RECOMMENDED ACTION:
That the City Council:
a. Adopt Resolution No. 2026-090 to accept and appropriate $76,816 from the State of California and approve the application for Alcoholic Beverage control Program grant funds.
b. Authorize an appropriation in the amount of $76,816 from the General Grants Fund (FD_1111), increase estimated revenue by the same amount to be reimbursed from the State of California Department of Alcoholic Beverage Control Alcohol Policing Partnership Program 2026-2027.

BACKGROUND & HISTORY:
The Department of Alcoholic Beverage Control offered grant funding to local law enforcement agencies in January 2026 for the Alcohol Policing Partnership Program for fiscal year 2026-2027. The mission of the Alcohol Policing Partnership Program is to assist local law enforcement agencies in developing a practical, effective, and comprehensive strategic approach to eliminating crime and public nuisance problems associated with problem alcoholic beverage outlets.
In June 2026, the Corona Police Department was notified that the City’s grant application for the Alcohol Policing Partnership Program was approved, and on July 20, 2026 the grant agreement was received.
ANALYSIS:
This grant will address Alcoholic Beverage Control (ABC) priorities, consisting of Shoulder Tap operations to deter adults from purchasing alcohol for minors, Decoy operations, undercover operations, saturation patrols, and other alcohol-related enforcement activities within the City limits. The Corona Police Department ABC liaison officer will work with the local ABC liaison agent to provide officer training, educational and preventive programs, and coordinate all other designated projects with ABC inspections and operations.
The performance period for the grant is July 1, 2026, through June 30, 2027. The onetime award will reimburse the City of Corona for designated personnel expenditures and other related supplies. All program operations will be conducted on an overtime basis and will supplement existing police crime prevention activities. The City Attorney has reviewed and approved as to form the proposed Grant Agreement.
FINANCIAL IMPACT:
Approval of the recommended actions will result in an appropriation and estimated revenue increase of $76,816 in the General Grants Fund (FD_1111) in Fiscal Year 2027.
This grant has no cost share matching requirements.
