BACKGROUND & HISTORY:

In April 2016, a Concrete Sidewalk Infrastructure Assessment was completed to identify, tripping hazards for all City-maintained sidewalks, curbs, and gutters. The Assessment identified locations in which cracking, patching, faulting, vaulting, spalling, or holes posed a safety risk. As a result of this initial assessment, between November 2017 and March 2018, the Citywide Sidewalk Improvements Phase I Project, No. 2017-01, underwent construction, entailing the replacement of more than 80,000 square feet of damaged sidewalk at 850 addresses and 110 linear feet of curbs and gutters. A subsequent assessment in 2021 was delayed due to the COVID-19 pandemic.

A Complete Sidewalk Condition/Pedestrian Ramp Assessment was conducted between December 2023 and July 2025 to identify additionally distressed sidewalk locations, quantify vertical displacement heights, confirm the type of repair treatments recommended, and tabulate sidewalk replacement square footage. As a result, staff marked each location in the field and verified sidewalk replacement square footage for accuracy by October 2025. Approximately 5,100 locations were identified as having a vertical displacement height of ¾ inch or greater, a separation (including cracking, joint spalling, etc.) of ¾ inch or greater, or an excessive cross slope or grade of > 8%. These locations were targeted for a single citywide sidewalk-improvement capital improvement project in FY 26/27 to eliminate the most severe trip hazards throughout the City in the shortest time possible.

The bid schedule for this project included bid items for landscape maintenance, which would prevent recurring sidewalk issues at locations where sidewalk replacement or grinding is currently necessary. The as-needed root pruning, placement of root guards, or tree removals will be inspected and evaluated by a licensed International Society of Arboriculture (ISA) arborist.

This project will reduce physical barriers in public walkways, ensure compliance with accessibility requirements under the Americans with Disabilities Act (ADA), reduce tripand-fall liability, and meet the goals of the City's Sidewalk Inspection and Minor Repair Program Policy.

ANALYSIS:

The Plans and Specifications for the project were completed and reviewed by staff and are ready for adoption and award. As specified in the bid package, the City shall award the contract for the Project to the lowest responsive, responsible bidder, as determined from the lowest total on the Base and Alternate Bid Schedules.

The project was advertised in the Sentinel Weekly on July 17, 2026, soliciting bids, pursuant to Corona Municipal Code section 3.08.90, Public projects - formal bidding procedure, and purchasing policy through the City’s PlanetBids bidding portal. Five hundred thirty-four (534) prospective bidders were notified of the project through the PlanetBids bidding portal, and nineteen (19) prospective bidders downloaded the bid document files. Twelve (12) bids were received through the PlanetBids bidding service.
