REQUEST FOR CITY COUNCIL ACTION
SUBJECT:
REPLACEMENT OF TWO POLICE DEPARTMENT VEHICLES
EXECUTIVE SUMMARY:
This staff report requests that the City Council approve the replacement of two Police Department emergency response vehicles that were damaged beyond repair in traffic collisions.
RECOMMENDED ACTION:
That the City Council:
a. Approve the replacement of two Police Department emergency vehicles declared total losses following non-fault collisions.
b. Authorize an appropriation in the amount of $200,650.07 from the Fleet Replacement Fund (FD_1684) to the Vehicle Procurement-Police Operating and Maintenance Project No. PJ_00000491.
BACKGROUND & HISTORY:
As part of the annual budget, the City's Vehicle Replacement List establishes the vehicles authorized for replacement or acquisition during the fiscal year. This list is developed by the Fleet Services Division based on vehicle condition assessments, department needs, and budget availability. Even with the best of planning, vehicles can experience unforeseeable catastrophic mechanical failures or be involved in traffic collisions that result in a total loss. These vehicles are not scheduled for replacement and thus do not appear on the annual Vehicle Replacement List. Council authorizes their replacement as needed.
Two Police Department emergency response vehicles were involved in traffic collisions in Fiscal Year 2027 (FY27) that resulted in a total loss. They were not identified for scheduled replacement when the FY27 Vehicle Replacement List was developed because the collision losses were unforeseeable. Consequently, the adopted vehicle replacement plan and related appropriations did not include replacement funding for these units.
ANALYSIS:
Staff are seeking City Council’s authorization to add these two vehicles to the FY27 Vehicle Replacement List and include an appropriation to cover the associated replacement costs. The replacement of the two totaled vehicles is recommended to support ongoing Police Department emergency response operations, provide fleet availability, and restore service capacity.
If approved, Fleet Services will procure two similar, current-model, pursuit-rated emergency police vehicles in accordance with Corona Municipal Code purchasing guidelines. Standard emergency police vehicle upfitting would be completed by the City’s current contracted upfitting vendor.
FINANCIAL IMPACT:
The estimated purchase price and up-fit costs for the two vehicles total $200,650.07 , including a 5% contingency allowance. Approval of the recommended actions will result in an appropriation in the amount of $200,650.07 from the Fleet Replacement Fund (FD_1684)to the Vehicle Procurement-Police, Operating and Maintenance Project No.

ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is requesting the addition of two vehicles onto FY27 Vehicle Replacement List, and there is no possibility that approval of the replacement vehicles will have a significant effect on the environment. Therefore, no environmental analysis is required.
