REQUEST FOR CITY COUNCIL ACTION
SUBJECT:

RESOLUTION ADOPTING CALIFORNIA MUTUAL AID REIMBURSEMENT

AGREEMENT
EXECUTIVE SUMMARY:

This staff report asks the City Council to adopt a resolution for City employees who respond to or support mutual aid emergency incidents and updates the City’s 2015 CFAA submission to Cal OES to reflect current Fire Department position/classification titles, adopted as part of the City’s Position Library and Compensation Plan (effective June 13, 2026), and extends the same compensation authorization to designated non-fire employees who may be deployed in support of a mutual aid emergency incident.

RECOMMENDED ACTION:

That the City Council adopt Resolution No. 2026-092, authorizing compensation for employees assigned to mutual aid emergency incidents and superseding the City’s 2015 California Fire Assistance Agreement submission and rescinding Resolution No. 2013- 103.

BACKGROUND & HISTORY:

The City of Corona (City) participates in the California Fire Assistance Agreement (CFAA) with the California Governor’s Office of Emergency Services (Cal OES). The CFAA allows the City to deploy qualified Fire Department personnel and equipment to assist with mutual aid emergency response efforts, including wildfires and other declared disasters.

Under the CFAA, the City may seek reimbursement from Cal OES for eligible costs, including compensation for personnel assigned to mutual aid emergency incidents.

On June 30, 2015, the Cal OES CFAA Committee approved the City's submitted documentation authorizing overtime and portal-to-portal reimbursement; however, that 2015 approval only covered Fire Department personnel. On June 3, 2026, the City Council adopted an updated Position Library and Compensation Plan, effective June 13, 2026, which reflects current position/classification titles for all City departments. Several of the position titles identified in the City’s 2015 CFAA submission have since changed.

For example, “Deputy Chief” is now “Deputy Fire Chief,” and “EMS/Nurse/Educator” is now “Nurse Educator.” As a result, the City’s CFAA authorization must be updated to reflect the City’s current position and classification titles.

ANALYSIS:

Cal OES requires a participating agency’s governing body to adopt a resolution identifying the agency’s current fire department position/classification titles as a condition of CFAA reimbursement eligibility. When the claimed position title does not match the agency’s official position library, Cal OES may delay or deny reimbursement for costs associated with that position.

To remain authorized for reimbursement of eligible costs, the proposed resolution updates the City's Fire Department position titles to match the current Position Library and Compensation Plan. The resolution authorizes portal-to-portal reimbursement for the listed job classifications, with overtime compensation provided in accordance with the applicable Memorandum(s) of Understanding. The table below summarizes the key position title changes between the City’s 2015 CFAA submission and the current Position Library and Compensation Plan:

FINANCIAL IMPACT:

Adoption ensures the City remains eligible to seek reimbursement from Cal OES for eligible personnel compensation costs incurred by Fire Department personnel responding to mutual aid emergency incidents under the CFAA. It also allows the City to seek reimbursement for eligible personnel compensation costs incurred by other City employees, as identified in the resolution, who respond to or support mutual aid emergency incidents, including disasters occurring within the City of Corona. Failure to update the resolution could result in delayed or denied reimbursement of otherwise eligible personnel costs.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. There is no possibility that adopting Resolution No. 2026-092 will have a significant effect on the environment. Therefore, no environmental analysis is required.
