REQUEST FOR CITY COUNCIL ACTION
SUBJECT:

RESOLUTION AUTHORIZING SUBMITTAL OF INDIVIDUAL GRANT APPLICATIONS

FOR ALL CALRECYCLE GRANTS
EXECUTIVE SUMMARY:

This staff report asks the City Council to approve a resolution authorizing the submittal of individual grant applications for all CalRecycle Grants. This is an eligibility requirement in order for the City to apply for the Rubberized Pavement Grant Program.

RECOMMENDED ACTION:

That the City Council:
a. Adopt Resolution No. 2026-097, authorizing submittal of individual grant applications for all CalRecycle grants.
b. Authorize the City Manager, or his designee, to execute grant applications and documents for a period of five years.

BACKGROUND & HISTORY:

The City of Corona has received a total of $628,874 in grants from the Rubberized Pavement Grant Program, formerly called the Rubberized Asphalt Concrete (RAC) Grant Program. According to The California Department of Resources Recycling and Recovery (CalRecycle) guidelines, the City of Corona is eligible to apply for approximately $327,000 for Fiscal Year 2026/27. However, CalRecycle requires a current resolution that identifies the job titles of the Signature Authorities authorized to sign all grant-related documents necessary to secure funds and implement the approved projects. The resolution has a maximum valid duration of five years from the date of adoption. If the resolution expires during the application period or the grant term, CalRecycle requires the adoption of a new valid resolution. The City’s most recent CalRecycle resolution, No. 2017-109, expired on November 1, 2022.The City will need to adopt a new resolution in order to be eligible for this funding.

ANALYSIS:

CalRecycle administers the Rubberized Pavement Grant Program to promote markets for recycled-content surfacing products made from waste tires generated in California.

The goal is to decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires. RAC is a proven road paving material used in California since the 1970s. RAC is made by blending ground tire rubber with asphalt binder then mixing the blended materials with conventional materials. Roads made with RAC last 50% longer than roads made only with conventional materials and have been found to reduce roadway noise levels by an average of seven to nine decibels.

If awarded, the grant funds would pay for a portion of the construction cost for the Annual Pavement Restoration Project (Zone 2), Capital Improvement Project No. ST-2027-03.

FINANCIAL IMPACT:

Approval of this resolution has no direct financial impact. However, if awarded, the City is anticipated to receive approximately $327,000 during the FY 2027 Rubberized Pavement Grant Program application cycle. This grant does not require matching funds. All grants awarded will be presented to City Council as required for appropriation approval.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action simply authorizes the submittal of a grant application.
