APPROVAL OF HOLIDAY TIME OFF FOR EMPLOYEES DURING DECEMBER 2022
CONSISTENT WITH PRIOR YEARS
RECOMMENDATION:
Authorize up to an additional nine hours leave to City employees in conjunction with the Christmas or New Year’s holiday as in past years.
BACKGROUND:
In keeping a tradition that was directly initiated by the City Council, the City Council has historically approved time off for City employees for the Christmas - New Year time period. This time off is not reflected in collective bargaining agreements or City policies. This leave has been granted for use during the month of December and cannot be banked, carried over, or cashed out. It is intended to be a magnanimous gesture by the City Council as a show of appreciation for the City’s workforce. Use of this additional leave has been accomplished without interruption of normal City services, although typically the City operates with a skeleton crew for the period of time between December 24 and January 1. Employees have spread the time off over the month of December to ensure necessary staffing and coverage is maintained.
City employees have appreciated this gesture of holiday goodwill. The additional time off allows employees with more time to enjoy the holiday season with their friends and families.
ANALYSIS:
None.
FISCAL IMPACT:
None, the operational impact of additional leaves will be managed by each department to ensure proper staffing and coverage.
ALTERNATIVE:
Council may disapprove holiday time off for employees during December 2022.

November 15, 2022 5d
APPROVAL OF THE 2023 CITY COUNCIL MEETING SCHEDULE
RECOMMENDATION:
Request the City Council approve scheduling the Regular City Council Meetings for calendar year 2023.
BACKGROUND:
City Council Meetings are held pursuant to Coronado Municipal Code section 2.02.040 Regular Meetings:
A. Regular meetings of the City Council shall be held on the first and third Tuesdays of each month.
B. Regular meetings shall commence at 4:00 p.m.
C. If a regular meeting falls on a holiday, the regular meeting shall be held on the next business day. (Gov. Code § 54954)
D. Regular meetings shall be conducted in the City Council Chambers.
E. Upon notice to the public and news media, the City Council may designate another location for a regular meeting within the City limits. (Ord. 2036 § 2, 2013) Historically, the City Council has canceled one or two of its regularly scheduled Council Meetings in July and August due to summer and vacation plans. Consistent with past practice, this item was brought to the City Council for approval in May or June preceding the meetings to be canceled.
ANALYSIS:
Staff is recommending the City Council consider setting the schedule for the entire calendar year in order to allow the City Council and staff to conduct the City’s business more efficiently and offer the community a better opportunity to plan for meetings. Special meetings may be called at any time if an urgent matter arises outside of the regularly scheduled dates. Of note, there may be a need to call a special meeting in January 2023 in order to adopt the Recognized Obligation Payment Schedule (ROPS) for Fiscal Year 2023-24 dependent on when data is received from the Department of Finance. The City Council approved the administrative budget and ROPS at the Regular Meeting of December 21 last year.
Holidays have been noted in the proposed schedule for reference (Attachment 1).
FISCAL IMPACT:
None.

RECOMMENDATION:
Examine the quarterly Reports on Investments and order them filed.
BACKGROUND:
In compliance with the City’s Investment Policy, staff prepares an investment report and presents this to the City Council for review following the close of each quarter. Combined, the book value of these two portfolios totals approximately $207.6 million in cash and investments as of September 30, 2022.
ANALYSIS:

ACCEPT THE OCEAN BOULEVARD SIDEWALK AND STREET IMPROVEMENTS PROJECT
AND DIRECT THE CITY CLERK TO FILE A NOTICE OF COMPLETION RECOMMENDATION:
Accept the Ocean Boulevard Sidewalk and Streets Improvement project and direct the City Clerk to file a Notice of Completion.
BACKGROUND:
The Ocean Boulevard Street Improvements project was developed to improve access and pedestrian mobility on the sidewalk along the ocean side of Ocean Boulevard. With open car doors and associated beach-outing unloading, walkers, runners, bicyclists, strollers, and dogs on leashes, the former sidewalk width was insufficient to accommodate the demand by various users.
The Ocean Boulevard Street Improvements project was designed to maintain a minimum driving lane of 11 feet, widen the existing sidewalk only as needed to provide eight feet of clear space for pedestrians (unless the current sidewalk width is already wider, in which case, replace it in kind), and relocate the existing street lights at the back of sidewalk just outside the edge of the rocks.
Additional repairs to remaining sections of retaining wall along the back of the sidewalk (particularly towards the west end of the project) are being identified; an additional contract to implement repairs and achieve a smooth finish on the wall is anticipated.
ANALYSIS:
PAL General Engineering, Inc. was issued a Notice to Proceed on March 7, 2022. The work ceased and project was complete as of September 8, 2022. Timely recording of a Notice of Completion is an important step in finalizing the project as it triggers a 30-day deadline to file stop notices under Civil Code Section 9356(a).
FISCAL IMPACT:
As identified in the Fiscal Year (FY) 17/18 and FY 19/20 Capital Improvement Program, $1,174,000 from General funds has been allocated for the project and an additional $1,366,398 was allocated for FY 20/21 for a total project budget of $2,540,398. The total project cost, including design, construction, testing and inspection, and other miscellaneous expenses, is $1,828,907 as shown in the table. The remaining balance of $711,491 will be returned to the General Fund account.

AUTHORIZE THE CITY MANAGER TO AWARD A CONSTRUCTION CONTRACT TO TRUELINE CONSTRUCTION AND SURFACING, INC. IN AN AMOUNT NOT TO EXCEED $422,930 FOR THE COURT RESURFACING AND IMPROVEMENTS PROJECT; APPROPRIATE AN ADDITIONAL $266,424 FOR THE PROJECT
RECOMMENDATION:
1) Authorize the City Manager to award a construction contract to Trueline Construction and Surfacing, Inc. in an amount not to exceed $422,930 for the Court Resurfacing and Improvements Project in a form approved by the City Attorney. 2) Appropriate an additional $266,424 from the General Fund to the project.
BACKGROUND:
In 2015, the tennis, basketball, and wall ball courts were resurfaced by Pacific Tennis Courts, Inc. at a total project cost of $171,213. In 2021, staff observed many of the tennis courts were showing signs of wear and required resurfacing, and in July of 2021 staff requested and received City Council authorization to bid resurfacing of the courts within the City. The courts requested to be resurfaced included the following:
ITEM LOCATION COURT QUANTITY
1 Library 2 Tennis (T)
2 Tennis Center (Glorietta) 8 T + 1 Practice
3 Cays 5 T + 1 BB
4 High School (Robbin Adair) 4 T
On October 27, 2021, two bids were received ($150k, $345k), but questions were raised after the bid opening related to court availability, use, and the award process for the non-City courts that are maintained by the Coronado Unified School District (District). After a period of deliberation, and if an effort to obtain a better understanding of the residents needs staff solicited an in-depth survey related to tennis and pickleball usage within the city.
On May 3, 2022, at the request of staff City Council rejected the bids, and as a separate staff report on the same agenda, staff presented an overview of Coronado’s courts, court usage data, and survey results. At the conclusion of the item, City Council provided direction to staff with a request to bring back options for resurfacing the courts related to: tennis, pickleball, and basketball.
On July 19, 2022, after staff presentation and public comment specific to resurfacing of the courts, City Council directed staff to convert Cays Courts 1 and 5 to pickleball, to make no modification to the basketball court (other than resurfacing and restriping), and to convert Cays Court 1 from a soft to traditional surface court similar to the other Cays Courts. It was also noted that there should be no additional or change to existing lights. During the presentation staff estimated the earliest the project could be completed by would be late spring/early summer of 2023 assuming there were no material procurement issues or weather delays. The scope of work would include City of Coronado Page 66
resurfacing all 17 City owned courts with an option to resurface the 4 high school courts. The bid would be awarded on the full contract price for all 21 courts but provide the District an option to accept or decline the resurfacing of the high school courts.
ANALYSIS:
Staff prepared plans and specifications for the project to comply with the scope of work directed by Council along with the netting/gates and sound attenuation improvements related to the conversion of the tennis to pickleball courts.
On October 19, 2022, two bids were received in response to the Request for Bids published in accordance with the California Municipal Code 8.07 and Public Contract Code 20160 full and open bidding procedures. The bids results are as follows:
BIDDER BID RESULT
1 TrueLine Construction and Surfacing, Inc. Base
Bid $422,930.00
2 Alternate No. 1: High School One Phase $76,881.92
3 Basis of Bid Determination (1+2) $499,811.92 Low Bid
4 Ferandell Tennis Courts, Inc. Base Bid $527,315.00
5 Alternate No. 1: High School One Phase $75,991.00
6 Basis of Bid Determination (4+5) $603,306.00 Second
Low
Staff reviewed the bid package, insurance, bonding, and references beginning with the lowest bidder. TrueLine Construction and Surfacing, Inc. meets the City’s bid requirements. Both bidders are confirmed certified installers of the sports surface manufacturer. In accordance with the Standard Specifications for Public Works Construction, TrueLine Construction and Surfacing, Inc. is the lowest responsible and responsive bidder. Public contracting laws require the City to award the contract to the lowest responsible and responsive bidder, in this case, Trueline Construction and Surfacing, Inc.
On November 3, 2022, the District informed the City that they were declining the option to include the four (4) high school courts as part of the City’s project. With this the Fiscal Impact section will exclude the funding and reimbursement details needed had the District elected to accept the option.
FISCAL IMPACT:
The Coronado Tennis Courts Resurfacing project (400710-9811-21005) was approved as part of the FY 2020-21 mid-year budget adjustment. There is a total available project budget of $199,427 ($130,000 from the Capital Projects Fund, $69,427 from the Recreation Tennis maintenance budget). To date, a total of $631 for newspaper advertisement and building permit fees has been expended. An additional appropriation of $266,424 from the General Fund and transferred to Capital Fund 400 will be required to complete the project.

ADOPT A RESOLUTION ACCEPTING A SURRENDERED AND ABANDONED VESSEL EXCHANGE (SAVE) GRANT IN THE AMOUNT OF $54,310 FROM THE CALIFORNIA
DEPARTMENT OF PARKS AND RECREATION DIVISION OF BOATING AND WATERWAYS (DBAW)
RECOMMENDATION:
Adopt “A Resolution of the City Council of the City of Coronado, California, Accepting a Surrendered and Abandoned Vessel Exchange (SAVE) Grant in the Amount of $54,310 from the California Department of Parks and Recreation Division of Boating and Waterways (DBAW).” BACKGROUND:
The California Department of Parks and Recreation Division of Boating and Waterways (DBAW) enacted the Abandoned Watercraft Abatement Fund (AWAF) and Vessel Turn-In Program (VTIP) in 1998 and 2010, respectively. AWAF provides funding for public agencies to remove, store, and dispose of abandoned, wrecked, or dismantled vessels or any other partially submerged objects that pose a substantial hazard to navigation, from navigable waterways or adjacent public property, or private property with the landowner’s consent. The VTIP allows boat owners to surrender unwanted recreational vessels to participating local agencies. On January 1, 2016, the DBAW combined these two programs under the Surrendered and Abandoned Vessel Exchange (SAVE) program to give public agencies the convenience of applying for one grant and the flexibility to use funding for both purposes.
When a vessel requires removal, the City’s Public Services and Engineering department pays the contractor out of the Beach Maintenance/Grant Expense (account 10030006-80360). The grant revenue is then reimbursed to the Public Services General Fund (account 10025000-46017).
During the last round of funding, three surrendered vessels were removed and destroyed by our vessel assist contractor, Big Bay Marine Services, Inc. The average cost to remove a vessel is approximately $7,300. The total cost to remove surrendered or abandoned vessels during the last round of funding was $22,135. To date, DBAW has awarded the City approximately $220,000 in SAVE grant funds.
ANALYSIS:
Abandoned recreational vessels occasionally become beached in Coronado due to poor seamanship, weather events, and unlawful operations; especially vessels anchored in the free anchorage at Zuniga Jetty that break free and drift toward and come aground on the City beach.
These abandoned, derelict vessels pose a safety hazard to beach visitors, present environmental hazards to the beach and nearshore waters, as well as become a public nuisance. Most of the vessels are not seaworthy and the owners often do not have insurance or the resources to properly care for the vessels or arrange for their removal once aground.
The grant reduces the overall costs sustained to the City for the storage, removal, and disposal of abandoned vessels. Grant funds reimburse the City for accepting local owners’ derelict vessels to prevent the abandoning and subsequent washing ashore of unwanted boats. The City conducts outreach to boat owners in the local marinas as well as the Coronado Cays to notify them of SAVE grant vessel turn-in opportunities.
City of Coronado Page 69
The City applied for and was awarded a FY 2022/2023 SAVE Grant and was awarded $54,310.
DBAW requires that the City Council adopt a resolution approving the agreement. The grant term is from the date fully executed through September 30, 2024.
FISCAL IMPACT:
The City will receive a $54,310 grant. A ten percent cash or in-kind match is required. Acceptable matched include removal, storage, demolition, and administration fees. The grant revenue will be posted to the Public Services General Fund.
ALTERNATIVE:
The City Council could decide not to accept the grant funds and not authorize the City Manager to execute the grant agreement.

SECOND READING AND ADOPTION OF "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AMENDING PARAGRAPH C OF SECTION 2.46.020 OF
THE CORONADO MUNICIPAL CODE REGARDING DESIGN REVIEW COMMISSION MEMBERSHIP"
RECOMMENDATION:
Conduct the second reading and adopt “An Ordinance of the City Council of the City of Coronado, California, Amending Paragraph C of Section 2.46.020 of the Coronado Municipal Code Regarding Design Review Commission Membership;” and direct the City Clerk to read the title of the proposed ordinance.
BACKGROUND:
Pursuant to Coronado Municipal Code (CMC) sections 2.46.020(A) and 2.46.030(C), the Design Review Commission (DRC) shall consist of five members appointed by Council and the affirmative vote of three members is required to take action. Due to a vacancy, conflicts of interest and unavoidable absences, it has, at times, not been possible to achieve a quorum to hear pending applications within the time frame that the City is aiming for and applicants’ desire.
ANALYSIS:
CMC section 2.46.020(C) currently limits the members of the DRC to three professionals in some field of design, one businessperson, and one member with qualifications established by the City Council at its discretion. These restrictions limit the pool of applicants available to apply for DRC.
The proposed Ordinance would amend CMC section 2.46.020(C) to increase the potential applicant pool while still maintaining a preference toward appointing certain design professionals likely to have the desired experience and background to serve as effective Commissioners. At the November 1, 2022 Regular Meeting, Council revised the ordinance to remove the term “strongly.” If the proposed amendment is adopted, CMC section 2.46.020(C) would be amended to read:
C. Three members of the Commission are preferred to be professionals in some field of design, including but not limited to architecture, landscaping, interior design, or graphic design. One member is preferred to be a businessperson owning, operating, or managing property in the City of a commercial or industrial nature. The qualifications of the remaining member of the commission shall be established by the City Council at its discretion FISCAL IMPACT:
None.
ALTERNATIVE:
Council could make different changes to the DRC membership requirements or choose not to go forward with adopting the ordinance.
