Future Agenda Item Request Form
Future agenda items should be limited to new issues that emerge during the year that are urgent and cannot wait until the next priority setting session of Council before requiring action.

Name: Jacque Casillas
Date: 9/30/26
Title Name/Topic: Review of Cannabis tax in Corona compared to county Background

1. What is the purpose of the request, i.e. what are you trying to achieve or do? It has been two years since the last analysis of the cannabis tax within the city of Corona.

The industry has changed a lot in two years, and I would like to better understand what the tax burden on cannabis businesses in Corona is compared to county cannabis businesses.

2. What is the scope of the work you wish to see done?
Research and gather the tax rates for cannabis businesses in and around Corona on both city and county jurisdiction. Analyze the data in order to get the most accurate “apples-to-apples” comparison of rates. Determine if there is a clear difference between city and county rates and present findings to the city council for further discussion and next steps.

3. Does this request align with the City’s Strategic Plan? How? Yes - Strong Economy: expand the local economy by supporting local businesses.

4. What is the desired timeline to have the issue considered by Council? At the team’s first availability. I understand an analysis like this can take time.

5. Is the issue urgent requiring action before the next priority setting session of Council (Fall Policy Workshop)?
No
