RESOLUTION NO. 2026-098
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORONA, CALIFORNIA, ESTABLISHING
REIMBURSEMENT AMOUNT TO COLLECT FROM
BENEFITTING PROPERTIES TO COVER THE
PROPORTIONATE SHARE OF CONSTRUCTING THE
STATE STREET WATER MAIN EXTENSION.
WHEREAS, the City of Corona (“City”) provides water services to customers within the City utility service area; and
WHEREAS, pursuant to Corona Municipal Code (“CMC”) section 13.14.070(A), if a water main does not exist along the frontage of a parcel of property to allow a water service connection, the applicant for new water service is required to construct, at the applicant’s expense, a water main to the City’s standards along the entire property frontage and connecting the property to be serviced with the City’s existing transmission and distribution facilities; and WHEREAS, the real property located at 18570 State Street and designated as Assessor Parcel Number 278-230-028 (“18570 Parcel”) and the real property located at 18540 State Street and designated as Assessor Parcel Number 278-230-0285 (“18540 Parcel”) were previously permitted to connect to the City’s water system via a long service line connected to the existing water main terminus at the intersection of State Street and Marlin Way without constructing a water main extension along the frontage of such properties; and WHEREAS, the owner of certain real property located at 18556 State Street, Corona, California and designated as Assessor Parcel Number 278-230-026 (“18556 Parcel”), which is situated immediately north of the 18570 Parcel and immediately south of the 18540 Parcel, desires to connect to the City’s water system; and WHEREAS, pursuant to CMC section 13.14.1070(A), the owner of the 18556 Parcel is required to construct an extension of the City water main line for approximately 378 feet from the existing terminus at the intersection of State Street and Marlin Way (“State Street Water Main Extension”); and
WHEREAS, if the owners of the 18570 Parcel and the 18540 Parcel had been required to extend the water main along the frontage of such properties, the length of the State Street Water Main Extension required to be constructed for connection of the 18556 Parcel would be reduced to approximately 87.91 feet, which is the linear frontage of the 18556 Parcel and would be approximately 23% percent of the cost to construct the State Street Water Main Extension; and WHEREAS, the City has entered into a reimbursement agreement with the owner of the 18556 Parcel whereby the owner of the 18556 Parcel will be responsible for 23% percent of the cost to construct the State Street Water Main Extension and the City will advance the funds to - 2 -

pay for the remaining 77% percent of the costs to construct the State Street Water Main Extension; and
WHEREAS, the State Street Water Main Extension will provide a benefit to the 18556 Property, as well as two other undeveloped properties on State Street designated as Assessor Parcel Numbers 278-230-018 and 278-230-022 (each a “Future Benefitted Parcel”); and WHEREAS, each Future Benefitted Parcel may now, or in the future, desire or be required to connect to the City’s water system; and
WHEREAS, the City Council desires to establish a reimbursement charge for the State Street Water Main Extension to be collected prior to connection of a Future Benefitted Parcel to the City’s water system; and
WHEREAS, the City Council finds and determines that the reimbursement charge should be established and allocated to each Future Benefitted Parcel based upon the linear footage of the State Street Water Main Extension that is located along the property frontage of each Future Benefitted Parcel, since such allocation provides a fair, reasonable, and rational formula to apportion the total cost of the State Street Water Main Extension in relation to the benefit received by each Future Benefitted Parcel; and
WHEREAS, the City Council desires that the amount of the reimbursement charge for the State Street Water Main Extension be imposed and collected based upon the actual Total Cost (defined below) for the State Street Water Main Extension; and WHEREAS, the reimbursement charges imposed and collected for the State Street Water Main Extension pursuant to this Resolution shall be used to reimburse the City of the costs and expenses incurred to pay for the construction of the State Street Water Main Extension.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
CITY OF CORONA, CALIFORNIA AS FOLLOWS:
SECTION 1. Findings. The recitals set forth above are hereby adopted as findings in support of this Resolution.
SECTION 2. Reimbursement Charge. The City Council hereby establishes and adopts an amount equal to the Total Cost to construct the State Street Water Main Extension as the reimbursement charge to be collected from each Future Benefitted Parcel prior to connection to the City’s water (“Reimbursement Charge”). For purposes of this Resolution and calculating the Reimbursement Charge, the “Total Cost” of constructing the State Street Water Main Extension shall include, without limitation, all labor materials, tools, equipment, services, and incidental and customary work necessary to plan, engineer, design, environmentally review, permit, site, bid, and construct the State Street Water Main Extension, including without limitation, all costs and expenses for the following: engineering, architectural, appraisal, legal, and other consultant services throughout the preconstruction and construction phases; bid preparation and - 3 -

administration services (if necessary), soil, project and other surveying, inspection and testing services; construction and project management services; and all construction and project close out activities.
SECTION 3. Fair Share Allocation of Reimbursement Charge. The City Council hereby allocates the Reimbursement Charge to each Future Benefitted Parcel based upon the percentage of linear footage of the portion of the State Street Water Main Extension that is located along the property frontage of each Future Benefitted Parel, as compared to the total linear footage of the State Street Water Main Extension. Such fair share allocation shall be as follows:

Total (LF)
Parcel Frontage (LF) Fair Share
Percentage
278-230-018 378 131.1 35%
278-230-022 378 33 9%
SECTION 4. Estimated Fair Share Reimbursement Charge. Upon completion of the State Street Water Main Extension, the City shall: (1) document and determine the actual Total Cost of constructing the State Street Water Main Extension; (2) calculate the actual Reimbursement Charge owed by each Future Benefitted Parcel based upon the fair share percentages provided in Section 3 above; and (3) provide by certified mail such information to the owner(s) of each Future Benefitted Parcel, as such owner(s) appear on the last secured assessment roll as of the date of mailing. Each Future Benefitted Parcel shall be obligated to pay its fair share allocation of the actual Reimbursement Charge prior to its connection to the City’s water system.
For informational purposes only, the City has estimated the Total Cost of constructing the State Street Water Main Extension to be $167,350 and thus as of the date of this Resolution estimates the fair share of the Reimbursement Charge for each Future Benefitted Parcel as follows:

SECTION 6. CEQA Findings. The City Council finds that the adoption of this Resolution is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Adoption of this Resolution is also exempt pursuant to Section 15303(d), which provides that the construction of water main, sewage, electrical, gas, and other utility extensions of reasonable length to serve an adjacent single-family residence are exempt from CEQA. This Resolution simply establishes reimbursement charges to cover the proportionate share of constructing the water main necessary to connect a limited number of single-family residences located on State Street to the City’s water system. Construction of the State Street Water Main Extension will be reviewed as a separate project. Therefore, no further environmental analysis is required for establishment of the reimbursement charge for certain private properties along State Street.
SECTION 7. Effective Date. This Resolution shall become effective on October 7, 2026.
