REQUEST FOR CITY COUNCIL ACTION
SUBJECT:
CONTRACT CHANGE ORDER WITH COPP CONTRACTING INC. FOR THE CHASE
DRIVE AND SMITH AVENUE SIDEWALK GAP CLOSURE PROJECT
EXECUTIVE SUMMARY:
This staff report requests that the City Council authorize Contract Change Order No. 6, in the amount of $21,427.59, to Copp Contracting Inc., for final field-measured quantity adjustments and project closeout.
RECOMMENDED ACTION:
That the City Council authorize the City Manager, or his designee, to issue Contract Change Order No.6 in the amount of $21,427.59 to Copp Contracting Inc., for total notto-exceed contract amount of $646,137.82.
BACKGROUND & HISTORY:
The Sidewalk Gap Closure at Chase Drive and Smith Avenue, Capital Improvement Project No. ST-2022-14 installed new sidewalks along Thacker Drive, Chase Drive, and Smith Avenue with pedestrian curb ramps to meet Americans with Disabilities Act (ADA) compliance requirements. Additionally, new curb and gutter, street lighting, and landscaping were added where appropriate. The project was partially funded by a $432,500 SB821 Transportation Development Act Article 3 Bicycle and Pedestrian Facilities Grant for both design and construction.
The City awarded the Construction Contract to Copp Contracting Inc. (Contractor) on January 7, 2026, in the amount of $570,464 and authorized the City Manager, or his designee, to execute any non-substantive change orders up to 10% of the construction cost, totaling $57,046.
The sum of Contract Change Orders 1 through 5 was $54,246.23, which was within the City Council authorized 10% contingency.
ANALYSIS:
On July 23, 2026, the Contractor substantially completed construction of the Sidewalk Gap Closure at Chase Drive and Smith Avenue. City staff measured and tabulated final installed quantities as part of the review process for the Contractor’s final invoice and overall project close-out. Due to direct field changes and minor variations between bid quantities and as-built quantities, there is a 3.2% overage on the original contract bid items.
The net quantity adjustments for the resulting Balancing Change Order total $18,736.71 (see Exhibit 1 for details). Additionally, a minor Contract Change Order for Pole Base Bolt Adjustment and Portland Concrete Cement Cancellation totals $2,690.88. These two change orders combined result in Contract Change Order No. 6, in the amount of $21,427.59. While there is sufficient funding within the project budget to pay for Change Order 6, it requires Council approval because it exceeds the total authorized contingency amount.
Contract Change Order No. 6 will finalize all construction quantities and facilitate final payment, to close out the Project.
FINANCIAL IMPACT:
Funding for the recommended actions is available within the Sidewalk Gap Closure at Chase Drive and Smith Avenue, Capital Improvement Project No. ST-2022-14 within the Measure X Fund (FD_1120).
ENVIRONMENTAL ANALYSIS:
This project is categorically exempt pursuant to Section 15301(d) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt if the project involves negligible or no expansion of use to the existing facility.
