SUBJECT:
FISCAL YEAR 2025-2026 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT EXECUTIVE SUMMARY:
This staff report asks the City Council to conduct a public hearing to receive comments on the Fiscal Year 2025-2026 Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant and HOME Investment Partnerships Programs.
RECOMMENDED ACTION:
That the City Council:
a. Conduct a public hearing to receive comments concerning the 2025-2026 Consolidated Annual Performance and Evaluation Report. b. Authorize the City Manager, or his designee, to submit the 2025-2026 Consolidated Annual Performance and Evaluation Report to the United States Department of Housing and Urban Development.
BACKGROUND & HISTORY:
Federal regulations require the City of Corona (City) to prepare an annual report called the Consolidated Annual Performance and Evaluation Report (CAPER). This report contains a summary of activities in connection with the City’s Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) grants received from the United States Department of Housing and Urban Development (HUD).
ANALYSIS:
The 2025-2026 CAPER is an informational assessment report of activities implemented by the City and its community partners with CDBG and HOME grant funds from July 1, 2025 to June 30, 2026, to address the needs of low-and moderate-income residents. Submission of this report marks the completion of the first year in the current Five-Year Consolidated Plan cycle.
Formula Allocation CDBG and HOME Programs
For the 2025-2026 program year, the City received $1,085,264 of CDBG funds and $409,306.27 of HOME funds from HUD. The investment of CDBG and HOME funds was a catalyst for positive change in the community. The City of Corona and its community partners successfully delivered several housing, community support, and capital project achievements during the 2025-2026 program year. Housing stabilization efforts included providing health and safety rehabilitation loans to three low-and moderate-income homeowners, bringing 131 housing units into code compliance, and delivering security deposit and monthly rental assistance to 81 at-risk and homeless households. In addition, fair housing education and landlordtenant services reached 1,548 residents, while nonprofit partnerships provided mentoring, advocacy, and self-sufficiency training to 65 low-andmoderate-income Corona residents. Finally, the City enhanced community recreation and accessibility by completing the Sheridan Park Universal Playground, Victoria Park Splash Pad, and Phase I of an ADA Compliance project to construct 75 ADA-compliant curb ramps.
CDBG-CV Close Out
In addition to the City’s formula allocation for CDBG and HOME programs, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act authorizing $2.2 trillion in a variety of stimulus measures to prevent, prepare for, and respond to the COVID-19 pandemic. The City received a special allocation of $1,670,542 of CDBG funds under the CARES Act, referred to in the CAPER as “CDBG-CV” funds. The City Council previously allocated these funds to support a variety of activities, including eviction and foreclosure prevention for low- and moderate-income residents experiencing negative economic impacts as a result of the COVID-19 pandemic. During the 2025-2026 program year, the City utilized $19,157.32 of the remaining funds to provide short-term rental and utility assistance to two Corona households.
Citizen Participation
HUD regulations require the 2025-2026 CAPER to be made available to citizens for public comment. In accordance with HUD regulations, a public notice was published in the Sentinel Weekly News on August 28, 2026, inviting the public to comment on the CAPER. The draft CAPER was available for public review starting on August 31, 2026 and ran through September 16, 2026 with the document located at the City Clerk’s Office and the Corona Public Library, as well as online on the City’s CDBG webpage. To facilitate additional public review, the Fiscal Year 2025-2026 CAPER is included with this agenda item as Exhibit 1.
FINANCIAL IMPACT:
There is no financial impact as a result of the reported projects, which were funded with HUD CDBG and HOME grants.
ENVIRONMENTAL ANALYSIS:
The creation, modification, or update of required HUD reports is an administrative activity exempt under 24 CFR Part 58, Section 58.34 of the National Environmental Policy Act of 1969 (NEPA), as amended. Additionally, these activities are not considered “projects” under the California Environmental Quality Act (CEQA).
