CITY COUNCIL STAFF REPORT
November 1, 2022 10b
FIRST READING AND INTRODUCTION OF "AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF CORONADO, CALIFORNIA, AMENDING PARAGRAPH C OF SECTION
2.46.020 OF THE CORONADO MUNICIPAL CODE REGARDING DESIGN REVIEW COMMISSION MEMBERSHIP"
RECOMMENDATION:
Conduct the first reading and introduce “An Ordinance of the City Council of the City of Coronado, California, Amending Paragraph C of Section 2.46.020 of the Coronado Municipal Code Regarding Design Review Commission Membership;” and direct the City Clerk to read the title of the proposed ordinance.
BACKGROUND:
Pursuant to Coronado Municipal Code (CMC) sections 2.46.020(A) and 2.46.030(C), the Design Review Commission (DRC) shall consist of five members appointed by Council and the affirmative vote of three members is required to take action. Due to a vacancy, conflicts of interest and unavoidable absences, it has, at times, not been possible to achieve a quorum to hear pending applications within the time frame that the City is aiming for and applicants’ desire.
ANALYSIS:
CMC section 2.46.020(C) currently limits the members of the DRC to three professionals in some field of design, one businessperson, and one member with qualifications established by the City Council at its discretion. These restrictions limit the pool of applicants available to apply for DRC.
The proposed Ordinance would amend CMC section 2.46.020(C) to increase the potential applicant pool while still maintaining a strong preference toward appointing certain design professionals likely to have the desired experience and background to serve as effective Commissioners. If the proposed amendment is adopted, CMC section 2.46.020(C) would be amended to read:
C. Three members of the Commission are strongly preferred to be professionals in some field of design, including but not limited to architecture, landscaping, interior design, or graphic design.
One member is strongly preferred to be a businessperson owning, operating, or managing property in the City of a commercial or industrial nature. The qualifications of the remaining member of the commission shall be established by the City Council at its discretion.
FISCAL IMPACT:
None.
ALTERNATIVE:
Council could make different changes to the DRC membership requirements or choose not to go forward with introducing the Ordinance.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
Not a project under CEQA.
City of Coronado Page 31
PUBLIC NOTICE:
In lieu of the full text of the ordinance being published within 15 days after passage, the City Clerk shall publish and post the summary of the proposed ordinance at least five days prior to the meeting at which the ordinance is to be adopted and within 15 days after adoption.

ORDINANCE NO. 2022-04
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CORONADO, CALIFORNIA, AMENDING PARAGRAPH C OF
SECTION 2.46.020 OF THE CORONADO MUNICIPAL CODE
REGARDING DESIGN REVIEW COMMISSION MEMBERSHIP
WHEREAS, paragraph C of Section 2.46.020 to the Coronado Municipal Code (CMC) currently limits the members of the Design Review Commission (DRC) to three professionals in some field of design, one businessperson, and one member with qualifications established by the City Council at its discretion; and WHEREAS, it is in the best interests of the City of Coronado and the public to amend CMC section 2.46.020(C) to increase the potential applicant pool for DRC members while still maintaining a strong preference toward appointing certain professionals likely to have the desired experience and background to serve as effective Commissioners.
NOW, THEREFORE, the City Council of the City of Coronado, California, does ordain as follows:
SECTION ONE:
All of the above statements are true and incorporated herein.
SECTION TWO:
Title 2, Chapter 2.46, Section 2.46.020, Paragraph C of the Coronado Municipal Code is hereby amended to read as follows (underlines are additions and strikeouts are deletions):
C. Three members of the Commission are strongly preferred to shall be professionals in some field of design, including but not limited to architecture, landscaping, interior design, or graphic design. One member is strongly preferred to shall be a businessperson owning, operating, or managing property in the City of a commercial or industrial nature. The qualifications of the remaining member of the commission shall be established by the City Council at its discretion.
SECTION THREE:
If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. The City Council of the City of Coronado hereby declares that it would have adopted this Ordinance and each section, subsection, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more section, subsection, sentence, clause, phrase, or portion may be declared invalid or unconstitutional.

SECTION FOUR:

CITY COUNCIL STAFF REPORT
November 1, 2022 10c
REPORT ON THE FREE COMMUTER FERRY AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 8 FUNDS
RECOMMENDATION:
Receive report on the commuter ferry and Transportation Development Act Article 8 funds and provide direction as appropriate, and consider whether to authorize a new contract with Flagship Cruises and Events to continue operating the free commuter ferry.
BACKGROUND:
This item was initiated as a City Council Policy 2 request that directed staff to present a report on the free commuter ferry, allowable uses of the City’s Transportation Development Act (TDA) Article 8 funding allocation, ferry ridership data, and the City’s contract with Flagship Cruises and Events (Flagship).
The City of Coronado (City) entered into a contract with Flagship in 1993 to provide a commuter ferry serving San Diego, Naval Air Station North Island (NASNI), and Coronado. Flagship is the only operator that has an agreement with the San Diego Unified Port District (Port) and the Public Utilities Commission to provide regulated water transportation in San Diego Bay between San Diego and Coronado.
Prior to fiscal year 1999-2000, the commuter ferry was funded with San Diego-Coronado Bridge toll revenues. In 1999, special legislation authored by former California Senator Alpert was approved to allow TDA Article 8 funds to be used to pay for continuation of the commuter ferry.
The City has since used its annual TDA allocation to fund operation of the free commuter ferry.
Direct ferry service to NASNI was terminated in 2010 at the request of the Navy due to security concerns. The free commuter ferry service has subsequently been provided only between the San Diego Broadway Pier and the Coronado Ferry Landing dock.
The City reached an agreement with the Port in 2019 to share the costs of providing an additional free commuter trip. The free commuter ferry has since offered six free daily round trips Monday – Friday, except holidays. The first morning free commuter trip begins at 4:50 AM at the Broadway Pier and the last free trip departs from Coronado at 8:30 AM. Passengers receive a voucher for free access to an afternoon return ferry. Over the past decade, the free commuter ferry has generally served between 68,000 – and 83,000 passengers annually; however, ridership declined significantly during the Covid-19 pandemic, and although rebounding, has not yet returned to prepandemic levels.
The City and Flagship entered into a three-year contract with two optional years in 2019. Flagship initially informed the City in April 2022 that they intended to exercise the first optional year of the contract to extend service into 2023; however, they subsequently changed their mind and submitted a request for a new contract in July 2022. The contract expired on September 30, 2022 and Flagship has continued to operate the ferry over the past month under the previous contract City of Coronado Page 35
terms. Flagship has indicated that they will suspend free commuter ferry service if a new contract is not imminently executed.
ANALYSIS:
Ferry Contract
Flagship has requested the City consider a new contract valued at $302,022/year with an annual escalator based on the published consumer price index (CPI). The 2019-2022 contract between the City and Flagship had a yearly cost of $206,075 with annual CPI increases. Including two prior CPI increases, the annualized contract cost for 2022 is $221,888.
Flagship’s cost proposal to continue operating the free commuter ferry represents an approximate 47% increase from the 2019-2022 contract and a 36% increase over the current annualized contract cost. Flagship also requests the new rate be retroactively applied to begin on October 1, 2022 when the 2019-2022 contract expired.
Flagship has indicated that the free commuter ferry is losing money and that the requested cost increase is necessary to offset higher costs for fuel, personnel, and other operation and administration expenses. Ostensibly, an annual CPI increase in 2023 (currently 8.2%) would be insufficient for Flagship to maintain profitable operations.
TDA Funds
The Transportation Development Act provides funding to transit and non-transit related purposes that comply with applicable regional transportation plans. TDA provides two funding sources: the Local Transportation Fund, which is derived from a .25% of the general sales tax collected statewide and the State Transit Assistance Fund, which comes from the statewide sales tax on diesel fuel. SANDAG is responsible for apportioning the region’s annual TDA allotment.
The free commuter ferry is financed with TDA Article 8 funds provided to the San Diego Metropolitan Transit System (MTS) and passed through to the City of Coronado. TDA Article 8 funds may only be spent on multimodal transportation terminals, express bus and vanpool services, and commuter ferry services (see pages 6-7 of Attachment 1). According to MTS staff, it may be possible to change the allowable expenditures of TDA Article 8 funds; however, any change would require the SANDAG Board of Directors to amend Board Policy No. 027: TDA.
The City has historically used its TDA allocation exclusively to fund the ferry commuter ferry. The Coronado’s 2023 TDA allocation is $313,435, up from $242,595 in 2022. Annual TDA allocations are subject to fluctuations depending on economic conditions and there is no guarantee that funding will continue to increase or even remain at current levels. The City’s 2023 TDA allocation, however, would be adequate to fully fund the first year of ferry operations under Flagship’s new contract proposal.
There does not appear to be any statutory requirement that obligates the City to administer the commuter ferry contract. According to MTS staff, it may be possible for MTS to directly contract with a ferry operator using Coronado’s TDA allocation; however, such a change would need to be evaluated by MTS staff and would ultimately require authorization from the MTS Board of Directors. Shifting contract management responsibilities to MTS would provide some administrative relief for the City and could potentially improve the ability to secure state and federal grant funding that are only available to public transit operators.
City of Coronado Page 36
Ferry Ridership
Annual ridership on the free commuter ferry has ranged from approximately 68,000 to 83,000 total passengers since fiscal year 2012-2013 through 2019-2020. Ridership declined significantly in 2020 and 2021 due to the Covid-19 pandemic, with approximately 45,000 passengers per year.
Passenger numbers have rebounded in 2022, but remain lower than historic averages.
To get a better understanding of the composition of ferry passengers, staff rode all six free commuter ferry trips on September 27 and 30, 2022 and asked riders a series of questions. A total of 213 passengers participated in the survey, although some did not answer every question.
While the survey is not scientific, only represents a snapshot in time, and does not account for ridership during peak summer months, it did provide some useful insights. A summary of the most notable findings is described below, and a complete overview of passenger responses is included as Attachment 2.
Where do ferry passengers live?
200 passengers responded to this question, with 99 responding that they lived in Coronado, 45 in downtown San Diego, and another 50 who lived in greater San Diego County. Only six respondents lived outside of San Diego County. Of the total respondents, 72% reside either in Coronado or downtown San Diego.
Where do ferry passengers work?
Of the 209 responses to this question, 83 passengers reporting that they worked in Coronado and another 62 employed in downtown San Diego, which combined represents approximately 69% of the total riders. 27 respondents were unemployed, accounting for ~13% of passengers.
How many passengers are in the military?
213 passengers responded to this question, with 64 indicating that they served in the armed forces and 16 stating that they were civilian employees at military installations, which combined represents approximately 38% of total passengers surveyed.
Why are people riding the ferry?
155 of the 212 respondents to this question replied that they rode the ferry to commute to work, representing 73% of all riders. 51 passengers, or 24%, cited recreation as the primary purpose of their trip.
Would people still ride the commuter ferry if it wasn’t free? Over 49% of respondents indicated that they would not continue riding the commuter ferry if it was no longer free. Approximately 8% would still use the ferry and 32% were unsure.
FISCAL IMPACT:
There is no fiscal impact associated with this report; however, should the City Council direct staff to execute a new contract with Flagship under their proposed terms, the City would commit $302,022 of its $313,435 allocation for FY 2022-2023. This figure does not account for any possible Port contributions.
ALTERNATIVES:
The City Council may direct staff to: 1) execute a new contract with Flagship under their proposed terms; 2) negotiate with Flagship for a smaller cost increase; or, 3) seek alternatives to the current exclusive City-funded and -administered model.

BOARD POLICY NO. 027
TRANSPORTATION DEVELOPMENT ACT
The Transportation Development Act (TDA) Statutes1 and the California Code of Regulations (CCR) require the San Diego Association of Governments (SANDAG), as the Regional Transportation Planning Agency (RTPA), to adopt rules and regulations supplemental to and consistent with those of the California Department of Transportation (Caltrans) to establish procedures for the administration of TDA funds. These procedures provide for the local implementation of the Transportation Development Act of 1971, as amended, in the San Diego region.
Background
The TDA became effective on July 1, 1972, and was enacted to assist local jurisdictions at the county level to improve public transportation and encourage regional public transportation coordination.
To this end, the TDA created a Local Transportation Fund (LTF) in each county into which is deposited ¼% out of the state and local sales taxes collected in the county. The TDA was amended in 1979 (Senate Bill [SB] 620) to create the State Transit Assistance (STA) program.
As the RTPA for the San Diego region, SANDAG is responsible for the annual allocation of monies from the LTF. There are various eligibility requirements for the receipt of TDA funds. This policy outlines those requirements while the TDA Manual provides further details for the different Articles of the TDA and the STA.
Procedures
1. Priorities for the Use of TDA Funds
The TDA sets priorities on the distribution of funds. The following priorities apply to the San Diego region.
a. Administrative Costs (Section 99233.1): Funds are allocated to the County Auditor and SANDAG for administrative expenses as necessary.
b. Planning by Statutorily Created Agencies (Section 99233.2): Up to 3% of annual revenues shall be allocated to SANDAG for the conduct of the transportation planning process. c. Bicycle and Pedestrian Facilities (Section 99233.3): Two percent of the money remaining in the fund may be available to the county, and cities, for development of bicycle and pedestrian facilities and safety education programs. These funds are allocated by SANDAG based on a regionwide priority list of projects. d. Rail Passenger Service (Section 99233.4): Within the San Diego region, only Metropolitan Transit System (MTS), North County Transit District (NCTD), or SANDAG may file a claim 1 All sections refer to the Public Utilities Code unless otherwise noted.
Attachment 1
City of Coronado Page 39
2 under this provision for rail passenger service operating or capital improvement expenditures.
e. Community Transit Services (Section 99233.7): Within the San Diego region, up to 5% of the remaining money in the fund shall be available to MTS, NCTD and the Consolidated Transportation Service Agency (CTSA) to provide community transit services. Community transit service means transportation services that link intracommunity origins and destinations including services for those such as the disabled who cannot use conve ntional transit services.
f. Transit Operator Claims (Section 99233.8): The remaining money in the fund shall be allocated to MTS, NCTD and SANDAG to support public transit systems within the San Diego region.
g. Express Bus and Vanpool Services (Section 99400.6): Within the San Diego region, any claims for express bus service and vanpool shall be consistent with the plans of MTS and NCTD for such services subject to specified conditions. h. Commuter Ferry Services (Section 99400.7): Within the San Diego region, MTS and NCTD may file a claim to provide commuter ferry service on San Diego Bay for purposes of serving peak-period commute trips for pedestrians and bicycles.
2. County Auditor’s Responsibilities
The County Auditor in each county in the state is the designated trustee for that county’s TDA funds. Prior to February 1, of each year, the San Diego County Auditor is required (CCR 6620) to furnish SANDAG with an estimate of monies anticipated to be deposited in the LTF during the ensuing fiscal year. The County Auditor must also provide an estimate of the TDA fund balance after all allocation instructions and payment schedules have been honored for the current fiscal year. Estimates include interest income for the ensuing fiscal year as well as sales tax revenues. In addition, the County Auditor is also responsible for maintaining accounting records for the LTF and for disbursing TDA monies in accordance with allocation instructions from SANDAG.
3. Apportionment Schedule
It is the responsibility of SANDAG to apportion TDA monies for the ensuing fiscal year based on estimates received from the County Auditor. In the San Diego region, the development of the annual apportionment schedule reflects the existence of two transit development board boundaries: (1) the San Diego MTS area and (2) the NCTD area. The MTS and NCTD service areas encompass the entire county. Prior to March 1, of each year, SANDAG shall provide its apportionment estimates to NCTD and MTS.
4. Claims
There are four separate articles of the TDA. Each article provides funding for specific purposes with differing eligibility requirements and restrictions.
This policy discusses the general requirements, while detailed instructions are included in the TDA Manual.
City of Coronado Page 40
3 4.1 Claim Process: Claimants shall submit all required forms and data supporting their TDA claims by April 30 of each year. These forms are included in the TDA Manual and available on the TDA web page. An item that provides a summary of TDA allocations based on review of the claims shall be presented for approval to the Transportation Committee and Board of Directors at its June meeting. Transit claims must be consistent with the annual Transit Operating Budgets approved for funding by the Board.
4.2 Project Eligibility: Article 3 funds are designated for bicycle and pedestrian projects.
Article 4 funds are used to provide general public transit services. Article 4.5 funds are designated for community transit services and, by SANDAG Board policy, are allocated within the San Diego region to support paratransit services required by the Americans with Disabilities Act (ADA). Article 8 provides special provisions to support express bus service, multimodal transit centers, and ferry service. Finally, the STA fund is a state program, administered locally, that provides additional support for public transit.
4.3 Farebox Recovery Ratio: Except for Article 3 projects, the commuter ferry service, and services provided by the CTSA, all transit operators must maintain a certain ratio of fare revenue to operating cost (farebox recovery ratio as set forth in Section 6.2.1 of this policy).
4.4 Reporting Requirements: Each recipient of TDA funds is required to submit the annual State Controller’s Report (CCR 6665) and annual certified fiscal audit (Section 99245) before the required deadline. As the TDA administrator, SANDAG procures an independent auditor for the annual fiscal audit and submits to Caltrans on behalf of the recipients.
4.5 Claim Revisions: Where changes in circumstances warrant, a claimant may request a revision to an approved allocation. A request for an allocation revision or amendment shall include detailed information and the reason for the request. The SANDAG Transportation Committee approval is required for an amendment.
5. Article 3 - Bicycle and Pedestrian Claims
Two percent of TDA funds are apportioned each year for facilities provided for the exclusive use of pedestrians and bicyclists. Of the amount available to a city or the county pursuant to this section, 5% thereof may be expended to supplement monies from other sources to fund bicycle and pedestrian safety education programs. Funds under this article shall be allocated pursuant to procedures or criteria established by SANDAG for the area within its jurisdiction.
SANDAG allocates funding based on a regionwide priority list of projects in the development of a balanced transportation system, including funds for the Regional Bike Early Action Program and also funds local bicycle and pedestrian plans, programs, and projects through the competitive TransNet/TDA Active Transportation Program which is supplemented with TDA revenues. 2
2 The San Diego Transportation Improvement Program (TransNet) Extension approved by the voters in 2004 also includes an annual allocation of 2% of the total annual revenues dedicated to the Bicycle, Pedestrian, and Neighborhood Safety Program, which also is known as the TransNet/TDA Active Transportation Grant Program (ATGP). The ATGP provides funding for bikeway facilities and connectivity improvements, pedestrian and walkable community projects, bicycle and pedestrian safety projects and programs, and traffic calming projects through a competitive grant program.
City of Coronado Page 41
4 5.1 Project Eligibility: Public Utilities Code (PUC) Sections 99233.33 and 99234 describe the project eligibility. SANDAG, as the RTPA, has the authority to establish criteria applicable to evaluating claims for bicycle and pedestrian funds (Section 99401). The claims are due by April 30 of each year. Each claim must include required claim forms and supplemental information. Additional SANDAG requirements are outlined in the TDA Manual.
5.2 Payment of Funds: Payment of funds for bicycle and pedestrian projects will be made based on payment requests submitted to SANDAG.
5.3 Project Monitoring: Regular project status reports are provided to the Transportation Committee. SANDAG bike projects are monitored through quarterly capital status reports and updates to the Board of Directors and Independent Taxpayer Oversight Committee.
5.4 Project Completion: Final payment will not be issued for any project until all aspects of the contract between SANDAG and the claimant have been completed.
5.5 Project Maintenance: The claim for either TDA funds or for TransNet bicycle funds requires the applicant to identify how the facility will be maintained. Beyond routine maintenance, agencies that construct bikeways or pedestrian improvements with these funds assume the responsibility to maintain those improvements so long as the right-ofway in which the improvements are provided remains open to the public.
6. Article 4 – General Purpose Claims
This article provides for the following purposes: (1) support of public transportation system; (2) aid to public transportation research and demonstration projects; and (3) contribution for the construction of grade separation projects (Section 99260).
6.1 Eligible Expense: Public transit operators can use Article 4 funds for all purposes necessary for the development and operation of a public transportation system including the following (Section 99262):
a. Planning and contributions to the transportation planning process b. Acquisition of real property
c. Construction of facilities and buildings
d. Purchase and replacement of vehicles
e. Systems operation
f. Maintenance and repair
g. Debt service
6.2 Eligibility Requirements:
6.2.1 Farebox Recovery Ratio: In order to qualify for TDA funds, an operator must maintain a certain ratio of fare revenue to operating cost (farebox recovery ratio).
To be eligible for Article 4 funds, the farebox recovery ratio must equal or exceed the required ratio (see table below).
City of Coronado Page 42
5 If an operator fails to maintain the required ratio, certain penalties apply (Section 99268.9). Should an operator’s service expand by more than 25% the ratio requirement is waived for two years after the end of the fiscal year in which the expansion was implemented (Section 99268.8).
Farebox Recovery Ratio Requirements
Operator Required Ratio PUC Section
MTS 20% 99269
NCTD 18.8% 99270.1
MTS/NCTD Services for Elderly
and Disabled Persons 10% 99268.5
6.2.2 Staffing of Vehicles: Transit vehicles routinely staffed by two or more persons are prohibited for any vehicle designed to be operated by 1 person (Section 99264)
6.2.3 Retirement System: The current cost of the transit operator’s retirement system must be fully funded with respect to the officers and employees of its public transportation system (Section 99271). An operator with a private pension plan can be eligible for Article 4 funds only if it meets all the requirements of Sections 99272 and 99273.
6.2.4 Maximum Fund Eligibility: Each operator shall determine the maximum amount of LTF and STA funds using the Fund Eligibility Worksheet (CCR 6634).
6.2.5 Fund Use: All operators shall expend funds from the LTF only in accordance with the terms and conditions of the allocations.
6.2.6 Charter Service: Any operator providing charter service must meet the requirements of Section 99250 – all charter bus service must contribute financially to the reduction of deficits incurred in the operation of scheduled bus service.
6.2.7 Pull Notices: Each operator must include a certification completed within the last 13 months from the Department of the California Highway Patrol indicating that the operator is in compliance with Section 1808.1 of the Vehicle Code (maintaining current driver records).
7. Article 4.5 - Community Service Claims
The State Legislature provides up to 5% of the eligible annual TDA funds for community transit services, which include services for those such as the disabled who cannot otherwise use conventional transit services. Eligible applicants are cities, counties, public transit operators, and consolidated transportation service agencies. Only public agencies are eligible; however, private operators (e.g., taxicab companies) can provide community transit services under contract with a public agency on a competitive bidding basis.
City of Coronado Page 43
6 The total funds apportioned are divided between the MTS and the NCTD service areas based on the ratio of the total population in each area to the total population in the county.
In order to include the CTSA in the fund distribution process, a maximum of 2% of the total available will be set aside to support the CTSA.
7.1 Board-Adopted Priorities: Due to the limited funds available under the Article 4.5 program, the SANDAG Board adopted the following priorities for the allocation of article 4.5 funds:
1. The Article 4.5 program is intended to serve those population groups that cannot use conventional, fixed-route transit services, primarily persons with disabilities as defined by the ADA. Service to persons such as the nondisabled elderly should be provided only when capacity is available.
2. Priority shall be given to providing accessible curb-to-curb services to all communities within the urbanized area. Currently service is limited to a ¾-mile radius of an existing fixed-route service area. Based on fund availability, service shall expand beyond the ¾-mile radius.
3. Additional services proposed within areas currently served by another operator will be considered only on the basis of fund availability and a clear demonstration of unmet need.
7.2 Eligibility Requirements: Applicants must meet the following requirements:
1. That the proposed community transit service is responding to a transportation need currently not being met in the community of the claimant.
2. That the service shall be integrated with existing transit services, if appropriate.
3. That the applicant is in compliance with the applicable farebox recovery ratio requirements (Sections 99268.3, 99268.4, 99268.5 or 99268.9). For exclusive elderly and handicapped services, 10% of the claimant’s operating costs must be recovered through fare revenues. However, local support may be included toward meeting the 10% requirement. A CTSA performing coordination activities is exempt from this requirement.
4. That the applicant is in conformance with the requirements of Section 99155 and Section 99155.5 relating to the honoring of specified identification cards by operators offering reduced fares for seniors and the disabled and other eligibility requirements.
8. Article 8 – Special Provisions
Special provision claims generally refer to Article 8 claims for local street and road improvements; multimodal terminals; and express bus, vanpool, and commuter ferry services.
Article 8 allows for the construction and maintenance of multimodal transportation terminals anywhere in the County of San Diego or any city, as the case may be (Section 99400.5). The transit operators may also file for express bus services (Section 99400.6).
City of Coronado Page 44
7 8.1 Multimodal Transportation Terminals: Eligible uses include planning or feasibility studies undertaken to develop new transit centers. The applicant(s) must include a work program describing the objectives and tasks of the study, and projected time frame of the study. The funding request should cover work scheduled to begin, construction costs, and if the project is to be implemented in phases, including in the project description the estimated implementation dates and related costs for each phase (i.e., preliminary engineering, right-of-way acquisition, construction, etc.).
8.2 Express Bus and Vanpool: Operators may file for express bus service or vanpool oriented toward serving work commute trips and providing accessibility between residential areas and major activity centers.
8.3 Commuter Ferry Service: Cities within the County of San Diego may file for commuter ferry service on San Diego Bay for the purpose of serving peak-period commute trips for pedestrian and bicycles. The commuter ferry service may be located anywhere on San Diego Bay, but shall be consistent with the RTP, shall serve employment centers and high-volume activity centers, and may be provided by contract with operators, private entities operating under a franchise or license, or nonprofit corporations. Pursuant to SB 1433, the ferry service is exempt from the farebox recovery ratio requirement.
9. State Transit Assistance Funds
The STA program was created under Chapter 161 of the Statutes of 1979 (SB 620). The program provides a second source of TDA funding to transit operators for transportation planning, public transportation, and community transit purposes only as specified by the Legislature.
STA funds are derived from the statewide excise tax on diesel fuel and are deposited in the Transportation Planning and Development Account. The funds are appropriated to the State Controller for allocation by formula to SANDAG and the San Diego Metropolitan Transit System. The formula allocates 50% of the funds on the basis of the population of the region compared to the population of the state, and the remaining 50% is allocated according to the prior-year proportion of regional transit operator revenues compared with statewide transit operator revenues. Section 99312.7 requires the State Controller to issue estimates of funds to be allocated to each regional entity by January 31 of each year. To assist the Department of Transportation in determining the populations of the San Diego Metropolitan Transit Development Board, the San Diego Association of Governments, SANDAG, on or before June 1st of each year, shall provide the Department with the population of its respective jurisdiction using the most recent population estimates of the Department of Finance (Section 93313(b)).
9.1 Funding Priorities: The intent of the Legislature, and thereby SANDAG, is to give priority consideration to claims for the following purposes (Section 99314.5(C)):
1. To offset reductions in federal operating assistance.
2. To offset unanticipated increases in the cost of fuel.
3. To enhance existing public transportation services.
City of Coronado Page 45
8 4. To meet high-priority regional, countywide, or areawide public transportation needs.
9.2 Required Findings: Each regional entity is required to make all of the findings listed below before it can allocate funds to a claimant (CCR 6754). It is the responsibility of the operator to provide the regional entity with sufficient information upon which to make these findings. The required findings in this section do not apply to MTS. By state statute, MTS is designated as a regional entity for STA purposes. As a result, MTS is a direct recipient of these funds and SANDAG is not required to make findings, although SANDAG is required to verify that MTS has met the requirements. In order to allocate STA monies, SANDAG must find that:
1. The operator’s proposed expenditures are in conformance with the RTP.
2. The level of fare revenues proposed is sufficient to enable the operator to meet the fare revenue requirements of Sections 99268.2, 99268.3, 99268.4, 99268.5, and 99268.9, as applicable.
3. The operator is making full use of federal funds available under the Federal Transit Act, as amended.
4. The sum of the operator’s allocations from the STA fund and from the LTF does not exceed the amount the operator is eligible to receive during the fiscal year (see CCR 6634). Such finding, however, shall not relieve the operator of its responsibility pursuant to CCR 6735.
5. Priority consideration has been given to offset reductions in federal operating assistance and unanticipated increases in the cost of fuel; to enhance existing public transportation services; and to meet high-priority regional, countywide, or areawide public transportation needs.
6. The operator has made a reasonable effort to implement the productivity improvements recommended pursuant to Section 99244. This finding shall make specific reference to the improvements recommended and to the efforts made by the operator to implement them.
7. The operator is not precluded by any contract entered into, from employing parttime drivers or from contracting with common carriers of persons operating under a franchise or license (Section 99314.5).
8. The operator has been certified within the last 13 months by the California Highway Patrol to be in compliance with Section 1808.1 of the Vehicle Code.
9. The operator is in compliance with either the operating cost per revenue vehicle hour in the latest year or three-year rolling average eligibility requirements of Section 99314.6 (STA Operator Qualifying Criteria).
10. Transit Productivity Improvement Recommendations
Pursuant to the provisions of Section 99244, SANDAG is responsible for identifying and recommending potential productivity improvements that can lower the operating costs of transit operators. The recommendations for improvements and productivity shall include, but City of Coronado Page 46
9 not be limited to, those recommendations related to productivity made in the triennial performance audit pursuant to Section 99246. Performance improvement is best measured over a multiyear timeframe that focuses on longer term trends. In order to measure multiyear improvements, performance recommendations for fixed-route and demand response operators are divided into two categories: (1) performance improvement recommendations and (2) performance audit recommendations. The TDA Manual describes the requirements and forms to be submitted as part of the annual claim process.
11. Additional Regulations
Sections 99261, 99275.5, and 99401 provide for SANDAG to further delineate procedures for the administration of TDA funds.
1. Interest Earned on TDA Monies in the County Treasury: Interest earned on TDA monies in the County Treasury accrue to the LTF and will be apportioned as part of the total funds estimated as determined by the County Auditor and Controller.
2. Interest Earned on TDA Monies Allocated to Operators: Recipients of TDA funds shall maintain separate accountability for such funds and interest earned on such funds. In addition, operators should invest TDA funds received in a prudent manner and any interest earned on such funds shall be expended only for the purposes for which the TDA funds were allocated.
3. Operator Performance Audits: A performance audit guide shall be maintained and the performance audits of operators who claim TDA funds shall be conducted as required by law.
4. Apportionment Schedule Population Estimates: In determining the annual apportionment of TDA funds to member jurisdictions, SANDAG shall utilize the most recent California Department of Finance population figures.
5. TDA Payment Schedules: The SANDAG Executive Director determines the cash flow needs of individual TDA claimants and is directed to issue allocation instructions and payment schedules to the County Auditor that will meet said cash flow needs within the limits of available TDA monies and within the limits of individual claim amounts approved by the Board. Capital claims for fixed facilities shall be treated as reserves and paid on a progress-payment basis.
6. Article 4.5 Claimants - Farebox Recovery Requirements: Claimants of funds under Article 4.5 shall be in compliance with the applicable farebox recovery requirements as contained in Sections 99268.3, 99268.4, 99268.5, and 99268.9. However, for the purpose of meeting the farebox recovery requirement, an operator may include local support, as defined by CCR 6611.3, in the calculation. 10 8. Use of TDA Funds for Local Street and Road Improvements: PUC Section 99232 restricts the use of TDA funds in urbanized counties, including San Diego County, for transit purposes. TDA funds shall be allocated for local street and road improvements only when such improvements are directly related to a major transit facility, such as a multimodal terminal or transit center. The local street and road improvements must be an integral part of the transit facility and the transit facility must be identified in the Coordinated Plan (the Regional Short-Range Transit Plan & Coordinated Public-TransitHuman Services Transportation Plan) and in the RTP.

CITY COUNCIL STAFF REPORT
November 1, 2022 10d
CONSIDER AND APPROVE MAJOR, MODERATE AND MINOR SPECIAL EVENT REQUESTS FOR 2023
RECOMMENDATION:
Receive a report on 2023 Special Event applications, requested waivers, and alternate recommendations and provide direction, as appropriate.
Staff recommends approval of all applications as submitted, with the proposed alternatives for the Freedom Fest Cornhole Tournament and Crown City Classic, approval of the seven alcohol waiver requests and approval of in-kind facility use request for Coronado’s Talent VIP Party.
BACKGROUND:
The City of Coronado (City) regulates the use of City-owned facilities or rights of way by individuals and organizations for special community or private events. A special event is any scheduled or planned non-emergency event occurring within the City which requires increased or modified emergency or non-emergency services or support by the City personnel. Chapter 20.30 of the Coronado Municipal Code states that individuals and organizations wishing to hold an event in City-owned parks, facilities or within public rights of way must obtain a Special Event Permit.
Special events are categorized as a “Major Event,” “Moderate Event,” or “Minor Event” based on information submitted by event organizers within their Special Event Permit application or letter of intent.
• A Major Event is defined as an activity which entails in excess of 2,000 participants and/or spectators and which significantly affects City personnel, resources, services, facilities, traffic circulation, or impacts the community and/or its citizens. Major events typically have two or more additional requests including but not limited to reserved parking, fencing, stage, tents/pop-ups, road closures, and/or amplified sound. • A Moderate Event is defined as an activity which entails 500-2,000 participants and/or spectators and which significantly affects City personnel, resources, services, facilities, traffic circulation, or impacts the community and/or its citizens. Moderate events typically include one or two additional requests including but not limited to reserved parking, fencing, stage, tents/pop-ups, road closures, and/or amplified sound. • A Minor Event is defined as any activity for a small and/or specialized group that does not add an additional burden on City personnel, resources, services, facilities, traffic circulation, or impact the community and/or its citizens. A minor event shall not have any additional requests.
To minimize impacts to the community, the City does not permit more than one special event per weekend, or events on holiday weekends except July Fourth, and does not permit special events during the summer between Memorial Day and Labor Day, except for Coronado Promenade Concerts in the Park, Rotary Low Tide Ride and Stride, Optimist Sports Fiesta, and Bike the Bay, City of Coronado Page 62
which are long-standing and highly anticipated community events. Municipal Code Section 20.30 states that the City will only approve fourteen major events and fifteen moderate events during the calendar year.
ANALYSIS:
Over the course of 2022, the volume and frequency of special event requests has increased significantly. To reduce administrative burden and to make planning and coordination more efficient for event organizers, the City required all recurring major and moderate events to submit their event applications by August 1, 2022.
In total for 2023, the City received 14 major event, 12 moderate event, and 2 minor event requests.
Additionally, 7 events requested permission to serve alcohol. Attachment 1 provides a summary of event requests and staff recommendations for approval of Major, Moderate and Minor Events.
The submitted letters of intent and impact summaries for each event can be found in Attachment
2. Attachment 3 provides a draft calendar of 2023 special events.
Staff Recommended Event Alternatives
Two event organizers have submitted requests that have notable impacts that merit consideration of alternatives to mitigate those impacts on the community and City resources. Staff recommends City Council approval of the following alternatives:
1. Freedom Fest Cornhole Tournament – Coronado Fourth of July If approved, 2023 will mark the first annual Freedom Fest Cornhole Tournament hosted by the Coronado Fourth of July organization. This is a fundraising event for Fourth of July activities. The Coronado Fourth of July requested this event to be held on Orange Avenue, closing First and Second Streets for 15 hours, creating significant impacts to traffic.
Including set-up and tear-down, the 100 and 200 blocks of Orange Avenue would be closed from 6 a.m. to 9 p.m. This closure would cause significant impacts not only to surrounding residents and businesses, but to Police Department and Public Services staffing. As requested, the event will include 16 cornhole courts fitting 64 teams, art and retail vendors, food vendors, concert stage, kids’ activity area, and beer garden.
Due to the fact that this is a first-time event, and the given the scale of the anticipated community burden and staff impact for a significant closure of Orange Avenue, the recommendation is to relocate and scale the event in Spreckels Park, and reconsider the idea of a small street fair for 2024. If held in Spreckels Park, staff is willing to work with the Coronado Fourth of July to ensure the accommodation of cornhole courts, a concert in the gazebo area, beer garden and other activity area for kids or vendors. Additionally, staff recommends the consideration of March 4 as an alternative date, dependent on Coronado Police Department staff scheduling.
2. Crown City Classic – Easy Day Sports
2023 will mark the 50th anniversary of the Fourth of July Crown City Classic run. During the initial years of the event, the 5k and 12k were accompanied by a half-marathon route.
As the Fourth of July became a larger and busier event for the City, the Crown City Classic returned to only holding the 12k, 5k, and kids ½ mile race. For its 50th anniversary, the event organizers requested to reestablish the half-marathon route. After careful City of Coronado Page 63
consideration, it is staff’s recommendation to not approve the half-marathon route due to safety and management concerns in an already heavily impacted weekend.
Coronado Police Officers provide traffic control during the event from 7:00-9:00 a.m., then report to the parade detail directly after. The half marathon route would increase the time officers are on traffic control, which would prevent them from reporting to the parade detail at 9:00 a.m. To ensure the safety of race participants, staff recommends keeping the maximum race distance at 12k.
Requests for Alcohol Waivers
Seven special events requested waives to serve alcohol. All approved requests will be required to follow all applicable state and local laws, including regulations by the Alcoholic Beverage Control Board, as well as engage necessary security and provide the required insurance.
Staff reviewed the applications and evaluated the event organizers’ plans to administer alcohol service safely, the availability of Coronado Police Officer and/or private security guards to support the service and benefit to the event and community. With the analysis, staff recommend the approval of the seven requests for alcohol waivers, with additional details following.
1. Coronado Flower Show – Coronado Floral Association
The Coronado Floral Association (CFA) requests the City Council to waive the prohibition of alcohol in City Parks to allow a beer garden inside the flower show tent and at the Gala associated with the show. Volunteers approved by CFA would staff the beer garden.
Staff recommendation: Approve the alcohol service waiver. The alcohol-related activity will be conducted safely, adequately supported by Coronado Police Officers and private security guards and provides monetary benefit to the host organization while enhancing community pride and Coronado’s traditions.
2. Freedom Fest Cornhole Tournament – Coronado Fourth of July The Coronado Fourth of July requests the City Council to waive the prohibition of alcohol to allow for a beer garden at their fundraising event.
Staff recommendation: Approve the alcohol service waiver. The alcohol-related activity will be conducted safely, adequately supported by Coronado Police Officers and/or private security guards and provide monetary benefit to the host organization to fund Fourth of July activities.
3. Concerts in the Park – Coronado Promenade Concerts
The Council is requested to waive the prohibition against the consumption of alcohol on public property, in Spreckels Park, in conjunction with the summer concert series.
Staff recommendation: Approve an alcohol waiver. The alcohol-related activity will be adequately supported by Coronado Police Officers while enhancing community pride and relations. In years past, City Council has waived the ban on alcohol in Spreckels Park during the Promenade Concerts.
4. Art and Wine Festival – Coronado Chamber of Commerce The Coronado Chamber of Commerce requests to waive the prohibition of alcohol to allow for wine tasting. Wine will be served in two separate private properties (the Chamber of Commerce lawn and Christ Church). Although the alcohol will be served on private property, the consumption of alcohol may occur within the event on (closed) City streets and sidewalks.
City of Coronado Page 64
Staff recommendation: Approve the alcohol service waiver. The alcohol-related activity will be conducted safely, adequately supported by private security, and is a fundraising activity for the Coronado Schools Foundation 501(c)3.
5. Coronado Wine Classic – Coronado Junior Woman’s Club The Coronado Junior Woman’s Club requests the City Council to waive the prohibition of alcohol on City parks and sidewalks to allow wine to be served and consumed in Glorietta Bay Park Promenade.
Staff recommendation: Approve the alcohol service waiver. The alcohol-related activity will be conducted safely, adequately supported, and will provide fundraising for the Coronado Junior Woman’s Club donations to charitable organizations and the Marilyn Foster Scholarship.
6. Fourth of July Rough Water Swim – Coronado Swim Association The Coronado Swim Association requests the City Council to waive the prohibition of alcohol in City parks to allow a beer garden in Sunset Park from 1-3 PM following the Fourth of July Rough Water Swim.
Staff recommendation: Approve the alcohol service waiver. The alcohol-related activity will be conducted safely, adequately supported, will provide monetary benefit to the host organization, and will stimulate the business community beyond the event boundary.
7. Book Fair – Friends of the Coronado Public Library
The Friends of the Coronado Public Library (FOL) requests the City Council to waive the prohibition of alcohol in City parks to allow beer and wine to be served exclusively to FOL members during the meeting and reception on April 14, 2023.
Staff recommendation: Approve the alcohol service waiver. The alcohol-related activity will be conducted safely and will enhance community pride and Coronado’s traditions.
Requests for In-Kind Services
The City received a request for an in-kind donation of City facilities:
1. Coronado’s Talent VIP Party – Crown Town Foundation
The Crown Town Foundation requests the in-kind donation of the John D. Spreckels Center for the annual pre-show party which takes place prior to the annual Coronado’s Talent VIP Party. The donation would cover all related expenses to the facility rental including audio/visual, security, kitchen, and insurance. The in-kind donation would value approximately $750.
Staff recommendation: Approve the in-kind donation of the John D. Spreckels Center Grant Room for Coronado’s Talent VIP Party.
FISCAL IMPACT:
City-Sponsored Events:
The Coronado Municipal Code states the City Council may waive all or part of the permittee’s obligation to reimburse the City based upon a consideration of the special event’s contribution to the community.
The costs of the Flower Show and Book Fair, MotorCars on MainStreet, Promenade Concerts in Spreckels Park, Fourth of July Celebration, Coronado Island Film Festival, and Holiday Open City of Coronado Page 65

MAJOR EVENT – COUNCIL SUPPORT
Event Name Coronado Freedom Fest Cornhole Tournament
Event Date February 18, 2023, set-up: 6 a.m., tear down: 9 p.m.
Alternate date: Saturday, March 4, 2023
Event Location 100 and 200 Block of Orange Ave.
Alternate location: Spreckels Park
Event Organizer Coronado Fourth of July
Event History This would be the first annual Coronado Fourth of July fundraising event. CFOJ is exploring additional fundraising activities to offset the cost of the Independence Day festivities.
Event Description Coronado Fourth of July is proud to partner with the Island Beer Club to bring a scaled down version of 92118 Day. We are proposing a street festival that includes a full 16 court cornhole tournament with 64 teams, art and retail vendors, food vendors, concert stage, kids activity area, and beer garden. This event location would be symbolic as it would take place on the same block as the parade starts each year. We would like to explore all options to make this location work if possible.

Dear Ms. Friend:
Please allow this to serve as Coronado Fourth of July’s (CFOJ) Letter of Intent to host the 74 th
anniversary Coronado Fourth of July Celebration. The Celebration is a Major, City-sanctioned Event.
CFOJ respectfully requests that this letter, special interest form, and subsequent applications be presented to the City Council for approval.
Attached please find a special interest form that identifies all proposed events, with time and participant estimates. Historically, a Fourth of July event that occurs on a Tuesday, Wednesday or Thursday tends toward the lower to middle range of estimates. If there are any additional activities you would like to see added, please let us know.
The Celebration is primarily funded by community and business donations, a grant from the City of Coronado, and a grant funded by the Port of San Diego (Port grant not provided in 2021; reimbursement to CFOJ requested for 2022). The following were title sponsors in 2022: City of Coronado (Fireworks); Donna Salof (Parade); Ariston Services Group (Fireworks Enhancement); Arendsee Family Foundation (Concert) and URT (Navy Leap Frogs).
For the Cornhole Tournament (February 2023), CFOJ would again request a waiver of the prohibition on alcohol, consistent with waivers already provided last year andoJ to other community groups at the same or similar locations. Also, since 2020, the City granted a waiver of the separate insurance requirement for the Navy Leap Frogs demonstration, due to the Department of Defense selfinsured retention.
CFOJ looks forward to working with the City to ensure that the Coronado Fourth of July Celebration improves, grows and ultimately rivals the best in Southern California. Please conta ct me at your earliest convenience if you have any questions or comments. Let Freedom Ring!! Robert Kracht

MAJOR EVENT – COUNCIL SUPPORTED
Event Name Coronado Fourth of July
Event Date Tuesday, July 4, 2023 – All day
Event Location Citywide
Event Organizer Coronado Fourth of July Committee
Event History 2022 was the 73rd Anniversary of the Parade. 2021 was the first year that Coronado Fourth of July produced the events. From 2021 on, the event has included the parade, fireworks, a Navy Leap Frogs demonstration, and two concerts on the golf course (added in 2022).
Event Description Coronado Fourth of July is the event organizer for the Fourth of July celebration in Coronado. CFOJ produced a significant Fourth of July celebration with the help of volunteers and donations, which has multiplied the effectiveness of City staff. The City provides substantial in-kind staff and other support, as well as a community grant that covers some of CFOJ’s expenses. With the help of the CFOJ board and its volunteers the City hosts the largest one-day event of the year without directly planning and orchestrating the event. The event includes a parade, photo ops and demonstrations with parade entries, Navy Leap Frogs aerial demonstration, two concerts on the golf course and fireworks.
Expected Attendance 50,000+
Beneficiary All events produced by the Coronado Fourth of July are free to the public. The Coronado community and visitors are major beneficiaries of the events. Local businesses greatly benefit through increased revenues before, during and after the Fourth of July, which also provides incremental tax benefit to the City.
Other Requests The CFOJ requests the City Council waive the obligation to reimburse the City for all costs incurred in providing public facilities and services for the event.
Services Impact Requires significant City support in terms of personnel and services. The majority of employees from Public Services and the Police Department will be scheduled to work, and there will be increased staffing at the Fire Department. Staff works closely with the 4th of July Committee on all facets of this event and obtains a Caltrans encroachment permit to close Orange Ave.
Facilities Impact Increased crowds in nearly all outdoor facilities.
Traffic Impact Orange Avenue street closure, slow traffic on streets and bridge. Parking is also heavily impacted throughout the day. Traffic after the firework show takes 2-3 hours to return to normal.
Community Impact Increased crowds, noise.

Re: 2023 Major Special Event Application Request
Dear Mayor Bailey and City Council and Tina Friend, City Manager In keeping with the City’s municipal code, Coronado Island Film Festival (CIFF) hereby applies to hold the 2023 festival the week of Wednesday, November 8th through Sunday, November 12, 2023.
We have found that Veterans’ Day weekend has now been cemented as the traditional week for the festival. In addition to being strategically situated at the start of the film industry’s “awards season,” making it easier to acquire first-run films, it’s also a holiday weekend. This allows us to hold a full four day festival following our Kick Off BASH/Taste of the Festival. Additionally, the Veterans Day holiday provides an opportunity to honor and recognize the rich military history of the island, and greater San Diego. The dates also fall in sync at a time of the year when Coronado’s hotels can handle additional guests before the big holiday season hits.
Our 2021 festival brought together approximately 4500 unique attendees at approximately 100 screenings, panels, workshops and events.
The Coronado Island Film Festival is grateful to the City of Coronado for Community Grants that have supported the film festival from its inception and have helped sustain our non-profit through 2021 recovery. In addition to the grants funds we have received and the generous in-kind waiver of rental fees for use of the Nautilus Room and Spreckels Center, have enabled CIFF to expand our offerings and to reach a larger number of Coronadans. We are also very grateful for the use agreement that has allowed us the use of the Coronado Performing Arts Center (CPAC) and Black Box theater. City support is an essential component of creating a world-class film festival that remains affordable to our residents and guarantees our continued success. City of Coronado Page 82 Once again we request the generous in-kind waiver of 2023 rental fees for City facilities (Nautilus Room including the adjacent patio for the Kick Off BASH/“Taste of the Festival” party, slated for November 8 and the John D. Spreckels Center Grand Room and patio (November 9-12, and Activities Room (TUESDAY November. 7 thru MONDAY 13 (set up and tear down).
The additional date for the Activities Room is to store rentals is an essential ask. We were not granted Monday pick up at 7:30 am by Spreckels management in 2022 this cost us $4,000.00 as the only rental company who could pick up on the island Sunday evening was the highest bid vendor.
The community of Coronado has embraced our festival wholeheartedly, from our hospitality partners, local businesses, to our 150 volunteers, to the students and staff of CoSA, and the surprising number of Coronado residents who work in the industry, and our incredible supporters who have grown year-after year, attending our year-round events including the many faithful Seniors who attend our monthly Classic Screening Series, many of whom purchase a 5- day festival pass.
Our goal is to continue to partner with the City and City Manger as the reputation of the festival continues to elevate so does our community.
We proudly submit this application for 2023 and hope to be approved once again as a designated Major Event for the City of Coronado.
Sincerely,
Merridee Book

RE: 2023 Event Letter of Request
Dear Honorable Mayor Bailey and Distinguished Members of the Coronado City Council:
Padres Pedal the Cause and the San Diego Padres would like to thank the Coronado City Council for approving our access to the Coronado Bay Bridge for past years’ events. Allowing cycling participants the opportunity to cross the iconic Bay Bridge is a large part of the Padres Pedal the Cause experience and we feel, a big reason why our last four “in person” events have been so successful.
We also know full well that the number of lives touched by cancer continues to increase; Coronado residents, San Diego residents and humanity at large are being impacted by this dreadful disease. Our hope is that events such as Padres Pedal the Cause 2023 can UNITE communities both locally and globally in order to accelerate cures for cancer by funding lifesaving research. With this goal of accelerating cures, we respectfully request permission from Mayor Richard Bailey and the City Council to approve this same opportunity for our charitable event taking place in March 2023.
Impact of Most Recent Permit: April 2022
Thanks to the City of Coronado’s support, our last annual (and in person) event in 2022 was a recordbreaking fundraising year with over $3.2 million dollars raised towards lifesaving cancer research, bringing our total raise to over $18 million in 9+ years. 2022 was also the fourth year we offered cycling routes crossing the Coronado Bay Bridge and continuing down the beautiful Silver Strand, which helped grow our participant base and total donation to cancer research to record setting numbers. Every dollar raised through Padres Pedal the Cause’s fundraising efforts is awarded to local cancer research projects conducted by cross-institutional teams of physicians and scientists from Moores Cancer Center at UC San Diego Health, Salk Institute for Biological Studies, Sanford Burnham Prebys Medical Discovery Institute, Rady Children’s Hospital—San Diego, Scripps Research and La Jolla Institute for Immunology. This research creates new therapies and hope for cancer patients in San Diego and beyond. We are also very pleased to share that the event proceeded smoothly, as planned, and free of any traffic and safety issues. 2023 Event Projections:

This event is intended to draw local residents to the street festival to enjoy, bid on local art, then venture out onto Orange Avenue to patronize the local businesses to shop and eat without additional car traffic.
The event is free to attend, but wine tasting tickets will be available for purchase in advance. The wine tasting areas are separate, fenced-off spaces with security to manage 21 and over entry. All vendors will carry an ABC license and name the City of Coronado on insurance documents.
The 2022 event was a major success and received positive feedback by both Police and Fire, as well as City of Coronado staff. The neighboring host venues, Graham Memorial and Christ Church, were very pleased with the event and are excited to be a part of it in the coming years. There will be hired security and over 30 volunteers to assist the Chamber and CSF staff with the event.

Coronado City Council,
Commander Navy Region Southwest is requesting to host the Navy’s 36th Bay Bridge Run/Walk on Sunday, May 21, 2023. The Morale, Welfare and Recreation Department (MWR) hosts this annual event staffed by recreation professionals. The proceeds generated from the event benefit the Morale, Welfare and Recreation programs for sailors and their families, which include the fitness programs, community recreation programs and single sailor programs to help with Navy mission readiness and retention.
MWR will work hand in hand with local entities to obtain all necessary permits including the City of Coronado, San Diego Unified Port District for Tidelands Park authorization, the City of San Diego, Cal Trans, USA Track and Field Association to process the third party insurance certificates and additional endorsement for all the above entities. We will also be working with the CHP and San Diego Trolley for traffic control and safety of our participants. The event has been sold out at 10,000 participants and 1,000 spectators over the past several years and we anticipate the same numbers. Flagship Cruises and Events has also generously sponsored ferry shuttles for people wanting to enjoy the day and spend more time in Coronado at the Ferry Landing before heading back to San Diego. We anticipate partnering with the Ferry Landing Marketplace to offer discounts and specials to race participants as they did this past year.
MWR will transport race participants on shuttle buses from Coronado on Glorietta Blvd. starting at 6:30 a.m. to 7:30 a.m. to allow Coronado residents to get to the start line downtown on Park Boulevard adjacent to the Bayfront Hilton, for our 8 a.m. race start. We will resume shuttles immediately after our first runners cross the finish line in Tideland’s Park from approximately 8:30 a.m. to approximately 1 p.m.
MWR is excited to host another spectacular event over the majestic Coronado Bridge. Thank you for considering this special event request. Commander Navy Region Southwest, MWR Department looks forward to the opportunity to continue working with the City of Coronado for years to come.

Our most well-known fundraising event is the Taste of Coronado, held every October. Other events include Crown City Crawl and Coronado BANDS Together
Two years ago we set our sights on holding a wine festival as a Spring event to increase our fundraising. The pandemic put this idea on hiatus until now. CJWC is excited to host the “Coronado Wine Classic,” a Springtime fundraising event that we hope will become an annual tradition.
The Coronado Wine Classic will feature wineries from all over California and beyond. Attendees will experience many different wines, learn about the various winemakers and regions, and enjoy bites from local restaurants. This will be a ticketed event for adults 21 years of age or older. Proceeds from the ticket sales will go to support CJWC’s charitable donations and scholarships.
We are interested in hosting the event on a Saturday sometime between early March through late May of 2023. CJWC will work with the City of Coronado to schedule the event for a date that best accommodates the location while not interfering with other community events.
In order of preference, CJWC proposes one of the following locations: (1) Glorietta Bay Promenade and backside of City Hall; (2) City Hall parking lot and bay walkway; (3) Yacht Club Promenade park and portion of Strand Way (excluding the bike path); and (4) Tidelands Park. Enclosed are the proposed locations which identifies the perimeter of the event and suggested pedestrian detours.
Further description and information is included in our enclosed Special Event Form.
Thank you for your consideration and we look forward to this opportunity to host our fundraising event.

Time: ~6:00 am - 1:00 pm (previously ~5 am - 11 am) (including Setup / breakdown) - this is a time change due to shift of date for execution from July 4th to July 2 to better accommodate participants.
Location: Coronado Central Beach (Primary) CSTE would like to discuss alternate Contingency locations in the event of impacts created by San Diego County. Bravo Range (located behind Strand Elementary) - controlled by Naval Base Coronado has been socialized with NAB OIC - with proper coordination was supportive to grant access - would also require walk-through and site planning with Captain Carey.
Size of Event: ~ 500 participants / ~300 spectators

Email - [email protected]
Amplifying background Information: The event has been run by CSTE for more than 60 years and serves as a primary fundraiser for support of our 501(c)3 youth non-profit team. CSTE would like to move the event to Saturday in order to reduce impact to the community (i.e parking, traffic spectators) and reduce the impact for support from City of Coronado Lifeguard division during the 4th of July celebration, who have increased patrons to due the amount of events happening on the 4th of July. It would also allow our organization to participate in the parade. The date change is fully supported by the 4th of July Committee and the Lifeguard Division.
Secondary request: CSTE would like to propose the ability to host a beer garden, post event. With the event not being hosted on 4th of July it provides an opportunity for additional features to the event. We have several local San Diego micro breweries who have offered to sponsor the event. Location and details of such activities are very flexible. Beer gardens are common practice nationally for swims, runs and other sporting events, and provide a social feature for adult participants. Precedent has been set for adding alcoholic waivers for the stand-up paddle board race event in 2019.
CSTE would work with City officials to ensure safe and conservative implementation of such an activity, including coordination with Coronado Beer Club for support and recommendations.
Thank you for your careful consideration for our event in 2023.
Standing by for any questions or concerns.

We have a significant amount of volunteers to be able to reduce the workload that the city could incur and are willing to be as flexible as possible to continue to grow our relationship with all residents in Coronado as a foundation, as a race holder, but also as people who understand the burden it places on the people who live inside the city. We are willing to go above and beyond to meet all requirements and to ensure that we do our best to reduce the influx of stress and taxing city resources.
City of Coronado Page 118
We would also like to formally request the city council members and the mayor consider attending as guest speakers for the run this year and apologize that we did not ask this last year.
AWS1 James “Jimmy” Philip Buriak, USN, died 31 August 2021 in LOOSEFOOT 616, a Naval helicopter crash off the coast of San Diego. Where he served as a naval aircrewman rescue swimmer (AWS) with HSC-8. The legacy of a hero is the memory of a great name and the inheritance of a great example. This foundation was created in the wake of Jimmy’s death as a way to honor him and his memory but also keep his purpose alive – to help others. Jimmy served as a rescue swimmer whose motto is, “So others may live.” We’ve embraced this motto for the foundation and it’s the purpose of being there every day, but on your worst possible day, knowing that we are here to walk that journey with you. We are “Prepared.” We will “Respond.” We will “Remember.”
We are an all volunteer military and military spouse organization dedicated to providing pre-mishap education and immediate post-mishap support for the Navy and Marine Corps Aviation community and their families. In addition to providing immediate support, we also provide resources for child care, relieving immediate financial burdens and initial help and planning.

Dear City of Coronado City Council, Planning, and Events Committee, I am writing you on behalf of The Honor Foundation nonprofit organization regarding our annual fundraiser called The Swim for SOF. The Honor Foundation is a veteran nonprofit dedicated to helping veterans from the military Special Operations community make a successful transition from military to civilian life. In the seven years since its existence, over 1700 veterans have successfully graduated from The Honor Foundation program and its reach has grown to five brick-and-mortar campuses as well as two virtual, global campuses.
The Swim for SOF (Special Operations Forces) started in 2021 and has become an annual event to raise funds and awareness of The Honor Foundation and other veteran initiatives. In addition, this event serves to bring veterans and community supporters together creating relationships and opportunities for growth.
The Swim for SOF consists of a 3.3-mile swim from Glorietta Bay to Tidelands Park. In between, swimmers will stop at Tidelands Park for a tribute workout consisting of 22 pullups and 100 pushups for veteran suicide and fallen teammates. This event was inspired by the SEAL Swim in New York City and The Boston Frogman Swim. This past September 17th, 88 swimmers made the crossing (including a 2020 Olympic Gold medalist) and we raised more than $275,000 dollars for The Honor Foundation mission.
We have worked with The City of Coronado the last two years to make this impactful event a reality.
For 2023, we have proposed the event date of Saturday, September 16th. As the event grows in popularity, we would like to work more closely with The City of Coronado planning committee to ensure a safe and successful event for participants and spectators alike.

To Mayor Richard Bailey and City Council Members:
I am writing to ask permission to host the annual CHS Homecoming Parade and Every 15 minutes program in the year 2023.
The Homecoming Parade down Orange Avenue has been an annual tradition in Coronado for decades. This event highlights our CHS High School students with a fun display of class floats, Homecoming court members, our band, football team and district administrators. The city, police department and fire department all generously work with us to help make this celebration a reality.
Because the date of our Homecoming is determined by the football schedule, we can not set the date until late Spring, but it is typically in October.
Every 15 Minutes program is a powerful program funded by a grant from the Office of Traffic Safety and the California Highway Patrol that focuses on the consequences of making the choice to drive under the influence. This two day event for our Junior and Senior students begins with a “crash” scene that we stage on 7th street between E and F ave. We work closely with The City, Coronado PD, Coronado Fire Department, Coronado Sharp Hospital and the California Highway Patrol to bring this event to our students. We must apply for the grant each time we bring the program to our students, and CHP will ultimately set the date for us. We would target Early December for this event in 2023.
If you have any questions, please feel free to contact me.
Sincerely,
Nicole Belong
