December 6, 2022 Coronado City Council Minutes Page 228 DocuSign Envelope ID: D0609B9C-4E1D-45B9-B56C-98BCD19EA7AC Councilmember Donovan agreed and stated that the project is incongruous with a residential neighborhood with a single entrance and exit. Councilmember Donovan further remarked that the Port had previously agreed to not adding additional hotel rooms in Coronado and that the project goes in opposition to that agreement. Councilmember Donovan requested that the public send written communication and attend Port meetings to provide oral communication.
A motion to direct staff to write a letter to the Port was made by Councilmember Donovan and seconded by Councilmember Heinze.
Councilmember Heinze commented that the City has been working on this site development for thirty-eight years and agreed that this development is not right for this area. Councilmember Heinze requested that the letter note that the Port had promised no new hotel rooms in the City and that the residents of Coronado consider this to be a hotel and that the project is incompatible with the environmental stewardship commitment made by the Port, the project limits public access to the bay and that the letter should emphasize the need for public support of the project. Councilmember Heinze requested that the letter be timed to arrive no earlier than two weeks before the item was to be discussed by the Port Board.
Mayor Bailey agreed with Councilmembers Donovan and Heinze and added that the letter should further emphasize what the Council would like to see in terms of development.
Councilmember Sandke concurred with the sentiments of the Council and noted the damage that would be done to the Coronado Cays Yacht Club should the project move forward and noted the Council's support of a zoning change for the area that has not yet been ensconced in the Port Master Plan update.
Councilmember Tanaka commented that the most recent draft of the Port Master Plan update states the land use of North Grand Caribe Isle as "recreational open space" and that should be the base argument of the letter.
The motion carried by the following results.

Tony Winney, Assistant City Manager, presented the staff report utilizing a PowerPoint presentation.
December 6, 2022 Coronado City Council Minutes Page 229 DocuSign Envelope ID: D0609B9C-4E1D-45B9-B56C-98BCD19EA7AC Councilmember Tanaka asked how many children typically attend the bike rodeos. Dustin Kulling, Police Captain, responded that the events typically attract between fifty and seventy-five children.
Councilmember Sandke asked if the City was pursuing grant funding to enhance education efforts. Mr. Winney responded that he believes that the City has used Office of Traffic Safety grant funding to fund the bike rodeos in the past but was unsure if the City was currently pursuing funding opportunities. Councilmember Sandke asked if the City utilized Vision Zero or National Association of City Transportation Officials guidelines when drafting the policy. Mr. Winney responded in the affirmative.
Howard Somers, Mobility Commission Chair, expressed support for the policy but requested that e-bikes be allowed on sidewalks in locations where it is too dangerous to ride on the street. Dr. Somers commented that the City has a self-reporting mechanism for accidents on the City's website.
Robin Hagemann, Mobility Commissioner, commended the Council and City staff for their work on the policy and thanked them for being receptive to the commission's input.
Charles Gossage expressed concerns regarding e-bikes and e-bike safety and spoke in opposition to e-bikes on sidewalks.
Councilmember Sandke concurred with the recommendations made in the staff report and requested that the Mobility Commission review the use of e-bikes on sidewalks and attachments to e-bikes.
Councilmember Tanaka voiced support for the recommended strategies and spoke in support of targeted enforcement. Councilmember Tanaka spoke in support of the additional policy option to "cite" youth e-bike operators for good behavior and encouraged positive police interactions.
Councilmember Heinze spoke in support of the recommendations made in the staff report and the additional policy options. Councilmember Heinze noted that he believes that e- bikes and other motorized vehicles should not be operated on sidewalks.
Councilmember Donovan commented that an e-bike presents a greater magnitude of risk compared to non-motorized bicycles and should remain off sidewalks and voiced support for the recommendations made in the staff report and requested that the Mobility Commission work to further develop the additional policy options outlined in the staff report. Councilmember Donovan asked the Mobility Commission to find a method to engage the parents of underage e-bike riders more and provide more education about the possible dangers of e-bikes.
December 6, 2022 Coronado City Council Minutes Page 230 DocuSign Envelope ID: D0609B9C-4E1D-45B9-B56C-98BCD19EA7AC Mayor Bailey voiced support of the recommendations made in the staff report and of amending the Municipal Code to ban unlawful transport of passengers on handlebars or exceeding the passenger capacity of the e-bike. Mayor Bailey commented that he would be in support of banning e-bikes from all sidewalks at this time but requested that the Mobility Commission review and identify streets that the Council should consider allowing the use of e-bikes on sidewalks in the future.
Councilmember Sandke commented that the additional policy options should be further developed before additional consideration and noted that as proposed a manually operated e-bike would not be allowed on sidewalks while a manually operated bicycle would be allowed on sidewalks.
City Manager Friend noted that the Mobility Commission had discussed the dichotomy and concluded that due to the increased weight of an e-bike, the risk of injury during a collision is amplified irrespective of the use of the electric motor. Councilmember Sandke commented that he was glad that the issue had been considered and voiced support of the sidewalk ban.
Councilmember Tanaka questioned the City's commitment in enforcing the additional policy options outlined in the staff report and requested that further discussions be had with Police Services to determine what is needed to properly enforce the measures.
Councilmember Donovan commented that the staff report states that the additional policy options would require further development and future Council action.
A motion to approve the staff recommendations and direct staff to further develop the additional policy options was made by Councilmember Donovan and seconded by Councilmember Tanaka.
The motion carried by the following results.
Yes: (5) Councilmember Tanaka; Councilmember Sandke;
