8b. PUBLIC HEARING: REQUEST FOR A ONE-LOT TENTATIVE PARCEL
MAP TO ALLOW FOR CONDOMINIUM OWNERSHIP OF TWO RESIDENTIAL UNITS AT 456 ORANGE AVENUE
Marisa Smith, Associate Planner, presented the staff report utilizing a PowerPoint presentation.
Councilmember Sandke asked if the tentative parcel map was reviewed by the Design Review Commission (DRC).
Ms. Smith replied that the DRC reviewed the design of the proposed condominium, but not the parcel map.
Councilmember Sandke asked if the DRC generally only reviews commercial properties, not residential properties.
Ms. Smith replied that this proposed condominium falls under the purview of the DRC because it is within the R4 Zone.
Mayor Bailey opened the public hearing and asked if anyone wished to speak regarding this item. No one asked to be heard; therefore, he closed the public hearing.
A motion to adopt Resolution No. 2022-24 was made by Councilmember Donovan and seconded by Councilmember Heinze.
The motion carried by the following results.
Yes: (5) Councilmember Donovan; Councilmember
Heinze; Councilmember Sandke;

8c. PUBLIC HEARING: CONSIDERATION OF A REQUEST FOR A HISTORIC
ALTERATION PERMIT, INCLUDING REQUESTS FOR EXCEPTIONS TO ZONING REGULATIONS, AT 1115 LOMA AVENUE (HAP 2021-11)
Tricia Olsen, Associate Planner, presented the staff report utilizing a PowerPoint presentation.
Councilmember Tanaka asked if the parking spot in the front of the property is going to be changed or if that is where the open parking spot is to be located.
Ms. Olsen replied that the applicant is making it official that that is where they would like their second off-street parking spot to be.
Councilmember Donovan commented that the rendering in the PowerPoint presentation depicts the driveway on the west side of the lot.
DocuSign Envelope ID: 83DBDCA8-AC52-44BE-8B8B-8A1144AD474C May 17, 2022 Coronado City Council Minutes Page 104
Ms. Olsen replied that the driveway he is referring to is actually the neighbor’s driveway.
Councilmember Tanaka asked what the repercussions would be if the French doors were installed in the front of the house.
Ms. Olsen replied that the decision is at the discretionary approval of the City Council.
Councilmember Tanaka asked if the Council would be undermining the Historic Preservation Program by approving the French doors.
Johanna Canlas, City Attorney, replied that the City Council received public comment from the Save Our Heritage Organisation (SOHO) which concurred with staff’s recommendation to not remove the original windows and replace them with French doors.
Councilmember Sandke commented that section B3 of the City of Coronado Mills Act Alteration Guidelines is excessively broad and asked for an example of a new detail that does not meet the B3 guideline.
Ms. Olsen replied that a detail that specifically does not meet the B3 guideline is the request to install new French doors in the front façade.
Mayor Bailey opened the public hearing and asked if anyone wished to speak regarding this item.
Kim Grant, representative for the Applicant, shared her comments via a PowerPoint presentation, regarding the details of the proposed site and requested exceptions.
Mark Seneker, Applicant, provided comments utilizing Ms. Grant’s PowerPoint presentation and discussed the proposed changes to the front façade.
Councilmember Heinze asked Mr. Seneker why he feels that the Floor Area Ratio (FAR) standards on the property need to be changed.
Mr. Seneker replied that the FAR needs to exceed the maximum allowable amount because of the roof structure and that the rear of the house needs to be evened out.
Ms. Grant replied that the applicant is asking to exceed the allowable FAR because of the plans to move the outdoor bathroom into the original garage space, which uses up some of the garage parking space.
Councilmember Heinze commented that in the rendering of the rear elevation, he does not see a path for a car to get to the garage.
Ms. Grant replied that the rear elevation is an artist’s rendering and that the driveway will go all the way to the garage.
DocuSign Envelope ID: 83DBDCA8-AC52-44BE-8B8B-8A1144AD474C May 17, 2022 Coronado City Council Minutes Page 105
Councilmember Heinze commented that if the plans reduced the garage length to only 18 feet, the applicant would not have to ask for the FAR exception.
Mr. Seneker replied that he would like to have the extra space for different lengths of cars and for extra storage space.
Councilmember Heinze commented that if the garage is reduced by 5 feet, there would be plenty of room for the open parking space in the backyard.
Mr. Seneker replied that he has damaged his car pulling it out of the driveway because it is so narrow.
Councilmember Sandke inquired about the purpose of the proposed additional attic space.
Ms. Grant replied that the added square footage to the attic is for storage and to ‘square up’ the floorplan of the attic.
Councilmember Sandke asked how the attic will be accessed.
Mr. Seneker replied that the proposed plan includes adding stairs up to the attic.
Councilmember Tanaka asked if having the proposed garage will prevent Mr. Seneker from further damaging his car.
Mr. Seneker replied that having the second open parking spot in the front of the property will reduce the chances of him damaging his car further.
Councilmember Tanaka asked if Mr. Seneker will be able to use the parking spot in the garage if the driveway is too narrow.
Mr. Seneker replied that he plans to keep his smaller car in the garage and his larger car in the front parking spot.
Ms. Grant added that the proposed changes to the front façade can be reversed because the current windows will be preserved as part of the French door installation.
Mr. Seneker added that several of his neighbors had submitted public comments that they support his proposed changes to the front façade.
Maris Dunn Yaple provided comments regarding another house on Loma Avenue that was required to install glass windows, which leaked and caused damage to the home.
Ms. Dunn Yaple added that she has no problem with the proposed changes to the front façade and that the changes will improve the look of the neighborhood.
DocuSign Envelope ID: 83DBDCA8-AC52-44BE-8B8B-8A1144AD474C May 17, 2022 Coronado City Council Minutes Page 106
Mayor Bailey asked if anyone else wished to speak regarding this item. No one asked to be heard; therefore, he closed the public hearing.
Councilmember Tanaka asked if the City ordinance necessitates that Historical Alteration Permits justify the necessity of the proposed change.
Ms. Olsen replied that there is no requirement for a justification of need, that applicants can request to use but not exceed an existing setback or height, and that FAR exceedances can be asked for, but that there is no specificity on what reasons are needed.
Councilmember Tanaka asked if there is anything in this Historical Alteration Permit, aside from the changes to the front façade, that is inconsistent with previous Historic Alteration Permits that the City Council has granted.
Ms. Olsen replied in the negative.
Councilmember Sandke commented that the City Council has recently approved similar Historical Alteration Permits and that he does not find much wrong with the front façade or garage changes.
Mayor Bailey commented the requested changes to the French doors seem appropriate, given that they are not changing much visually and that they are going to be made of the same materials.
Councilmember Heinze spoke in opposition to the changes to the front façade, given that they would violate the City’s ordinance, and that he is not in favor of the extra parking space or the expansion of the garage.
Mayor Bailey asked Councilmember Heinze what amount of a FAR exceedance he would be comfortable with.
Councilmember Heinze replied that his objection is not to the FAR exceedance amount, but that the reason for the request is not architecturally relevant or necessary.
Councilmember Sandke commented that the requested overall FAR for the home is under the FAR maximum for a non-historic home.
Councilmember Heinze replied that the applicant is benefitting from Mills Act tax breaks and that a goal of his as a Councilmember is to prevent this community from becoming overdeveloped.
Councilmember Donovan asked if the City ordinance allows architectural changes to be hidden by landscaping.
DocuSign Envelope ID: 83DBDCA8-AC52-44BE-8B8B-8A1144AD474C May 17, 2022 Coronado City Council Minutes Page 107
Ms. Olsen replied in the negative, adding that landscaping is temporary and thus not a legitimate mitigation measure.
Councilmember Donovan commented that the City’s ordinance is in place to preserve the look of historic homes and commented that he supports the staff recommendation.
Councilmember Tanaka commented that he agrees with Councilmember Donovan and that changing the façade would not be following the Mills Act or the City ordinance.
Councilmember Tanaka commented that the benefit of owning an historic home is that owners can ask for changes that otherwise would have been immediately rejected for a non-historic home.
Councilmember Sandke commented that there is no reason to hide the home behind hedges and that visually, the change from windows to French doors is a functional change, not a decorative one.
Mayor Bailey commented that he would support approving the Historic Alteration Permit with the French doors, however he believes that there is only consensus for the staff recommendation at this time.
Councilmember Donovan commented that the City Council must maintain the creditability and legitimacy of the Historic Preservation program and that the City ordinance is very specific about changes to the front of a home, and that he can’t in good faith support the French doors on this Historic Alteration Permit.
A motion to approve the staff recommendation and adopt Resolution No. 2022-23, approving a Historic Alteration Permit and Requests for Exemptions to Zoning Standards at 1115 Loma Avenue with the condition that the modification of windows on the front façade of the property to become French doors with adjacent steps to the front yard shall be removed from the project scope was made by Councilmember Donovan and seconded by Mayor Bailey.
The motion carried by the following results.
Yes: (5) Councilmember Donovan; Councilmember
Heinze; Councilmember Sandke;
Councilmember Tanaka; Mayor Bailey
