BACKGROUND & HISTORY:

The City utilizes professional contractual services for landscape maintenance at the Utilities Department Water and Water Reclamation Facilities. These contractual services supply the equipment, professional staff, and expertise needed to conduct this work in a safe and effective manner, while providing clean and attractive landscaping throughout the City.

Landscaping services for these facilities were previously provided by Greentech Landscape. Their contract expired on June 30, 2026, and all renewal terms have been exhausted. Services are currently provided through a temporary contract to maintain uninterrupted services until a vendor is formally approved.

The Utilities Department has made a large investment and commitment to maintain its utility locations located throughout the community, which includes comprehensive landscape maintenance services such as mowing, edging, trimming and litter removal. To offer seamless services in these facilities, staff is seeking contractors who will have a consistent and trained crew working in these zones while providing quality and reliable services to Corona residents.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to approve a Maintenance and General Services Agreement for landscaping services, and there is no possibility that approving this agreement will have a significant effect on the environment.
