Councilmember Sandke asked if a parking covenant is no longer valid if the company that signed the covenant goes out of business.

Mr. Grunow replied in the affirmative.

Councilmember Sandke asked if there are any cities that recognize shared usage, Uber, micro transit, or shuttle programs as mitigation measures.

Mr. Grunow replied in the affirmative, adding that those kinds of mitigation measures are easy to establish in cities outside of the Coastal Zone.

Councilmember Donovan asked if the Hotel del Coronado would have to go the California Coastal Commission in order to enact a parking covenant.

Mr. Grunow replied in the affirmative, stating that the Hotel del Coronado’s master plan was permitted directly by the Coastal Commission.

Councilmember Donovan asked if the Hotel Del Coronado would need to get permission from the Coastal Commission to allocate parking spaces to other businesses.

Mr. Grunow replied that he’s not sure and would need to confirm with Johanna Canlas, City Attorney, before giving an answer.

Mayor Bailey asked if the approximate parking surplus identified by staff was counting just open stalls or if it took into consideration valet parking capabilities.

Mr. Grunow replied that it was based on the number of stalls.

Mayor Bailey asked if the parking surplus would increase if one of the parking facilities did offer valet parking.

Mr. Grunow replied that it potentially could, but that it depends on the facility.

Mr. Spatafore replied that Stake Chophouse & Bar has a customer base that would be willing to pay for valet parking.

Mayor Bailey commented that the City has a parking utilization problem and that the 200- foot ordinance and the ordinances regarding parking across the street limit businesses from utilizing existing parking inventory. Mayor Bailey shared an example of how, if the City Council Chamber was a new restaurant, how it would be impacted by the City’s parking covenants.

A motion to direct staff to return to City Council with options including, but not limited to, policy and administrative changes to more comprehensively address the underutilization of existing parking inventory to serve the downtown Orange Avenue business district was made by Mayor Bailey and seconded by Councilmember Sandke.

Councilmember Sandke shared interest in learning more about how other cities under the purview of the Coastal Commission have handled their parking challenges and about how the City’s parking citation program has been working.

Councilmember Tanaka spoke in opposition of relaxing parking requirements for restaurants and asked Johanna Canlas, City Attorney, if it would be possible to issue a moratorium on the 200 foot and across the street parking covenants.

Johanna Canlas, City Attorney, replied in the negative, citing that this City Council meeting was not noticed as such.

Councilmember Tanaka asked, if a moratorium was noticed at a future meeting, would it succeed in getting rid of some of those parking ordinances without triggering a Local Coastal Program (LCP) review.

Ms. Canlas replied that staff would need to evaluate that possibility and that she could not answer that at present.

Councilmember Tanaka commented that exploring the moratoriums would be the only approach he would support.

Mayor Bailey asked Councilmember Tanaka to clarify if he would like the established parking standards to remain in effect but allow future standards to be given more latitude.

Councilmember Tanaka replied that if there was a way to issue a moratorium on certain parking ordinances, he would be in favor of that approach.

Mr. Firsht replied he cannot speak to the time necessary to set up the nets.

Councilmember Sandke asked if staff had decided which fund will be used to pay for the project if it goes over the project budget.

Mr. Firsht replied that the project funding would come from the general fund, with the lighting and fencing possibly being paid for by the facilities fund (fund 436).

Tina Friend, City Manager, replied that staff will most likely use the general fund to help pay for any additional project costs.

DocuSign Envelope ID: 5AA039FA-0189-4D6B-988D-FD1F1AF29659 July 19, 2022 Coronado City Council Minutes Page 158

Ms. Friend replied in the negative.

Councilmember Tanaka asked how long this project will take to be completed and how long will the facilities be out of service.

Mr. Firsht replied that the courts will be resurfaced in a phased approach, ensuring that some courts will still be usable during the resurfacing project.
