EXECUTIVE SUMMARY:
This staff report asks the City Council to approve the first amendment to the Professional Services Agreement with Albert A. Webb Associates for engineering design services for capital improvement projects at Water Reclamation Facility #1.
RECOMMENDED ACTION:
That the City Council:
a. Approve the First Amendment to the Professional Services Agreement with Albert A. Webb Associates for Consulting Design Services increasing the agreement by $250,197 for a total not to exceed amount of $648,278.
b. Authorize the City Manager, or his designee, to execute the First Amendment to the Professional Services Agreement for Consulting Design Services with Albert A. Webb Associates for a total agreement amount of $648,278 through June 30, 2029, with no additional change order authority.
c. Authorize the City Manager, or his designee, to issue a Purchase Order to Albert A. Webb Associates in the amount of $648,278 for the Water Reclamation Facility 1A Blower and Digester Piping and Equipment Upgrade, Capital Improvement Project No. UT-2026-09.
That the Corona Utility Authority review, ratify and to the extent necessary, direct the City Council to take the above actions.
BACKGROUND & HISTORY:
On March 5, 2025, City Council awarded Request for Proposals (RFP) 24-082AT to Albert A. Webb Associates for design and engineering services for Multiple Motor Control Center (MCC) Replacement and Upgrade Project. for a total contract amount of $454,984. This RFP included design and engineering services for four MCC projects. One of the MCC projects is the replacement and relocation of the Primary MCC at Water Reclamation Facility (WRF) 1A, with replacement of the blower and upgrades to the Turblex controls.
On June 18, 2025, City Council awarded RFP 25-034AT to Albert A. Webb Associates for Design and Engineering Services related to the Digester Equipment Rehabilitation and Electric Upgrade Project at WRF1 for a total contract amount of $398,081.
As design for these projects was underway, City staff determined that combining the WRF1A Primary MCC replacement and relocation, blower replacement, and Turblex control upgrades with the Digester Equipment Rehabilitation and Electric Upgrade Project was the most efficient route for constructability and startup of the various project components.
Additionally, the City had a third project to replace the boilers at WRF1, which related into the larger projects occurring at the same location. The design for the boiler replacement was previously prepared by APEC but had not gone out to bid for construction, pending replacement of the motor control centers.
Staff decided to combine the interrelated projects, now titledthe Water Reclamation Facility 1A Blower and Digester Piping and Equipment Upgrade (Project) and is inclusive all the components of the individual projects. Combining these projects allows for a shorter construction schedule, enhanced sequencing of construction, a single contractor working in a small area of the treatment plant, and better coordination of startup and commissioning at each step in the Project.
ANALYSIS:
During design of the Project, the design team identified that the existing Blower Building was inadequate to accommodate the new equipment and would require significant modifications which necessitated a structural analysis. The structural analysis indicated that major seismic retrofits would be necessary, given the existing building is over 60 years old. As such, the City team determined that replacing the building is the most costeffective path forward. Webb’s original design budget did not include replacing the building.
Staff recommends amending the Professional Services Agreement with Albert A. Webb and Associates (RFP 25-034AT), by $250,197, bringing the total from $398,081 to $648,278 to complete the Project’s design in order to bid the project for construction.
There are no changes needed on the original PSA with Albert A. Webb and Associates (RFP 24-082AT).
FINANCIAL IMPACT:
Funding for the recommended actions is available in the Water Reclamation Facility 1A Blower and Digester Piping and Equipment Upgrade, Capital Improvement Project No.
UT-2026-09 within the Sewer Utility Fund (FD_1572).
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15302 of the Guidelines for the California Environmental Quality Act (CEQA), which states replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, and is therefore exempt from CEQA. This action involves design services for the replacement of existing equipment and an existing building.
Therefore, no environmental analysis is required, and staff will file a Notice of Exemption with the County of Riverside.
