CITY COUNCIL STAFF REPORT
January 4, 2022 10b

APPROVE SENDING A COMMENT LETTER TO THE PORT OF SAN DIEGO ON THE PORT

MASTER PLAN UPDATE DRAFT ENVIRONMENTAL IMPACT REPORT
RECOMMENDATION:

Approve sending a comment letter as presented or modified by the City Council.

BACKGROUND:

The Port of San Diego (Port) has released a Draft Environmental Impact Report (EIR) and a revised Port Master Plan Update (PMPU) for public review and comment. The PMPU includes and addresses allowable uses and activities, future development, and management of water and land within the Port’s jurisdiction. Planning District 9 focuses on the area surrounding the Coronado Cays, and Planning District 10 focuses on the Coronado Bayfront, including Glorietta Bay and the Ferry Landing.

A Discussion Draft PMPU was released for review in 2019 and the City sent a comment letter dated July 24, 2019 (attachment 2). A majority of the City’s comments in that letter have been addressed in the updated PMPU, such as recognizing Port property is immediately adjacent to residential areas, updating development standards to align with the City’s Tidelands Overlay Zone, and modifying land use regulations to reflect the unique waterfront areas of Coronado.

The Port released a revised Draft PMPU in 2020 and the City provided comments in a November 19, 2020 letter (attachment 3). The City Council considered a comment letter for the most recent Draft PMPU and the associated Draft EIR on December 21, 2021, provided direction to staff, and scheduled a second opportunity for review of the comment letter on January 4, 2022. The City’s comment letter is due to the Port by January 10, 2022.

ANALYSIS:

The current Draft PMPU has been revised to address the vast majority of prior City comments. Staff believes the Draft EIR is complete, thorough, and adequately evaluates potential environmental effects of the PMPU and applies appropriate avoidance and mitigation measures to prevent adverse physical effects on the environment in Coronado.

When the City Council considered the current Draft PMPU and Draft EIR at their December 21, 2021 meeting, the Council provided direction to staff on a number of issues. The draft comment letter (attachment 1) has been revised accordingly. Additional information and analysis of the issues discussed at the December 21, 2021 meeting are provided in the following paragraphs.

New Hotel Rooms
The 2019 PMPU Discussion Draft included provisions to allow up to 360 new hotel rooms in Planning District 9 (Silver Strand) and up to 350 rooms in Planning District 10 (Coronado Bayfront). The City’s 2019 comment letter requested that the PMPU be revised to allow no more than 250 new rooms in Planning District 9. The City also noted that it was unclear if the proposed 350 new rooms in Planning District 10 were intended for the existing Marriott property or if additional rooms were envisioned for a new hotel at the Ferry Landing. The City’s letter also City of Coronado Page 35
noted that the Coronado Municipal Code establishes a 300-room cap for Planning District 10, which is the existing room count at the Marriott, and asked that the PMPU be revised to retain consistency with City standards.

The Draft PMPU was subsequently revised in 2020 and removed allowances for any new hotel rooms in Planning Districts 9 and 10. The City did not address the issue of new hotel rooms in its 2020 comment letter.

Following the November 17, 2020 City Council meeting in which the revised PMPU was discussed, City staff was contacted by representatives of the Marriott Hotel and Discover Coronado who expressed concerns that the revised PMPU would not allow future development of new hotel rooms and that the City’s 2019 letter did not accurately reflect City Council direction on the matter. City staff subsequently reviewed the Council meeting video and confirmed that there was Council discussion about opposing new hotel properties but allowing some modest increase in room counts.

Consequently, staff presented the issue to the Council again on December 21, 2021 to ensure the City’s written comments accurately reflected the Council’s position. Following public testimony and debate, the Council provided direction to revise the draft comment letter to affirm the City’s opposition to new hotel development while expressing openness to modest increases in hotel rooms within the existing footprints of the Marriott and/or Loews properties if meaningful public benefits to the community, such as open space, recreational facilities, or other public amenities were provided as part of a redevelopment project.

Mobility Hubs
The PMPU proposes a new Local Gateway Mobility Hub at the Ferry Landing and a Connector Mobility Hub at the Loews property. According to the PMPU, the goal of the mobility hubs is to connect to the overall transportation system through land- and water-based transit. It is staff’s understanding that the proposed mobility hubs in Coronado would provide an improved interface between existing ground-based and water-borne transportation services.

The PMPU classifies three types of mobility hubs: Regional, Local Gateway, and Connector. A Regional Mobility Hub, which is not proposed in Coronado, would have a direct connection to a regional transit stop (trolley or bus stop) with direct access to a major roadway that provides a direct connection to the regional highway system.

Local Gateway and Connector Mobility Hubs would provide access to a local transit stop and access to a public roadway. Local Gateway Mobility Hubs and Connector Hubs are distinguished by the former as being located within 500 feet of off-street public parking and one-quarter mile of 75% of visitor-serving attractions, having a dedicated staging area for micro-mobility vehicles (ebikes, scooters, etc.), and an allowance for visitor-serving commercial uses such as restaurants, coffee shops, retail, etc. The following table summarizes the differences between the Local Gateway and Connector Mobility Hubs as described on page 187 of the draft PMPU:

The City’s 2019 and 2020 comment letters on the draft PMPU included a statement that “the City supports the concept of a Gateway Mobility Hub, provided the Mobility Hub is not used to justify non-tidelands dependent uses such as additional high-density housing in the city”.

The PMPU does not propose any new ground-based public transportation services or more frequent headways, which have been used as transportation metrics to justify increased housing production goals in the Regional Housing Needs Allocation (RHNA) process. Accordingly, the proposed Gateway and Connector Mobility Hubs are not expected to contribute to higher housing production expectations under the RHNA formula used by SANDAG in the most recent housing cycle. Importantly, the PMPU mobility hubs are unlike the Coronado Village Mobility Hub proposed in the 2021 SANDAG Regional Plan which is intended to “[f]ocus population and employment growth in mobility hubs and existing urban areas to protect sensitive habitat and natural resource areas.”
Nonetheless, for consistency and clarity, a comment is included in the draft letter that states the City’s opposition to the mobility hubs proposed in the PMPU based on the reasons specified in the City’s comment letter on the SANDAG Regional Plan.

City of Coronado Page 37
Water-Based Transfer Points and Short-Term Public Docking The City’s 2019 and 2020 PMPU comment letters included comments to encourage enhanced and expanded ferry services to and from Coronado. The PMPU identifies the northwest corner of Grand Caribe Island as a potential site for a future water-based transfer point and short-term public docking. The PMPU also shows an existing water-based transfer point and short-term docking near Loews.

There has been some confusion about the difference between these facilities and proposed mobility hubs. The PMPU describes water-based transfer points as a landing area for commercially operated passenger vessels such as a public ferry. Short-term public docks are landing facilities intended to serve private vessels that are generally smaller and do not need to dock overnight. The PMPU indicates that water-based transfer points and short-term public docking may operate independently or as part of a mobility hub. The PMPU proposes mobility hubs in conjunction with water-based transfer points and public docks at the Ferry Landing and Loews, but it does not contemplate a mobility hub on Grand Caribe Island.

At its December 21, 2021 meeting, the City Council directed staff to coordinate with the Coronado Cays HOA and receive feedback on the proposed water-based transfer point at Grand Caribe Island. Staff met with a Cays representative following the meeting and it was conveyed that the HOA Board opposes any water-based transfer points or public docking on Grand Caribe Island. They do not object, however, to water-based transfer points or public docking facilities to be located at Loews or at Crown Cove in the State Park Basin Subdistrict.

The PMPU proposes to integrate micromobility options, such as bicycles, e-bikes, and scooters into the proposed mobility hubs. The City of Coronado does not allow app-based bike- and scooter- share services such as Lime or Ofo. The City does, however, allow traditional brick and mortar bicycle rental businesses to offer e-bikes and scooters provided the bikes and scooters are returned to the business at the end of the rental period. The draft letter includes a request that the PMPU recognize the City’s prohibition of untethered, app-based bicycle and scooter rentals and that any future micromobility services on Port Tidelands be provided through a storefront or business model that ensures bikes and scooters cannot be left on public rights-ofway or on private properties within City limits, and that the Port coordinate with the City.

Comments from Coronado Cays Residents
Additional comments were received from Coronado Cays residents following the December 21, 2021 Council meeting and it is expected that more letters and emails will be submitted following the staff report publication deadline. Comments have generally reaffirmed residents’ opposition to any allowance for additional hotel rooms, objections to water-based transfer points or public docking at Grand Caribe, and support for the proposed mitigation bank and the proposed passive park on south Grand Caribe.

Subject: Comment letter on the Port Master Plan Update Draft Environmental Impact Report Dear Port of San Diego staff:

The City of Coronado (City) appreciates the opportunity to provide comments on the Draft Environmental Impact Report (EIR) of the Port Master Plan Update (PMPU) and is grateful for the Port’s responsiveness in addressing the City’s prior comments. The City continues to encourage development on Port properties in a balanced manner that preserves their unique open space and recreation potential while permitting new economically viable coastal dependent commercial/recreation uses in harmony with the residential character of Coronado; moreover, the City desires to ensure that the plan would not have a negative impact on existing Coronado residents, facilities, infrastructure or its surrounding environment.

The City’s comments on the updated PMPU and the EIR are outlined below:

New Hotel Rooms
The City’s July 19, 2019 letter on the PMPU Discussion Draft included requests to reduce the number of new hotel rooms planned in Planning Districts 9 (Silver Strand) and 10 (Coronado Bayfront). The Discussion Draft included provisions to allow up to 360 new hotel rooms in Planning District 9 and up to 350 rooms in Planning District 10.

The City requested that the PMPU be revised to allow no more than 250 new rooms in Planning District 9. For Planning District 10, the City noted that it was unclear if the proposed 350 new rooms were intended for the existing Marriott property or if additional new rooms were envisioned at the Ferry Landing. The City further stated that the Coronado Municipal Code establishes a 300- room cap for the district, which is the existing room count at the Marriott, and asked that the PMPU be revised to retain consistency with City standards.

The Draft PMPU was subsequently revised in 2020 and removed allowances for any new hotel rooms in Planning Districts 9 and 10. While the City remains opposed to development of new hotels in either planning district, modest increases in hotel rooms or other improvements within the existing footprints of the Marriott and/or Loews properties as part of a redevelopment project could be acceptable if the project(s) were conditioned to provide meaningful public benefits to the community, such as open space, recreational facilities, or other public amenities.

City of Coronado Page 40
Attachment 1
Mobility Hubs
The PMPU proposes a new Local Gateway Mobility Hub at the Ferry Landing and a Connector Mobility Hub at the Loews property. According to the PMPU, the goal of the mobility hubs is to connect to the overall transportation system through land-based transit and water-based transit. It is the City’s understanding that the proposed mobility hubs in Coronado would provide an improved interface between existing ground-based and water-borne transportation services.

Although the PMPU does not contemplate adding new ground-based public transportation options or more frequent headways for existing transportation services, the City is concerned that the proposed mobility hubs could be used to justify increased housing production goals in the Regional Housing Needs Allocation (RHNA) process.

The City believes that any new mobility hubs proposed for Coronado should be sited to support Naval Air Station North Island (NASNI) and directly serve the City’s largest employment center and the single largest generator of automobile trips and vehicle miles travelled. The City therefore requests the draft PMPU be revised to eliminate any proposed land-based mobility hubs within City limits.

Water-based Transfer Points and Public Docking
The City supports enhanced and expanded water transit services, water connection, and public docking facilities as a viable alternative to vehicular travel to Coronado at existing commercial points such as the Ferry Landing and Loews property. Water-based transfer points and short-term public docking at those locations would support important marine connections. However, the City discourages any water-based transfer points or public docking at Grand Caribe Island, which is nestled in the residential Coronado Cays neighborhood. If the Port wishes to add another waterbased transfer point or public docks in Planning District 9, the City would encourage the Port to explore opportunities to accommodate these facilities at Crown Cove in the State Park Basin Subdistrict.

Micromobility
The PMPU proposes to integrate micromobility options, such as bicycles, e-bikes, and scooters into the proposed mobility hubs. The City of Coronado does not allow app-based bike- and scooter- share services such as Lime or Ofo. The City does, however, allow traditional brick and mortar bicycle rental businesses to offer e-bikes and scooters provided the bikes and scooters are returned to the business at the end of the rental period. Please revised the draft PMPU to acknowledge the City’s prohibition on untethered, app-based bicycle and scooter rentals and specify that any micromobility services would be provided through a store-front and/or with a business model that ensures bikes and scooters cannot be left on public rights-of-way or on private properties within City limits, and in coordination with the City.

Additional Comments on the PMPU EIR
 Section 4.1.2.11 on page 4.1-28 incorrectly references a City street in the second and last line of this section. The correct street name is ‘Avenida Lunar.’  Mitigation Measure MM-NOI-1 requires 48-hour notice for potential construction noise impacts within a park. This should be updated to provide advanced notification and coordination with local jurisdictions on whether any additional means or advanced notification of proposed impacts would be appropriate.

City of Coronado Page 41

 The PMPU should recognize parking, and parking rates, in the context of adjacent and neighboring land uses. If the Port or its tenants set parking rates higher than nearby locations, motorists will migrate to the less expensive areas outside of the Port’s jurisdiction, and thus negatively impact Coronado’s residentially zoned areas. Parking should be free and open to the public and this should be incorporated into the Mobility Policies found in the PMPU.

Thank you for your continued close coordination with the City of Coronado to develop a balanced, thoughtful, and forward-looking PMPU which respects Coronado’s unique community character.

We look forward to continuing to work with you on this important regional project.

Sincerely,
Richard Bailey

Re: Comments on the Revised Draft of the Port Master Plan Update - 2020 To Whom It May Concern:

The City Council of the City of Coronado has authorized me to sign this letter on behalf of the full City Council.

The City of Coronado appreciates the opportunity to provide comments on the Revised Draft of the Port Master Plan Update (PMPU) and very much appreciates the Port addressing some of the City’s comments on previous drafts of the PMPU. However, not all of the City’s comments were addressed or incorporated into the PMPU and the City continues to desire and ensure that the plan would not have a negative impact on existing Coronado residents, facilities, or infrastructure.

Coronado is primarily a residential community and the fundamental goal of its General Plan is “to preserve and improve Coronado as a beautiful, pleasant residential community in which to live, work, shop, and pursue leisure-time activities.” The PMPU needs to emphasize the surrounding residential character of Coronado and rethink what is and is not compatible with this existing residential community and the potential impacts future development on Tidelands in Coronado would have.

The City of Coronado’s comments on the Revised Draft of the PMPU are as follows in no particular order:
• In 1979, the Board of Port Commissioners and the Coronado City Council each adopted identical resolutions, Resolution 79-338 and Resolution 5909 respectively, approving a Memorandum of Understanding (MOU) between the Port and the City of Coronado Attachment 3

highlighting agreed upon planning principles and development guidelines for the Coronado Bayfront area. These agreed upon planning principles and development standards were created to respect Coronado’s needs and residential character, open space requirements, and traffic problems while being consistent with the Port District’s primary purposes and duties as a trustee of public land. Additionally, the City’s existing Tidelands Overlay Zone (TOZ), a citizen’s initiative approved by Coronado voters, outlines various development standards the City wished to maintain. While the revised PMPU has incorporated the height limits identified in the MOU and TOZ, it appears that other planning principles and development standards have been excluded from the PMPU. The City of Coronado strongly advocates that all negotiated and mutually-agreed upon planning principles contained in the 40-year long-standing MOU be incorporated into the PMPU as they were put in place to protect the existing residential neighborhood and mitigate negative impacts resulting from activities on Port lands. Additionally, the City requests that the provisions and development standards found in the TOZ also be incorporated into the PMPU as previously agreed to by Port staff. • Figure PD9.3 identifies various water and land use areas, including navigation corridors.

The City requests that the Port take responsibility to maintain these navigation corridors and dredge where necessary, such as in the identified navigation corridor adjacent to South Caribe Isle.
• Standard PD10.25 discusses developing up to 55 additional recreational boat berthing vessel slips in the South Coronado Subdistrict. The City would like the Port to acknowledge that any expansion or change would require an equal partnership with the City of Coronado, recognizing the City is not a private development entity, and that no additional boat slips be provided beyond the existing bulkhead line in Glorietta Bay. The current language states that the Port would undertake this in coordination with the City, but not as an equal partner. Additionally, PD10.28 allows for modifications to moorings to allow for an increase of up to five moored vessels in the existing Glorietta Bay Anchorage but does not require coordination with the City. Coronado strongly believes that any future expansions of existing anchorages in Coronado, whether it is five vessels or 55 vessels, should be done in an equal partnership with the City of Coronado. • The Planning District Characteristics for Planning District 10 focus on “visitor-serving” and “attracting visitors” but fails to recognize the existing adjacent residents. The PMPU should be revised to not only focus on visitors but its compatibility with adjacent residential use. Planning District 1 recognizes that it is adjacent to a residential neighborhood and we would ask for the same with Planning Districts 9 and 10. • The City supports the concept of a Gateway Mobility Hub, provided the Mobility Hub is not used to justify non-tidelands dependent uses such as additional high-density housing in the City.

• Standard PD10.14.b. calls for new development to establish a promenade and a landscape buffer setback of 20 feet west of the Ferry Landing and 15 feet east of the Ferry Landing.

The desire of the City, as contained in our Municipal Code, calls for a 30-foot public accessway and requests that the PMPU be revised to require a 30-foot-wide public accessway. This is due to the heavy congestion experienced along the Bayshore Bikeway within the Ferry Landing, which we believe may be the most congested area of the entire Bayshore Bikeway.
• Should there be any modifications to the streetscape in the North Coronado Bayfront Subdistrict, Coronado requests that sidewalk width and tour bus parking be addressed.

The sidewalks are often impacted by pedestrians, cyclists, and leisure activities including the riding of surreys and the area would benefit from wider sidewalks. Additionally, providing a location for tour buses to unload and park should also be explored. • The City concurs with Standard PD10.30 which states that a waterside promenade is not required on the waterfront around the Coronado Municipal Golf Course due to public safety concerns. However, the current language excludes the Coronado Yacht Club property. The City believes that the existing Bayshore bikeway and pedestrian enhancements in this area are adequate and that the recent land swap with the Coronado Yacht Club already enhanced public access to the shoreline. Please update the language found in Standard PD 10.30 to read “A waterside promenade is not required on the waterfront around Coronado Municipal Golf Course or the Coronado Yacht Club for public safety concerns.”
• The PMPU should recognize parking, and parking rates in the context of adjacent and neighboring land uses. If the Port or its tenants set parking rates higher than nearby locations, motorists will migrate to the less expensive areas outside of the Port’s jurisdiction, and thus negatively impacting Coronado’s residentially zoned areas. • The City would like the PMPU to encourage maintaining, enhancing, and expanding existing ferry service to and from Coronado with additional financing from the Port, including ferry service for Navy personnel to traverse the Bay to and from North Island.

This would further various policies found in the PMPU.
• The City would also encourage multiple forms of water-based transport servicing Coronado and the greater Bay consistent with the Port Act. We believe the Port should avoid exclusive rights agreements with any one water-based transportation provider to encourage competition and service options, and to potentially analyze having public agencies monitor and control these services.
• Coronado encourages the Port to enter into a services agreement with member jurisdictions to maintain open spaces and parks, including Tidelands Park and Grand Caribe Park. Additionally, the Wildlife Refuge Parking lot in or near Planning District 7 serves mainly those interested in the wildlife refuge or the Bayshore Bikeway, not the City of Coronado Page 61

City of Coronado, and the Port should look to take over the amenable lease and ongoing maintenance. These would improve the efficiency of maintenance efforts and provide positive environmental enhancements including a reduction in vehicle travel and maintenance as well as fuel consumption.
• The PMPU should define policies related to the maintenance of storm drain outfalls on Port property.
• The PMPU should be explicit with regard to health and safety provisions related to alcohol, cannabis, and tobacco use, sales, and/or limits on Port property. Coronado requests that such provisions for Port Districts 9 and 10 mirror or be consistent with those found in the Coronado Municipal Code.
• Standard PD10.1.c. calls for a ‘single parking facility that consolidates public parking with commercial parking’ and the City wants to ensure this does not create a 40-foot tall parking structure located adjacent to First Street. Should any additional parking be provided the City requests that it shall be a combination of surface and below grade parking.
• In an effort to increase links between different modes of transportation around the Bay, the City would like to enter into discussions, and ultimately a financial agreement, to assist the City in providing its Free Summer Shuttle service connecting Ferry Landing to the rest of Coronado, and potentially expanding the service year-round. Mobility Policy

1.1.14 calls for the expansion of the summer shuttle service along Harbor Drive between Shelter Island and the Convention Center, and Coronado would also request to receive that benefit for its summer shuttle.
• One of the PMPU goals is to create a vibrant, internationally acclaimed waterfront which includes cultural uses and performance venues. The Ferry Landing could be an appropriate site for such a facility and the City asks the Port to not preclude some type of cultural arts center from that location in the future. The City supports the concept to not increase the overall land coverage of current and previously approved commercial space and to seek public input on the future of Ferry Landing. • The PMPU shall explicitly state that Recreation Open Space designated areas, including Tidelands Park, shall not allow for commercial activity such as mobile food vendors. • Figure PD9.2 depicts a 2.83 acre parcel on the northern portion of Grand Caribe Isle that is designated Recreation Open Space with a footnote that states it is subject to a lease that expires in 2034 (District Document No. 17678) and nothing in the PMPU shall impair or infringe upon any rights or obligations existing under the lease. The City would like assurances that a hotel or other commercial use could not be built on that property under the terms of the lease.

• Standard PD9.22.a. requires a waterside promenade as part of all development that abuts the waterfront and is not a coastal dependent use. This Standard shall be updated to clarify that this waterside promenade requirement does not apply to development on existing residential lots in the Coronado Cays.
• Standard PD9.15 allows for existing residential docks serving properties in the Coronado Cays may be repaired or replaced in kind as long as there is no increase in surface area coverage. There are a handful of existing residential properties that do not have a dock for various reasons and the City would like for them to be able to improve their property with a residential dock in the future if it is keeping in kind with docks located on similar sized properties.

Again, we want to reiterate that Coronado is principally a built-out residential community that is already experiencing significant impacts to our infrastructure, including parking and traffic impacts. The items highlighted above threaten what many people, residents and visitors, enjoy about Coronado and our comments should be reviewed within that context, and incorporated into the next draft of the PMPU. A portion of the Port’s Mission Statement is to provide community benefit through a balanced approach, and while some of the revisions to the PMPU that have been made as a result of past City comments have worked towards achieving that, we believe that balanced approach is still lacking within the Coronado Planning Districts. The PMPU in its current form would focus more on visitors at the expense of existing Coronado residents. Our comments above, including the agreed upon planning principles and development standards found in the MOU and within the City’s Tideland Overlay Zone, will help the Port draft a plan that advances its goals while giving consideration to Coronado and its residents.

Thank you in advance for addressing these comments before the next iteration of the plan is released. The City of Coronado looks forward to staying involved and working with the Port of San Diego on this project.

Sincerely,
Richard Bailey

Hello Tina,
Hope you are well and enjoying the holidays. The below email is being sent on behalf of the CCHOA Board President Dennis Thompson to be included in the material for the next City Council meeting on January 4, 2022. Please let me know if you have any questions.

Best regards, Henry
Dear Mayor and Council Members;
The Board of Directors of the Coronado Cays Homeowners Association has voted to approve sending the following comments regarding the Port Master Plan Update and the City's draft letter on that Update discussed at the December 21, 2021 City Council meeting. The Council agreed to give the CCHOA and other groups an opportunity to comment on the City's draft letter before the next Council meeting on January 4, 2022. In light of the short deadline for submitting our comments, we are providing comments on three significant issues in the City's letter and the PMPU, and we will be submitting our formal comments letter to the Port before the January 10, 2022 deadline, with a copy to the City as well.

1. The CCHOA strongly supports the "no new hotel rooms" language in the PMPU for Planning District 9 and urges the City not to recommend removing that language. This language was added to the PMPU after strong community feedback, including at an August 2019 community meeting hosted by our then Port Commissioner Garry Bonelli at which he stated that he heard the community "loud and clear" that they wanted no new net hotel rooms. Under this language, existing hotels on Ports Tidelands in Coronado could remodel properties as long as the net number of hotel rooms remained the same. The City's comment letters to the Port have consistently asked that the Port consider the residential character of Coronado. For the City to propose removing the "no new hotel rooms" language from the Port's Mater Plan Update at this late point in the process seriously undermines this strong community position. The City is also on record supporting the CCHOA position of no new hotels in our Port planning district. We are strongly opposed to any changes proposed by the City that could weaken that position.

2. The CCHOA opposes the placement of a potential water transfer point on the northeast corner of the Coronado Cays Yacht Club. The previous draft of the Master Plan Update (October 2020) showed a potential water transfer point (public ferry dock) on the northeast corner of the Coronado Cays Yacht Club that the Yacht Club subleases as a potential wedding area. We understood that the Port had removed that designation after CCHOA objections, but it appears that the Port moved the potential water transfer point to the northwest corner of the Yacht Club property. There are no public services in this area and the potential water transfer point would be adjacent to a residential area. The Port has designated an actual water transfer point the Loews Hotel docks, which would be much more appropriate as there are public amenities available at that location.

3. The CCHOA supports the addition of mitigation bank language for South Grand Caribe Isle and the extension of Grand Caribe Shoreline Park into the northeast portion of North Grand Caribe Isle. The revised PMPU adds language Attachment 4
City of Coronado Page 64
2 to the "proposed improvements" section pertaining to South Grand Caribe that states that the allowed improvement for that area is to create wetlands habitat and to be used as a mitigation bank. This language puts into writing the Port's consistent position since 2009, and this project can provide many benefits to our community in terms of protection from storm surges as well as increasing eel grass areas. We look forward to working with the Port to plan this project in a manner that includes input from our residential community.

Sincerely,
