REQUEST FOR CITY COUNCIL ACTION
SUBJECT:
AUTHORIZE AN ONGOING MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF CORONA POLICE DEPARTMENT AND THE CORONA-NORCO UNIFIED
SCHOOL DISTRICT FOR REIMBURSEMENT OF OFF-DUTY PERSONNEL AND
EQUIPMENT AT SPECIAL EVENTS
EXECUTIVE SUMMARY:
This staff report asks the City Council to approve an ongoing Memorandum of Understanding (MOU) between the City of Corona Police Department and the CoronaNorco Unified School District (CNUSD) for the reimbursement of off-duty law enforcement personnel and equipment at CNUSD special events. All off-duty personnel and equipment costs are fully reimbursed by CNUSD, resulting in no net cost to the City.
RECOMMENDED ACTION:
That the City Council authorize the City Manager, or his designee, to approve the Memorandum of Understanding between the City of Corona Police Department and the Corona-Norco Unified School District for reimbursement of off-duty personnel and equipment at special events, effective July 1, 2026, and continuing until June 30, 2027, in accordance with the terms of the MOU.
BACKGROUND & HISTORY:
On July 2, 2025, the City of Corona Police Department entered into a one-year Memorandum of Understanding with the Corona-Norco Unified School District for the reimbursement of off-duty law enforcement personnel and equipment utilized at districtsponsored special events.
The MOU authorized CNUSD to request off-duty sworn peace officers, dispatchers, community service officers, cadets, and real-time information center operators to provide security, public safety, traffic control, and crowd management services at district events.
CNUSD reimbursed the City at the actual overtime rate for personnel, plus established daily rates for equipment. As set forth in Section 8 of the MOU, the agreement expired on July 1, 2026. A new MOU is required to continue this arrangement.
ANALYSIS:
The Corona Police Department has maintained a productive working relationship with CNUSD under the existing MOU. Off-duty personnel have been deployed at various district special events, providing a visible public safety presence while generating reimbursable overtime at no net cost to the City.
The renewed MOU will reflect updated off-duty personnel overtime rates consistent with January 1, 2026, and upcoming January 1, 2027, wage adjustments. Equipment rates will also reflect the four percent (4%) annual increase prescribed in Section 4(B) of the agreement.
FINANCIAL IMPACT:
This MOU results in no net cost to the City of Corona. All off-duty personnel and equipment costs are fully reimbursed by CNUSD. No additional appropriation is required, and there is no impact to the General Fund.
This MOU is structured to achieve full cost recovery for all personnel expenses, resulting in revenue neutrality for the City's General Fund. All services provided under this agreement will be reimbursed at actual cost, ensuring no subsidy for district events from City resources. Off-Duty Personnel Rates, by position or rank, are set forth in Exhibit “A” of the MOU.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
Therefore, no environmental analysis is required.
