BACKGROUND & HISTORY:

The City of Corona (City) maintains and operates wells within two groundwater subbasins:
the Temescal Subbasin and the Bedford-Coldwater Subbasin. These groundwater subbasins are within the City’s water service area and sphere of influence. Groundwater is diverted to the City’s Temescal Desalter, Ion Exchange Treatment Plant, Mangular Tank, and Garretson Tank for treatment and/or blending via the well collection pipeline system. Well 22 is located on Sierra Vista Street, approximately 200 feet north of 5th Street. There is an existing above-ground vault located on the west side of the well building, which contains a control (“Cla-Val”) valve known as Common Well 22. The existing Common Well 22 Cla-Val valve reduces pressure and controls flow from Well 11A, Well 12A, Well 14, Well 15, and Well 27, which are located on the west side of the City. The existing Common Well 22 Cla-Val valve, over the years, has sustained high maintenance costs and generates excessive noise for the nearby residents. This project will replace the existing Cla-Val valve with a sleeve (“Bailey”) valve that is made to handle high water pressure better and eliminate existing issues.

The Well 22 Piping and Site Improvements include removal of existing fencing, manual gate, and doorway along the west side of the well building; new tubular steel fencing including a new manual gate; relocation of an existing fire hydrant; removal of an existing concrete vault, gate valve, Cla-Val, air release valve, and flow meter; furnishing and installing a new Bailey valve, magnetic flow meter, gate valves, piping, mechanical connections, supporting electrical connections, and new enclosure for all above ground piping; new sidewalk, driveway, curb and gutter along Sierra Vista Street fronting the well building; removal of existing asphalt pavement and concrete curbs; and regrading, repaving, and striping. The project location and limits are as shown on Exhibit 1.

ANALYSIS:

The project was initially advertised for bids on August 4, 2022, to ten (10) Pre-Qualified Contractors. However, the project was not awarded for construction due to insufficient funding.

The project was advertised for rebid on July 10, 2026, pursuant to Corona Municipal Code Section 3.08.090, Public Projects – formal bidding procedure and Public Contract Code requirements. Four hundred twenty nine (429) contractors were notified through PlanetBids bidding service, with 36 firms registering interest in the project. On August 20, 2026, six (6) bids were received.

The following is a summary of the bid results and Engineer’s Estimate:

Contractor Location Base Bid
Schedule Amount
Engineer’s Estimate $1,100,000
1 Innovative Construction
Solutions
Costa Mesa, CA $962,000
2 Los Angeles Engineering, Inc. Covina, CA $998,800

5 Canyon Springs Enterprises Temecula, CA $1,097,600

Staff reviewed all bids and recommended awarding the contract to Innovative Construction Solutions as the lowest responsive and responsible bidder, based on the Bid Schedule, for a total contract amount of $962,000. All licenses and references for Innovative Construction Solutions have been reviewed and verified by City staff, and all other documentation is in order.

FINANCIAL IMPACT:

Funding for the recommended actions is available within the Common Well 22 Upgrades Capital Improvement Project No. UT-2013-05 within the Water Revenue Bond Fund (FD_1512).

The estimated construction cost for this project is outlined as follows:

Construction (Construction Contract amount) ....................................................$962,000 Construction Contingency (10%) ......................................................................... $96,200 Inspection/Material Testing Services (separate from construction contract expenses) ......................................................................................................... $198,300 City Staff Support (separate from the construction contract expense),,................$96,200 Total Construction Costs ............................................................................. $1,352,700 ENVIRONMENTAL ANALYSIS:

For the Well 22 Piping and Site Improvements, this action is categorically exempt pursuant to Section 15301(c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that a project which consists of minor repairs and maintenance to existing facilities does not have a significant impact on the environment and is therefore exempt from CEQA. This action involves minor repairs and replacement of existing waterlines and hardscapes or similar features involving negligible or no expansion of use beyond that currently existing from the requirements of CEQA. A Notice of Exemption was filed and recorded with Riverside County on September 16, 2021.
