meteorologists
forecast conditions
▪ Real-time field data from crews on the ground
Key triggers: Strong winds • Dry vegetation • Low humidity 4 PUBLIC SAFETY POWER
SHUTOFFS (PSPS)
• This year, PSPS could happen earlier, occur more
frequently, last longer and affect more customers.
• More than one-quarter of SCE’s service area is in
high fire risk areas.
• More of these customers could be in scope for
PSPS this year.
• More customers may experience a shutoff,
including some with limited or no prior PSPS
experience.
• When customers are notified about a potential
PSPS event, they are more likely to experience a
shutoff.
• SCE continues to evolve PSPS to improve safety and
reduce the risk of fires.
Actual weather behavior and wind patterns in 2026
will drive the decision to call for a PSPS.

8 CUSTOMER RESILIENCY EQUIPMENT
Continuing current backup power programs, such as:
• Critical Care Battery Backup: A fully subsidized battery for temporary power support to Medical Baseline customers.
• SCE Marketplace: For customers living in PSPS-affected areas, enhanced rebates are available for qualifying portable batteries (up to $200) and portable generators (up to $800).
• In-Event Battery Loan Program: For customers who rely on electricity for medical needs.
• Battery Storage Pilot: Program for frequently impacted Medical Baseline customers with access and functional needs includes rebates up to $7,500 towards a permanent battery storage system and fully subsidized battery systems for qualifying low-income, Medical Baseline customers. 8 THANK YOU!

DECISION-MAKING: FIRE POTENTIAL INDEX (FPI)
Baseline Criteria
Established before or
during the
active PSPS season
Uses historic and
pre-determined data
• Wind speed history
• 99th percentile
• Bare wire
• 31 mph /46 mph
• Covered conductor
• 40 mph/58 mph
• Outage informed
• 18-27 mph

Wind Threshold
The threshold at which
a forecast windspeed
triggers a PSPS event
Uses circuit specific
factors
• Forecast peak FPI
• Circuit health factors
• Fire risk severity
• Consequences
Wind Trigger
Circuits will be deenergized as they
meet or approach
these values
Uses event specific factors
• Urban conflagration
potential
• Fire suppression levels
• Event size & complexity

SCE.com Check Outage Status Improvements
What are we doing
We’re updating the Check Outage Status page on SCE.com with a mobile-first, user-friendly design to make it easier for customers to access timely outage information—especially on mobile devices.
Why it matters
These enhancements are a direct result of customer feedback we received from the January 2025 wildfires and PSPS events. These improvements support our goals to improve digital self-service, reduce call center volume, and build trust by delivering a better experience during critical outage situations.

THRESHOLDS FOR ACTIVATION AND DE-ENERGIZATION
FIRE
POTENTIAL
INDEX (FPI)
Formula estimates the
potential of fire ignition
and spread
WINDSPEED
THRESHOLD FOR
ACTIVATION
Wind speeds at which our
system is vulnerable to
flying debris or that pose a
risk to our infrastructure
Bare wire circuits: The lower of the National Weather Service’s Wind Advisory level of sustained wind speeds of 31 mph or gusts of 46 mph or when speeds reach levels unusual for the localized area.
Fully covered conductor circuits: National Weather Service’s High Wind Warning of sustained windspeeds of 40 mph or gusts of 58 mph.
Baseline FPI for SCE’s 11 Fire Climate Zones is based on risk analysis of historical fire data. Baseline FPI thresholds:
• Most zones set at 13
• One zone set at 12 and another at 11
Thresholds represent FPI levels that coincide with large fire activity.
To prevent rapid escalation and surpassing criteria, we may de-energize early if real-time trends indicate thresholds are likely to be met.
Decision-making fact sheet available at sce.com/psps
14 THRESHOLDS FOR DISTRIBUTION CIRCUITS
The baseline wind speed threshold is adjusted based on circuit, environment and event specific factors to determine actual circuit specific de-energization values for each event.
When event or location specific conditions suggest more risk, the baseline FPI thresholds will be reduced to help protect community safety.
PSPS PROGRAM UPDATES
15 FIRE POTENTIAL
INDEX (FPI)
• Updating some fast
curve settings in high
fire risk areas to more
sensitively detect
faults and turn off
power even more
quickly.
• Align with settings
used by other
California utilities.
• SCE is working to
increase its use of
drones during PSPS
patrols to support
efficient inspections
and power
restoration.
PSPS DRONE
PATROLS
• When forecasts
indicate that high-risk
circuits will be
subjected to unusually
high wind speeds, we
may turn off power at
lower wind speed
thresholds, earlier in
the event.
MODIFICATIONS FOR
HIGH-RISK CIRCUITS
• FPI is an enhanced
wildfire risk index that
includes a refined
analysis of weather
and vegetation
conditions.
• SCE’s approach to FPI
will impact PSPS
scope, frequency and
conditions for
deenergization.
