REQUEST FOR CITY COUNCIL ACTION
SUBJECT:
GRANT FROM UNITED STATES TENNIS ASSOCIATION FOR TENNIS COURT RESURFACING AT EAGLE GLEN AND MOUNTAIN
GATE PARKS
EXECUTIVE SUMMARY:
This staff report asks the City Council to accept and appropriate a grant award in the amount of $49,140 from the United States Tennis Association Grant to fund the resurfacing of tennis courts at Eagle Glen and Mountain Gate Parks.
RECOMMENDED ACTION:
That the City Council:
a. Accept grant funding from the United States Tennis Association in the amount of $49,140 for tennis court resurfacing at Eagle Glen and Mountain Gate Parks.
b. Authorize an estimated revenue increase in the amount of $49,140 ($21,490 for Eagle Glen Park and $27,650 for Mountain Gate Park) within the Grants General Fund (FD_1111) for the United States Tennis Association Grant. c. Authorize the City Manager, or his designee, to adjust the budget accordingly if the grantor distributes additional funds to grant participants.
BACKGROUND & HISTORY:
The Community Services Department is responsible for maintaining and improving recreational amenities throughout the City’s park system, including public tennis courts. As part of these efforts, the tennis courts at Eagle Glen Park and Mountain Gate Park have been identified for rehabilitation to address aging playing surfaces and maintain safe, functional, and attractive recreational facilities for the community.
To help offset the cost of the proposed improvements, the Community Services Department submitted two funding requests through the United States Tennis Association (USTA) Tennis Venue Services program. The program provides funding assistance to communities seeking to improve tennis infrastructure and is intended to support safe, appealing, and functional tennis environments that encourage lifelong physical activity and enhance opportunities for tennis programming.
On August 26, 2026, USTA notified the City that both funding requests had been approved. The City was awarded $21,490 for Eagle Glen Park to support the resurfacing of three (3) tennis courts, and $27,650 for Mountain Gate Park to support the resurfacing of four (4) tennis courts. Together, the two awards provide $49,140 in grant funding toward improvements at seven (7) public tennis courts.
ANALYSIS:
Acceptance of the USTA grant funding will allow the City to leverage general funding to rehabilitate seven (7) tennis courts at two City parks. The proposed work will improve the surface condition and quality of the courts and extend the useful life of these recreational assets.
Funding for the full cost of the tennis court rehabilitation projects was previously approved by the City Council as part of the annual budget adoption through a Service Level Change (SLC). The $49,140 USTA grant award will offset approximately 50% of the total project cost. As sufficient funding has already been appropriated for the projects, no additional City appropriation is required as part of this action.
Staff will work with the Purchasing Division to establish the required agreement and purchase order necessary to proceed with the resurfacing work.
The projects are scheduled for completion in October 2026, with the resurfacing work estimated to take approximately eight (8) working days to complete.
Under the terms of the awards, the City must complete the projects and submit the required accountability documentation before grant funds are distributed. The funding is available for 12 months beginning August 26, 2026, after which time the awards may be forfeited.
FINANCIAL IMPACT:
Approval of the recommended actions will result in an appropriation in the amount of $49,140 ($21,490 for Eagle Glen Park and $27,650 for Mountain Gate Park) in the Community Services Department’s grant budget and an estimated revenue increase by the same amount within the Grants General Fund (FD_1111) for the United States Tennis Association Grant.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to accept the United States Tennis Association Grant, and there is no possibility that approving this agreement will have a significant effect on the environment. Therefore, no environmental analysis is required.
