CUP2025-0002: Conditional Use Permit to establish a wireless telecommunications facility designed as an 81-foot-high ballfield light pole with ground-mounted equipment within Citrus Community Park, located at 1250 Santana Way (Applicant: Rinn Ngeth for Nuwave International Industries, 1875 Coronado Avenue, Signal Hill, CA 90755) RECOMMENDED ACTION:

That the Planning and Housing Commission adopt Resolution No. 2690, finding the project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 of the State CEQA Guidelines, and granting CUP2025-0002 based on the findings contained in the staff report and conditions of approval.

EXECUTIVE SUMMARY
Nuwave International Industries (“Applicant”), on behalf of Verizon Wireless, is requesting that the Planning and Housing Commission review and consider approval of a wireless telecommunications facility proposed at Citrus Community Park, located at 1250 Santana Way. The proposed facility is designed as a ballfield light pole with a height of 81 feet. The proposed ballfield light pole (“tower”) will replace an existing ballfield light pole (same 81- foot height) in approximately the same location within an open field of the Park. Antennas and associated equipment would be mounted onto the tower. The project also includes the installation of supporting ground-mounted mechanical equipment fully enclosed by a block wall.

BACKGROUND
Citrus Community Park measures approximately 19.83 acres in area and is bounded by Santana Way to the west, Taber Street to the north, Rimpau Avenue to the east, residential properties to the south, and an elementary school to the southwest. Residential uses surround the park on all sides. The City of Corona is the owner of Citrus Community Park, with the Community Services Department responsible for its operations and oversight.

PROJECT DESCRIPTION
Conditional Use Permit 2025-0002 (CUP2025-0002) is a request by the Applicant to replace an existing 81-foot-tall ballfield light pole with a new ballfield light pole (“tower”) of the same height. The tower would be located six feet from the original structure’s location. Nine antennas and nine radio remote units (RRUs) are proposed to be mounted onto the tower at approximately 57 feet to 73 feet above ground level. The tower plans are attached as Exhibit

3. The tower is proposed to be constructed at the approximate center of Citrus Community Park. The proposed location meets the minimum setback requirements prescribed by the Corona Vista Specific Plan, which are summarized in Table 1 below.

Table 1 – Open Space & Recreation Zone Development Standards Standard Required Proposed Compliance

Associated with the tower are supporting ground-mounted mechanical equipment which will be placed within an enclosed eight-foot-high concrete block wall located within the park, approximately 146 feet north of the tower. The equipment includes an emergency generator, battery, and cabinets. Creeping vines are proposed to be placed around the perimeter of the enclosure to soften its appearance.

The tower will also serve as a functional ballfield light pole and includes seven luminaires intended to provide illumination for the adjacent soccer field. To further minimize the tower’s visual impact, a condition of approval has been imposed requiring that the antennas and all associated equipment be painted to match the color and finish of the pole, thereby enhancing the stealth design and reducing the visibility of the telecommunications components.

Access to the site is obtained via Santana Way. A service technician for Verizon is anticipated to visit the site periodically throughout the year for routine maintenance and will utilize one to two parking spaces within the parking lot of the park. Therefore, the proposed project is not anticipated to impact the surrounding roadways in terms of traffic.

Parks and Recreation Commission
The applicant’s proposal was reviewed by the Parks and Recreation Commission at its meeting on May 12, 2026. The Commission made a recommendation for a metal cage to be installed atop the equipment enclosure to secure the equipment. The Applicant has agreed to make the improvement and a condition of approval has been included within Exhibit 4.

Alternative Site Analysis
Coverage for current Verizon customers located south of California Avenue between Ontario Avenue and Foothill Parkway is mostly poor, with pockets of “no coverage” near Foothill Parkway (Exhibit 6). Prior to selecting Citrus Community Park, the Applicant evaluated other potential sites in the vicinity of the target service area for collocation opportunity.

The Applicant submitted a Collocation Feasibility Letter (Exhibit 5) which shows the location of Verizon’s search ring area and identifies the most optimal location for a wireless facility to provide adequate signal strength, coverage, and capacity to improve service in the area. The search ring encompasses all of Citrus Community Park and the surrounding residential properties. Exhibit 5 also shows the location of nearby wireless facilities, with the closest facility located in a shopping center north of the project property. Because the existing wireless facilities are located outside of Verizon’s target service area, the Applicant determined that collocation on any of the existing facilities are not suitable. Placing a wireless telecommunications facility on a residential property developed with a residential dwelling is also not an option, as this is prohibited by the City. As the surrounding area is predominantly residential, the Applicant determined that Citrus Community Park is the viable location to place the proposed facility in order to provide significant improvement in cellular coverage and to address the existing coverage gap.

Regulations Governing Telecommunications Facilities
Wireless telecommunications facilities are regulated by federal, state, and local laws. In California, local agencies such as Corona have the authority to regulate the location, height, design, and aesthetic impacts of wireless facilities, subject to limitations established under federal law, including the Telecommunications Act of 1996. These limitations include Section 704 of the Act, which is codified in Title 47 Section 332(c)(7)(B)(iv) of the United States Code, which limits the City’s ability to regulate wireless facilities based on concerns about the health effects of Radio Frequency (RF) emissions to humans. If the proposed facility complies with the Federal Communications Commission’s standards for RF emissions under Title 47 of the Code of Federal Regulations (CFR), the City cannot deny or condition the project based on concerns related to environmental or health effects from RF emissions.

According to the project’s RF Emission Compliance Report (Exhibit 8), the proposed wireless telecommunications facility will be in compliance with RF Exposure Limits stated in Title 47 of the CFR and will not expose members of the general public to hazardous levels of RF energy at ground level or adjacent buildings. Per the report, RF signage will be placed on the pole to alert authorized personnel who may be conducting work or maintenance on the antenna.

PUBLIC NOTICE AND COMMENTS
A 10-day public notice was mailed to all property owners within a 500-foot radius of the project site, as well as advertised in the Sentinel Weekly News and posted at the project site.

As of the preparation of this report, staff has received one item of correspondence from a resident, expressing concern regarding the operation and location of the proposed tower.

The correspondence is attached as Exhibit 9.

STAFF ANALYSIS
The proposed tower will serve as both a wireless telecommunications facility and ballfield light pole to illuminate the park. The facility’s design is consistent with the park’s environment, which mimics other ballfield light poles in the Park. All tower-mounted equipment is required to be painted to match the color of the light pole to enhance the stealth design and reduce the visibility of the antenna components. As such, the project complies with the City’s adopted Location, Development, and Design Guidelines and Standards for Telecommunications Facilities, which require wireless telecommunications facilities to be designed as indistinguishable from their surrounding environment.

The wireless facility meets the applicable development standards including the minimum setback requirements prescribed by the Corona Vista Specific Plan. The facility is also subject to all applicable standards imposed by federal law, including RF emissions limits.

The project is not anticipated to impact the surrounding roadways in terms of traffic.

Therefore, staff recommends approval of CUP2025-0002, subject to the findings of approval outlined below and the recommended conditions of approval attached as Exhibit 4.

FINDINGS OF APPROVAL FOR CUP2025-0002

1. A preliminary exemption assessment has been conducted by the City of Corona in accordance with Section 15303 of the State Guidelines for Implementing the California Environmental Quality Act (CEQA) and Section 3.38 of the City’s Local CEQA Guidelines, and determined that the project meets criteria for a Class 3 (New Construction or Conversion of Small Structures) categorical exemption as it involves the installation of new wireless telecommunications equipment and associated ground equipment within a limited area. The project represents a small utility installation and does not result in a significant expansion of the existing use of the site. Moreover, none of the six Exceptions to Exemptions cited in Section 15300.2 are applicable to the proposed project.

2. Pursuant to Section 17.92.110(a) of the CMC, the proposed use will not be detrimental to public health, safety, convenience and general welfare and will be in harmony with the various elements and objectives in the City’s General Plan for the following reason:
a. The proposal will not be detrimental to public health, safety, convenience, and general welfare because any radio frequency emissions from such installation are governed by limits placed by the Federal Communications Commission (FCC) for human exposure. The proposed telecommunications facility is also required to adhere to FCC regulations, and the applicant shall obtain all required permits from local and federal agencies prior to construction.

3. Pursuant to Section 17.92.110(b) of the CMC, the proposed use is not detrimental to other existing and permitted uses in the general area of the project site, and it relates properly to the surrounding roadways for the following reasons:
a. The proposed wireless telecommunications facility is in compliance with the development standards of the Open Space and Recreation zone of the Corona Vista Specific Plan and the City’s Location, Development, and Design Guidelines and Standards for Telecommunications Facilities. The facility complies with the setback requirements of the underlying zone and has been designed to minimize visual impacts while blending (to the greatest extent feasible) with the surrounding environment.
b. CUP2025-0002 will not impact the existing circulation system because a service technician will visit the site periodically throughout the year for routine maintenance and will utilize a parking space within the parking lot and sufficient parking is provided at the project site to accommodate this activity.

Therefore, the proposed use will not impact the level of service on the surrounding streets.

4. Pursuant to Section 17.92.110(c) of the CMC, reasonable conditions of approval have been imposed on the proposed use to protect public health, safety, and welfare in accordance with the intent and purpose of the City’s zoning regulations for the following reason:
a. Conditions of approval have been levied to protect public health, safety, and welfare and in accordance with the intent and purpose of the Open Space and Recreation zone of the Corona Vista Specific Plan and Chapter 17.65 (Telecommunications Facilities) of the Corona Municipal Code.

5. Pursuant to Section 17.92.110(d) of the CMC, the exercise of the proposed use adheres to all property development standards of the zone in which said use is conditionally permitted for the following reasons:
a. The location of the telecommunications facility on the project site meets all building setbacks as required by the Open Space and Recreation zone of the Corona Vista Specific Plan.
b. The 81-foot-tall telecommunications facility is consistent with the applicable development standards of the Open Space and Recreation zone of the Corona Vista Specific Plan and the requirements of Title 17 because CMC Sections

17.65.060(a) and 17.92.030 allow the height of the telecommunications facility to exceed the maximum height prescribed by the property’s underlying zone with approval of a conditional use permit.
c. The appearance of the telecommunications facility as a ballfield light pole meets the requirements of the design guidelines and standards adopted pursuant to CMC Section 17.65.090 as it would serve to make the facility as indistinguishable from the surrounding environment and the equipment affiliated with the telecommunications facility will be screened by an approximate eight-foot-tall block wall enclosure.

Verizon Collocation Feasibility Narrative
Dear Planning Staff,
As indicated on the enclosed exhibit, there are no existing wireless facilities, within (or immediately outside/adjacent) the Verizon RF Engineer’s search ring area, that could be collocated upon. The existing wireless facilities are depicted by the red and blue dots. All of the existing wireless facilities are located too far from the coverage gap area (red circle).

Collocating upon those facilities would not provide adequate signal strength, coverage or capacity to the service gap area if collocation were attempted. Collocation on the farremoved existing facilities improve or address the current coverage objectives of this search ring/service area.

In light of the absence of existing wireless facilities to collocate upon, Verizon has proposed to locate a new facility in the City of Corona’s Citrus Community Park. As shown on the antenna location map, the project area lacks nearby, existing wireless infrastructure, and the proposed park light pole location is centrally positioned within the coverage gap area.

Verizon is utilizing existing infrastructure in the park, by removing an existing park light standard, and replacing it with a new Musco light that can accommodate wireless equipment. It is less visually intrusive to remove an existing park light standard and replacing it with a new Musco light for wireless equipment, than installing a new wireless monopole/light standard at a new location in the City park. The deployment of the new Verizon wireless facility will improve coverage to the search ring area, and address the signal and service needs of the surrounding residential uses.

7430 New Technology Way, Suite 150 Frederick, Maryland 21703 (703) 596-1022 Phone www.waterfordconsultants.com Compliance Statement
Based on information provided by Verizon Wireless and predictive modeling, the CHASE DRIVE installation proposed by Verizon Wireless will be compliant with Radiofrequency Radiation Exposure Limits of 47 C.F.R. §§ 1.1307(b)(3) and 1.1310. RF alerting signage and restricting access to the antenna to authorized personnel that have completed RF safety training is required for Occupational environment compliance. The proposed operation will not expose members of the General Public to hazardous levels of RF energy at ground level or in adjacent buildings.

Certification
I, Tim Alexander, am the reviewer and approver of this
report and am fully aware of and familiar with the Rules and Regulations of both the Federal Communications
Commissions (FCC) and the Occupational Safety and
Health Administration (OSHA) with regard to Human
Exposure to Radio Frequency Radiation, specifically in
accordance with FCC’s OET Bulletin 65. I have
reviewed this Radio Frequency Exposure Assessment
report and believe it to be both true and accurate to the best of my knowledge.

General Summary
The compliance framework is derived from the Federal Communications Commission (FCC) Rules and Regulations for preventing human exposure in excess of the applicable Maximum Permissible Exposure (“MPE”) limits. At any location at this site, the power density resulting from each transmitter may be expressed as a percentage of the frequency-specific limits and added to determine if 100% of the exposure limit has been exceeded. The FCC Rules define two tiers of permissible exposure differentiated by the situation in which the exposure takes place and/or the status of the individuals who are subject to exposure. General Population / Uncontrolled exposure limits apply to those situations in which persons may not be aware of the presence of electromagnetic energy, where exposure is not employment-related, or where persons cannot exercise control over their exposure. Occupational / Controlled exposure limits apply to situations in which persons are exposed as a consequence of their employment, have been made fully aware of the potential for exposure, and can exercise control over their exposure. Based on the criteria for these classifications, the FCC General Population limit is considered to be a level that is safe for continuous exposure time. The FCC General Population limit is 5 times more restrictive than the Occupational limits.

In situations where the predicted MPE exceeds the General Population threshold in an accessible area as a result of emissions from multiple transmitters, FCC licensees that contribute greater than 5% of the aggregate MPE share responsibility for mitigation.

Based on the computational guidelines set forth in FCC OET Bulletin 65, Waterford Consultants, LLC has developed software to predict the overall Maximum Permissible Exposure possible at any location given the spatial orientation and operating parameters of multiple RF sources. The power density in the Far Field of an RF source is specified by OET-65 Equation 5 as follows:

𝑆 =
𝐸𝐼𝑅𝑃
4⋅𝜋⋅𝑅2
(mW/cm2)
Where EIRP is the Effective Radiated Power relative to an isotropic antenna and R is the distance between the antenna and point of study. Additionally, consideration is given to the manufacturers’ horizontal and vertical antenna patterns as well as radiation reflection. At any location, the predicted power density in the Far Field is the spatial average of points within a 0 to 6-foot vertical profile that a person would occupy. Near field power density is based on OET-65 Equation 20 stated as 𝑆 = (
180
𝜃𝐵𝑊
) ⋅
100 ⋅ 𝑃𝑖𝑛
𝜋 ⋅ 𝑅 ⋅ ℎ
(mW/cm2)
Where Pin is the power input to the antenna, BW is the horizontal pattern beamwidth and h is the aperture length.

Some antennas employ beamforming technology where RF energy allocated to each customer device is dynamically directed toward their location. In the analysis presented herein, predicted exposure levels are based on all beams at full utilization (i.e. full power) simultaneously focused in any direction. As this condition is unlikely to occur, the actual power density levels at ground and at adjacent structures are expected to be less that the levels reported below. These theoretical results represent maximum-case predictions as all RF emitters are assumed to be operating at maximum duty cycle.

For any area in excess of 100% General Population MPE, access controls with appropriate RF alerting signage must be put in place and maintained to restrict access to authorized personnel. Signage must be posted to be visible upon approach from any direction to provide notification of potential conditions within these areas.

Subject to other site security requirements, occupational personnel should be trained in RF safety and equipped with personal protective equipment (e.g. RF personal monitor) designed for safe work in the vicinity of RF emitters. Controls such as physical barriers to entry imposed by locked doors, hatches and ladders or other access control mechanisms may be supplemented by alarms that alert the individual and notify site management of a breach in access control. Waterford Consultants, LLC recommends that any work activity in these designated areas or in front of any transmitting antennas be coordinated with all wireless tenants.

Power density decreases significantly with distance from any antenna. The antennas to be employed at this site are highly directional by design and the orientation in azimuth and mounting elevation, as documented, serves to reduce the potential to exceed MPE limits at any location other than directly in front of the antennas.

For accessible areas at ground level and incident at adjacent structures, the maximum predicted RF power density level resulting from all operations is depicted in Figure 2. The proposed operations will not expose members of the public to hazardous levels of RF energy at ground level or in adjacent buildings CHASE DRIVE - MODIFICATION 04.24.2026

With regard to our community meeƟng and the planning of a wireless telecommunicaƟons facility at Citrus Park, I have many concerns including how this planned addiƟon would be accepted with our local families, and health issues of same.

Topics include:

RadiaƟon exposure, radiaƟon increasing every year, insurance companies comparing cell towers to asbestos as a hazard material, fire risks, aestheƟc and visual impacts, and property values decreasing.

I would appreciate the above concerns being addressed with an explanaƟon to the residents of Corona.

PLANNING & DEVELOPMENT DEPARTMENT

MEMORANDUM
DATE: July 6, 2026
TO: Honorable Chair and Commissioners
FROM: Eduardo Galdamez, Assistant Planner
SUBJECT: Revised Project Plans for Public Hearing Item No. 6.1, CUP2025-0002 Following preparation of the staff report for Item No. 6.1 (Conditional Use Permit CUP2025-0002) of this evening’s (July 6) Planning Commission hearing, the applicant informed staff that the pole of the proposed telecommunication facility (light pole) will have a wider base, with a maximum width of 36 inches (compared to the existing pole which has a base measuring 14 inches). According to the applicant, the wider width in the new pole is needed to accommodate coaxial cables that will run through the inside of the pole and support the weight of the transmission equipment. In addition, the mounted antenna configuration had been revised with the largest antennas relocated to the lowest RAD center height (essentially “flipping” the previous configuration). No change is proposed to the number of antennas nor to the overall height of the proposed tower. The applicant has provided revised plans illustrating the proposed facility and which are attached as Exhibit 1. Staff also requested photo-simulations to better visualize the updated design, but the applicant will be unable to provide these materials before the hearing.
